Stuck in place
Visiting the Van Ly bridge and access road construction site (connecting Dien Ban town with Dai Loc district) these days, you'll find that the contractor's workforce has dwindled to only about 30 people.
Within the scope of the access road project, there has been no activity regarding the three elevated bridges belonging to branch 2, from the intersection with km1+040 of branch 1 to the intersection between provincial roads DT609 and DT605 (Cam Ly intersection, Dien Hong commune, Dien Ban district). Branch 1 of the access road, heading west to the intersection between provincial roads DT609B and DT609C (Dai Hoa commune, Dai Loc district), also shows no signs of progress.
According to engineer Nguyen Van Nam, a technical officer of Dat Phuong Group Joint Stock Company (the construction contractor), the contractor has not yet received the land from Dien Ban and Dai Loc districts to begin construction of the access road.
Regarding the Van Ly bridge, the main span has been completed; only the final span connecting abutment M1 to pier T1 (on the Dien Quang commune side, Dien Ban district) remains, awaiting the relocation of medium and low voltage power lines and the Tu Phu pumping station transformer before the remaining four girder sections can be installed. Also, because there is no land available for the approach roads, the contractor is only maintaining a few teams specializing in casting guardrails and cleaning the Van Ly bridge construction site.
According to the investor ( Quang Nam Province Investment and Construction Project Management Board for Transportation Works), the value of construction work completed for the entire project as of December 18, 2024, reached VND 143.41/VND 423.86 billion (accounting for 33.8% of the total contract value). Of this, the Van Ly bridge project has achieved approximately 94% of its construction value (VND 143.41/VND 152 billion).
Engineer Dao Hong Ngoc, a technical officer at Dat Phuong Group Joint Stock Company, shared that there was no work to be done on the access road section. The contractor had to rent land west of abutment M2 (Dien Hong commune) from local residents to have space for installing girders and bringing in concrete pouring equipment to cast the guardrail.
Approve the plan soon.
The Van Ly Bridge and access road project officially commenced construction in October 2023 and is scheduled for completion in March 2026. According to the set schedule, the project will be completed before September 2025, in time to celebrate the 80th anniversary of National Day on September 2nd and the 23rd Congress of the Quang Nam Provincial Party Committee (2025-2030 term).
To complete the entire project, compensation and land clearance for the access road need to be expedited. The investor stated that over 220 households are affected by land acquisition; of which 31 households will be completely relocated (7 households in Dai Hoa commune, 24 households in Dien Hong commune); 34 households will have part of their residential land affected; and approximately 170 households will have their agricultural land acquired.
Regarding the progress of land clearance and resettlement for the construction of the access road, Dai Loc district is implementing it in phases, examining land ownership. Currently, the agricultural land portion has been completed, but the residential land portion has not yet been processed (due to the lack of a resettlement area).
The resettlement area in Dai Hoa commune is currently undergoing procedures to develop a detailed planning map at a scale of 1/500; and selecting a consulting unit for design, survey, and project planning. Currently, the Dai Loc Land Fund and Industrial Cluster Development Center has prepared a provisional plan for compensation and support for agricultural land, but it must wait for the Provincial People's Committee to issue guiding legal documents specifying the mechanisms and policies on compensation and land clearance.
Within the Điện Bàn district, the land origin verification process in Điện Quang commune has been completed. The People's Committee of Điện Bàn town has approved specific land prices (agricultural land, residential land); and the land origin verification process has been finalized. In Điện Hồng commune, the verification of agricultural land origin has been completed, but the residential land origin verification has not yet been carried out.
The Dien Ban Land Development Center has drawn up a provisional plan for compensation and support for agricultural land, but currently the Provincial People's Committee has not yet issued annual crop prices, so there is no basis for developing compensation and support plans.
The procedures for relocating technical infrastructure have been implemented. The construction of the new Thanh An residential area to resettle households completely displaced has had its 1/500 scale planning approved; a consulting unit has been selected to design, survey, and prepare the project.
Thus, the resettlement areas for households completely displaced from Dai Hoa and Dien Hong communes have not yet been constructed. With limited time remaining to complete the project, the investor continues to request that Dien Ban town and Dai Loc district focus on land clearance for the access roads to ensure the project's progress is on schedule.
The annual crop prices should be announced soon so that land development centers have a basis for preparing compensation and support plans. In the short term, Dien Ban town is prioritizing land clearance for the construction of three elevated bridges on branch 2 of the access road.
The investor also requested that the two localities expedite the completion of legal procedures and the investment in the construction of the resettlement area. Land development centers should strive to complete compensation, support, and resettlement plans for submission to the People's Committees of districts and towns for approval, and to promptly disburse funds to the people. They should also implement a plan to relocate affected infrastructure so that contractors have a clear site to begin construction.
