- On the afternoon of October 3, the Provincial People's Committee held its regular September meeting (session 2). Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
At the meeting, delegates focused on discussing and giving opinions on the draft Decision of the Provincial People's Committee promulgating regulations on a number of specific criteria for applying land valuation methods in the province; the draft Decision of the Provincial People's Committee regulating the management and use of non-professional workers at the commune level; the draft Decision of the Provincial People's Committee regulating other documents on land use rights before October 15, 1993 in the province; the draft Decision of the Provincial People's Committee regulating the limit of recognition of residential land for cases of land use before December 18, 1980 and from December 18, 1980 to before October 15, 1993 in the province.
After listening to written comments as well as discussions at the meeting, the Chairman of the Provincial People's Committee concluded on each specific content.
Regarding the draft Decision of the Provincial People's Committee promulgating regulations on a number of specific criteria for applying land valuation methods in the province, the Chairman of the People's Committee requested the drafting agency to receive comments from units; review and clarify a number of contents related to the area; consider proposing appropriate floor area ratios for apartments, offices, commercial services, hotels, warehouses, parking lots, etc.; consider factors affecting land prices, construction time of projects, etc. The drafting agency will receive, edit, supplement, and complete the draft to submit to the Provincial People's Committee before October 10, 2024.
Regarding the draft Decision of the Provincial People's Committee regulating the management and use of non-professional workers at the commune level, the Chairman of the Provincial People's Committee requested the drafting agency to adjust the draft name closely following Decree No. 33 dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and non-professional workers at the commune, village and residential group levels. Regarding the draft content, it is necessary to specifically stipulate the management work for each position; clearly separate the management and use of non-professional workers at the commune level; for contents that have not been regulated, it is necessary to proactively consult to suit practical conditions. Based on the opinions at the meeting as well as the written contributions of the units, the Chairman of the Provincial People's Committee requested the drafting agency to absorb, edit and supplement the draft decision and send it to the Provincial People's Committee no later than October 15, 2024.
Regarding the draft Decision of the Provincial People's Committee regulating other documents on land use rights existing before October 15, 1993 in the province, the Chairman of the Provincial People's Committee basically agreed with the draft contents, and at the same time requested the drafting agency to supplement the contents related to the applicable subjects; review and edit the contents on implementation organization... Thereby, absorbing and completing the draft contents to submit to the Provincial People's Committee before October 7, 2024.
Regarding the content of the draft Decision of the Provincial People's Committee regulating the limit of residential land recognition for cases of land use before December 18, 1980 and from December 18, 1980 to before October 15, 1993 in the province, the Chairman of the Provincial People's Committee basically agreed with the draft contents, and at the same time requested the drafting agency to receive comments and complete the draft Decision to submit to the Provincial People's Committee in accordance with regulations.
