According to the Pravda newspaper, Ukrainian Foreign Minister Andrii Sybiha announced on May 24 that Kyiv was calling for an emergency meeting of the UN Security Council and a meeting of the Organization for Security and Cooperation in Europe (OSCE) following the large-scale Russian airstrikes.
"The international community needs to respond appropriately and strongly to the aggressor. It is clear that Russia is trying to compensate for the stagnation on the front lines with widespread missile strikes. Ukraine's partners must continue to increase pressure on Russia, forcing them toward a just and lasting peace," Sybiha said.

Earlier, Ukrainian President Volodymyr Zelensky confirmed that four people had been killed and about 100 injured in the large-scale Russian airstrike. "Russia's actions cannot be ignored; they must face the consequences," Zelensky emphasized.
On the same day, May 24th, EU foreign affairs official Kaja Kallas condemned Russia's use of Oreshnik missiles in a combined airstrike targeting the outskirts of Kyiv. "This is a reckless escalation. EU foreign ministers will discuss how to increase pressure on Russia next week," Kallas said.
On the night of May 23, the Russian military launched a large-scale airstrike using Oreshnik, Iskander, Kinzhal, and Zircon missiles targeting various areas in Ukraine. Moscow asserted that this was in retaliation for Ukrainian attacks on civilian facilities on Russian territory.
According to Ukrainian media, the Oreshnik missile crashed in the town of Belaya Tserkov, about 64km from the outskirts of Kyiv. Ukrainian forces have collected the missile fragments for analysis.
