More than two months have passed since the UEFA Refereeing Committee officially spoke out about the incident. UEFA confirmed that the referee made a mistake and the German team should have been awarded a penalty.

“According to the latest UEFA guidelines, handling the ball, causing a shot on target to change direction or stop, should be punished more severely. In most cases, if it happens inside the penalty area, a penalty should be awarded, unless the defender’s arm is very close to the body.

In the case of EURO 2024, Spanish defender Cucurella blocked the shot on goal with his arm. It is worth noting that his arm was not close to his body, making it abnormally large. Therefore, the referee made a mistake,” a spokesperson for the EUFA Referees Committee told Relevo (Spain).
