Prioritize housing projects for civil servants and public employees

Dong Nai is prioritizing the acceleration of social housing projects to meet the housing needs of cadres, civil servants, public employees and armed forces.

This is an urgent task to ensure housing for civil servants to work with peace of mind, while contributing to completing the housing development target assigned to the province by the Government .

Expected to start construction of 10 projects in October 2025

In mid-July 2025, the Department of Construction publicly posted the document approving the investment policy of 10 social housing projects in the province for investors to submit their registration documents for implementation. These are projects that the province has directed to implement in the form of direct selection of investors instead of bidding as before to help shorten the implementation time.

Notable among these are the projects: ChC1 and ChC2 social housing areas in Phuoc Tan ward, with a scale of nearly 480 units, expected to be completed and put into use from the second quarter of 2026; the social housing project in Tam Hiep ward, with a scale of 520 units, expected to be completed in the first quarter of 2028; the project in the apartment land in the resettlement area of Long Binh ward, with more than 1,200 units, expected to be completed in the first quarter of 2028; the project in Ho Nai ward, with the capacity to accommodate about 4,000 people... Most of the projects in this list are located in the central area of the province to meet the housing needs of cadres, civil servants, public employees, armed forces, workers and urban residents.

Deputy Director of the Department of Construction Do Thanh Phuong said: Implementing the direction of the Provincial People's Committee, the Department has publicly announced documents approving investment policies for 10 social housing projects. By mid-August 2025, the deadline for public announcement as prescribed had expired, resulting in 22 investors submitting proposals to be assigned as investors in 9/10 projects. Currently, the appraisal council chaired by the Department is performing its tasks to advise the Provincial People's Committee to issue a decision to assign investors to implement the project. At the same time, the Department of Construction has submitted and the Provincial People's Committee has approved the progress gantt line, accordingly, all 10 projects are scheduled to start construction by the end of October 2025.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized: These 10 social housing projects will be applied the "green channel" to resolve legal procedures as quickly as possible. The implementation and completion of the project according to the Gantt route will not only meet the urgent housing needs of officials, civil servants, public employees and people, but also contribute to helping the province complete the social housing development target assigned by the Government in 2025 and the following years.

In early 2025, the Prime Minister issued Decision No. 444/QD-TTg assigning targets for completing social housing in 2025 and the following years. Accordingly, Dong Nai province (including the former Binh Phuoc ) was assigned to complete more than 4,200 houses in 2025; by 2030, nearly 64,700 houses.

Ensuring land fund and capital for projects

In recent years, the development of social housing in many localities (including Dong Nai province (old) and Binh Phuoc province (old) has been modest, while demand is increasing, especially in the administrative political center of the new province after the province's merger. Faced with this reality, at the end of May 2025, the National Assembly issued Resolution No. 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development. Then, in early July 2025, the Government issued Decree No. 192/2025/ND-CP detailing measures to implement the above resolution. This is an important legal basis for localities to accelerate the development of social housing.

Currently, in addition to the above-mentioned priority social housing projects for rapid implementation, the Provincial People's Committee also directed departments and branches to review capital sources and land funds to implement public housing projects.

Regarding capital, Mr. Phan Trung Hung Ha, Deputy Director of the Department of Finance, said: Currently, the province has more than 2.1 trillion VND from the Housing Development Fund. If applied according to Resolution 201/2025/QH15 of the National Assembly, this capital source can be assigned to the Provincial Construction Investment Project Management Board to implement social housing projects combined with public housing, to meet the housing needs of cadres, civil servants and public employees.

Regarding land funds, the Provincial People's Committee has issued a directive document related to 7 land plots assigned to the Ministry of Public Security and the Ministry of National Defense. Of which, about 11 hectares of land will be introduced for the Ministry of National Defense to implement 4 housing projects for the military; there are 3 land plots proposed to be assigned to the Ministry of Public Security to build housing for the police force.

From a local perspective, Vice Chairman of Tran Bien Ward People's Committee Pham Duc Hoang said: The demand for social housing in the ward is currently quite large. There are 3 groups of people in urgent need of housing: cadres, civil servants, and public employees; workers, urban residents; households whose land has been recovered but do not meet resettlement conditions. This is one of the pillars of social security and sustainable development motivation of the central ward of the province. Therefore, the ward recommends that the Provincial People's Committee, departments and branches pay attention to directing the rapid implementation of social housing and public housing projects in the area.

At the National Online Conference on Social Housing held on August 16, Prime Minister Pham Minh Chinh pointed out many tasks and solutions that localities need to do immediately. This includes making statistics on cadres, civil servants, public employees, and workers who are having difficulty finding housing due to the impact of the process of restructuring the apparatus to implement projects with locations suitable to their needs.
