According to the regional emergency services, a drone carrying explosives crashed onto the 10th floor of the building, causing a fire. Approximately 70 residents were evacuated.
Catalin Sion, a spokesperson for the Galati emergency services, said two people were taken to hospital with minor injuries, while two others were treated for panic attacks.
Firefighters, police, and bomb disposal teams are working at the scene.
A video posted on social media captured the moment of the attack.
The Romanian Ministry of Defence subsequently issued a statement confirming that the UAV originated from Russia and was involved in attacks in Ukraine.
Russia has not yet commented on this accusation.
Romania has repeatedly accused Russia of violating its airspace with UAVs.
In the most recent incident in April 2026, Romanian officials said a Russian drone damaged a house and a power pole near Galati.
Russia has rejected the allegations, saying there is no conclusive evidence that the UAV was Russian.
In recent months, several UAVs, suspected to be from Ukraine, have violated the airspace of the Baltic states.
On May 7th, a drone damaged four empty oil storage tanks in eastern Latvia, near the Russian border.
Russia accuses the Baltic states of allowing Ukraine to use their airspace to launch attacks deep inside Russian territory – an accusation that NATO members have denied.
