
Four draft submissions submitted by the Provincial People's Committee to the Provincial People's Council for consideration and issuance of resolutions include: Adjusting and supplementing some contents of the Cooperation and Training Project between Dien Bien province and the Northern Lao provinces, giai đoạn 2021-2025, with orientation to 2030, issued together with Resolution No. 128/NQ-HĐND dated December 9, 2022 of the Provincial People's Council; Regulations on the list of revenue items and revenue levels, and the mechanism for managing revenue and expenditure for services supporting educational activities of public educational institutions in Dien Bien province; Regulations on state budget expenditure limits, some support contents, sample dossiers, procedures, criteria for selecting projects, plans, and production methods in activities supporting production development linked along the value chain and community under the National Target Program giai đoạn 2021 - 2025, in Dien Bien province; Measures to ensure the implementation of grassroots democracy in Dien Bien province.
Six other proposals were submitted by the Departments of Culture, Sports and Tourism; Finance; Justice; and Information and Communications to the Provincial People's Committee for decision-making.

At the meeting, delegates generally agreed on the necessity of the proposals. One suggestion was to supplement and amend some details and regulations to ensure they meet practical requirements. This mainly focused on proposals related to new expenditure levels in education activities, support activities under the National Target Program, and measures to ensure grassroots democracy.
Regarding the proposal on the Regulations on the List of Fees and Fee Levels, and the Mechanism for Managing Revenue and Expenditure for Services Supporting Educational Activities of Public Educational Institutions in the area, some opinions suggested the need for guidance, supervision, and monitoring of the activities and authority of parent-teacher associations; and consideration of adjusting services for managing children and students participating in extracurricular activities, field trips, mock exams, etc., to ensure they are consistent with current regulations and the income levels of the people.

Due to the time constraints to ensure implementation in the next school year, Chairman of the Provincial People's Committee Le Thanh Do requested the relevant departments to promptly organize social feedback, synthesize opinions, revise, supplement, and finalize the content of the submission to the Provincial People's Committee before June 20th.
In the draft regulations on state budget expenditure limits, some support contents, application forms, procedures, criteria for selecting projects, plans, and production methods in activities supporting production development linked in value chains and communities under the National Target Program giai đoạn 2021 - 2025, many opinions expressed concerns about maintaining the expenditure level of 3 billion VND for a linked production support project and 1 billion VND for a community project.

Regarding this matter, the Chairman of the Provincial People's Committee, Le Thanh Do, explained and clarified several points, while agreeing to maintain the expenditure level as outlined in the draft proposal, ensuring it aligns with the general local standards. The general principle is to prioritize collaborative projects first, followed by community support. During implementation, localities should focus on leveraging their strengths to concentrate resources for support. The goal is to use resources most effectively, creating sustainable livelihoods and employment for the people. For specific support projects with expenditures exceeding the regulations, the Provincial People's Committee will review, adjust, and increase the level accordingly.
Regarding other matters, after noting the delegates' opinions, Chairman of the Provincial People's Committee Le Thanh Do responded and clarified some issues within his authority. He also requested relevant departments and agencies to incorporate and synthesize the feedback, and promptly finalize the draft submission for the Provincial People's Committee's consideration before presenting it to the Provincial People's Council for approval at the next session.
