On March 15, in Ho Chi Minh City, a conference was held to review the 1-year cooperation program between Ho Chi Minh City National University and Ho Chi Minh City People's Committee for the period 2022 - 2025. This event was attended by Chairman of Ho Chi Minh City People's Committee Phan Van Mai and Director of Ho Chi Minh City National University Vu Hai Quan.
Students need special support mechanisms
Speaking at the opening of the conference, Mr. Vu Hai Quan suggested that opinions focus on discussing 8 contents.
Specifically: Building a credit program for students; building and implementing the Project "Training leaders and managers of Ho Chi Minh City"; Ho Chi Minh City National University participates in key science and technology programs of Ho Chi Minh City; outstanding mechanisms and policies for the development of Ho Chi Minh City; supporting funding for activities to promote innovation and start-ups of Ho Chi Minh City students; supporting compensation, site clearance, and land recovery in the Ho Chi Minh City National University urban area in Thu Duc City; supporting the renovation and repair of facilities of Ho Chi Minh City National University dormitories that were requisitioned as quarantine points during the COVID-19 outbreak; Project on Management and Use of Public Assets.
Mr. Vu Hai Quan emphasized that in the past, Ho Chi Minh City has supported Ho Chi Minh City National University in many projects and needs to invest more. "The responsibility and obligation of Ho Chi Minh City National University is to train human resources for Ho Chi Minh City as well as the country with more than 100,000 people graduating at all levels in the past 10 years. For the economy of Ho Chi Minh City, and more broadly the regional economy, to develop, human resources must be of quality" - Director of Ho Chi Minh City National University said and emphasized that mechanisms and policies are set by people, the issue is to have the same direction.

Also at the conference, opinions from the HCM City National University assessed that the contents of the cooperation program have not been implemented much. Meanwhile, departments, branches and the Thu Duc City People's Committee shared about the advantages and difficulties such as the story of the mechanism, the issue of disbursement, etc.
Mr. Duong Anh Duc, Vice Chairman of the Ho Chi Minh City People's Committee, agreed with the opinion of the Ho Chi Minh City National University on credit policy for students and expressed the view that risks should be accepted. He suggested that the Social Policy Bank and the National University study specific policies and mechanisms to support students.
Regarding science and technology, innovation, digital transformation, etc., Mr. Duong Anh Duc suggested that the departments and branches of the City People's Committee coordinate with the National University and the Ministry of Science and Technology to discuss mechanisms to carry out the tasks of the city as well as the region. Solving coordination mechanism problems
Concluding the conference, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized that VNU-HCM has contributed greatly to the city's development.
Mentioning 8 discussion topics, Mr. Phan Van Mai suggested that VNU-HCM work together to solve the coordination mechanism problem. Ho Chi Minh City leaders set the coordination mechanism to be completed in the second quarter of 2023 for implementation.

Regarding the credit policy for students, Mr. Phan Van Mai said the scale must be larger than it is now. According to him, when students studying at universities and colleges in the city need to borrow capital, the schools must determine the need and use the school's fund to guarantee, support interest rates and compensate for risks. The city will work with the State Bank and credit institutions to implement the credit policy for students because "Why don't we trust trained people, intellectuals?!" - Mr. Phan Van Mai said and said that next week he will directly preside over this matter.
Regarding the program of training human resources for management and leadership (civil servants, public employees) and training human resources for socio-economic development, Chairman Phan Van Mai said that the scale must be thousands of people, not a few dozen people.
Regarding support for renovating and repairing the facilities of the HCM City National University dormitory that was used as a quarantine site during the COVID-19 outbreak, Mr. Phan Van Mai proposed that the costs of using it to prevent the epidemic must be reimbursed by April at the latest...
Cooperation in 4 major areas
In July 2022, VNU-HCM and the People's Committee of Ho Chi Minh City signed a cooperation program in four main areas: Training, fostering, and developing human resources; scientific research and socio-economic development of Ho Chi Minh City; digital transformation, digital economic development, startups, innovation; infrastructure development of VNU-HCM urban area.
Accordingly, VNU-HCM will train high-quality, internationally-qualified human resources for Ho Chi Minh City, serving the digital transformation roadmap. These human resources are in the fields of information technology - communications, AI, urban management, mechanics - automation, business administration, finance - banking, healthcare, and tourism.
Ho Chi Minh City National University also participates in the Sharing University Project at the request of the Ho Chi Minh City People's Committee to foster knowledge, advanced leadership and management capacity, and foreign languages for the city's staff.
In the field of scientific research and socio-economic development of the city, VNU-HCM will participate in consulting, coordinating research on strategies, policies, proposing models, mechanisms and solutions. The focused areas include socio-economics, science and technology, culture and sports. The HCM City People's Committee will support and coordinate with VNU-HCM in community service work, linking cooperation between VNU-HCM - enterprises - localities.
