Unmasking evil schemes: Identifying crimes

In recent days, a series of questions have kept recurring in my mind: Why did the blood of comrades and fellow countrymen have to be shed on this peaceful land? Who are the perpetrators of these crimes? What reason led those who lived together in the same homeland, on the same fields and villages, who drank from the same motherland's water source, to become bloodthirsty beasts destroying the lives of their fellow countrymen?...

Early in the morning of June 11, 2023, along with millions of people across the country, from the moment I woke up, I was met with heartbreaking news from the two communes of Ea Tiêu and Ea Ktur in Cư Kuin district (Đắk Lắk province), as if witnessing a terrifying forest earthquake. Having spent more than three decades connected to the forests, villages, and ethnic communities of the Central Highlands, I truly feel outraged by the cruel perpetrators, deeply saddened by the tragedy, and a lingering sense of emptiness and profound sadness remains in my soul.

Authorities have identified this as a terrorist act against the people's government with exceptionally serious consequences; the perpetrators' actions were barbaric and inhumane, demonstrating a determination to carry out the crime to the end.

The targets they aimed to burn were government offices and commune police stations.

The targets of their violent actions were Party and government officials, police officers, and even innocent civilians. These included Comrade Nguyen Van Kien, Secretary of the Party Committee and Chairman of Ea Ktur Commune, and Nguyen Van Dung, Chairman of Ea Tieu Commune. For many years, they have dedicated their hearts and minds to the development of their homeland and the well-being and happiness of the people of various ethnic groups. Also present were Major Hoang Trung and Captain Nguyen Dang Nhan, police officers of Ea Ktur Commune; and Major Tran Quoc Thang and Captain Ha Tuan Anh, police officers of Ea Tieu Commune. These are police officers and soldiers who, day and night, protect the security of the villages, safeguard the peace of every home, every citizen, and the flourishing fields and forests.

They also took the lives of three ordinary people in their bloodthirsty frenzy. These fellow villagers were people who had once shared the same gong music, the same dances, and the same drinking sessions with them during village festivals.

Besides killing 9 people and injuring 2, they also kidnapped 3 workers as hostages while fleeing.

To date, we have been able to construct a fairly complete profile of these terrorists in order to expose their true nature.

Accessing numerous sources and testimonies from the suspects, we are deeply saddened to learn that some of these terrorists were farmers with prosperous and comfortable family lives, who, having fallen into the trap of manipulation, bribery, and incitement by hostile forces, became tools of the enemy. The police have documents and evidence proving that the attacks were also supported and directed by certain organizations and individuals abroad, even sending individuals from overseas to illegally infiltrate Vietnam to orchestrate and direct terrorist attacks.

To date, the police have arrested and prosecuted 90 individuals on charges of "Terrorism against the people's government," "Failure to report a crime," and "Brokering illegal entry and exit into Vietnam." Many related individuals have been summoned; the fight against and pursuit of the फरार suspects continues.

The more I hate and condemn the murderers, the more I feel sorry for their poor Amí (mothers), Mo (wives), and Anak (children) in recent days. Many relatives of the terrorists have wept until their tears ran dry, suffering immensely. They themselves do not understand why their sons, husbands, and fathers became cold-blooded killers. Encouraged and explained to by the authorities and the police, they brought their loved ones who had committed such heinous crimes to confess and plead guilty.

The people of the Central Highlands, especially the ethnic minority communities, strongly condemned the criminal acts and those who committed them. They actively cooperated with the government, police, and military forces in providing information and participating in the capture of the terrorists. Therefore, in a short time, we were able to restore order and return the peace to the majestic Central Highlands.

We also wholeheartedly agree with the content of the open letter from the young Ede ethnic singer Y Vol Ênuôl (son of the late People's Artist Y Moan Ênuôl) to his fellow ethnic people. Y Vol wrote: "Upon receiving information about the murder of officials, police officers, and civilians in two communes of Cư Kuin district, I am deeply indignant and saddened by the barbaric actions of the murderers. Through this, I have a few words to share with my fellow ethnic people, especially those who are naive and easily deceived by the propaganda and incitement of exiled reactionaries (...). I respectfully urge you, uncles, aunts, and fellow countrymen, to unite and not listen to the temptations of evil people, as they will exploit this to divide us..."

It is also necessary to identify the real masterminds and leaders of the riots and terrorism. This question is not difficult to answer. They are the reactionary organizations, the outcasts and exiles outside the homeland who harbor unceasing hatred for the country, the regime, their homeland, and the vast land that gave birth to and nurtured them. Regardless of the name or form, their essence remains the same.

For example, Fulro – under the manipulation of forces hostile to Vietnam – is an extremely dangerous and vicious reactionary organization that operated for many periods and years. At times, it seemed as though it had been wiped out, but remnants of it still exist in various forms.

Following Fulro 1 and Fulro 2, now comes the third generation of Fulro, along with reactionary branches and groups hiding behind religion and ethnicity, who are still lurking day and night, seeking opportunities to create instability in this vast mountainous region.

They have not abandoned their plot to undermine national unity, exploiting ethnic and religious issues to incite narrow-minded nationalism, extremism, separatism, and autonomy.

Using religious guise as a cover, such as "Dega Protestantism," "Christian Protestant Church of Vietnam," and "Christian Protestant Church of the Central Highlands," they gathered forces, propagated their ideology, and trained individuals to overthrow the people's government and establish a separate state – the so-called "Independent Dega State" or "Autonomous Central Highlands State."

At the United Nations-organized Summit of Heads of Counterterrorism Forces in New York (USA) from June 19 to 22, 2023, Major General Pham Ngoc Viet, Director of the Department of Internal Security (Ministry of Public Security of Vietnam), affirmed in his speech that the attack in Dak Lak on June 11, 2023, was an organized terrorist act with "reckless, brutal, barbaric, and inhumane behavior."

He analyzed and identified this as an activity carried out by exiled Vietnamese reactionary organizations and extremist elements exploiting ethnic and religious issues residing in several countries to establish bases and branches, organize training for individuals within the country, and send people to infiltrate Vietnam to direct terrorist acts. Among those involved in the terrorist attack, some were members of an organization based in the United States, receiving orders from this organization to infiltrate Vietnam and orchestrate the attack.

As mentioned, it seemed as though Fulro had ceased its activities, but that wasn't the case. That ghost still lurked outside the country, infiltrating forests, villages, and homes. Supported by forces hostile to Vietnam, providing manpower and resources, they sought every opportunity to disrupt the peace of the Central Highlands through propaganda, incitement, riots, sabotage, and terrorism. The riots of 2001, 2004, and the recent bloody terrorist attack are clear evidence of the crimes of this new generation of Fulro.
