As a vlogger specializing in producing content about the daily lives of highland farmers, Pham Van Cuong owns four vlog channels, each with tens of thousands of followers.

In 2024, Mr. Pham Van Cuong received a decision to become a member of the Security and Order Protection Team of Hamlet 6, Thai Binh Commune. Upon joining the team, he gained a thorough understanding of the six groups of tasks involved in maintaining security and order, including assisting the commune-level police in disseminating information and policies on security and order.

Normally, this task is carried out directly by members through village meetings, but Mr. Cuong took a different approach. He created a vlog channel called "Cuong in the Countryside" to upload short clips with popular content, conveying legal knowledge. These clips include him instructing people on traffic safety, how to register for personal identification, or warning about common scams...

Each short clip he films and edits is concise, simple, and easy to understand. Initially, the goal was to build a vlog channel to disseminate and educate people in the village and commune about the law, making it more widely known. With the task of assisting the commune police in monitoring security and order, Mr. Cuong created a private Zalo group, connecting with 151 households in the village.

This is where he updates and disseminates legal knowledge, especially receiving feedback from residents about security and order issues. "Thanks to the Zalo group, residents proactively report incidents related to security and order in the residential area, helping me and the security team to grasp the situation promptly. This allows us to directly resolve conflicts in the residential area or coordinate with the commune police to effectively handle violations, preventing hotspots from occurring," shared Mr. Pham Van Cuong.

Despite being busy with farming and vlogging, Mr. Cuong still fully participates in the activities of a local security and order team member, such as patrols and maintaining security and order; he has directly participated in handling and successfully mediating many conflicts. In fire prevention and control, Mr. Cuong is also responsible. For example, in early 2025, when two forest fires occurred in Hamlet 6 and Hamlet 2, Thai Binh Commune, Mr. Cuong was one of the first to arrive at the scene, coordinating with functional forces to extinguish the fires and prevent them from spreading.

He also actively supports social welfare activities, helping former prisoners reintegrate into the community, mobilizing people to participate in building charitable houses, and supporting poor households. Lieutenant Colonel Chau Ngoc Anh, Head of Thai Binh Commune Police, said: “Mr. Pham Van Cuong is a role model for effectively utilizing digital technology to carry out the task of disseminating and educating the public on the law. Furthermore, he actively maintains security and order at the grassroots level, fulfilling his role as an ‘extended arm’ of the commune police.”

He also contributed to bringing digital transformation to a deeper, more substantive, and effective level for people's lives. With his creativity in disseminating and educating about the law, and his achievements in maintaining security and order at the grassroots level, in early August, Mr. Pham Van Cuong was one of five exemplary individuals from the province, attending the meeting to honor exemplary individuals of the People's Public Security Force and the 9th National Emulation Congress for National Security of the Ministry of Public Security .
