People agree to hand over more than 200 hectares of lagoon land whose lease has expired.
Nam Phu has 1,000 hectares of coastal lagoon land to serve economic development. Implementing the direction of all levels on the policy of developing Thai Binh Economic Zone, the commune has focused on propagating and mobilizing households to hand over lagoon areas whose leases have expired to implement key projects. Mr. Dang Van Khuong, Chairman of Nam Phu Commune People's Committee, said: From 2023 to now, the commune has focused on propagating and mobilizing and basically households have handed over coastal lagoon areas. Of which, 17 individuals voluntarily complied with the handover of 18 lagoon plots with an area of 200.51 hectares to implement projects in the area. Most cadres, party members and people agree with the policy of the province and district on implementing investment projects in coastal areas in the commune.
According to Ms. Pham Thi Tho, Hop Pho village (Nam Phu), the coastal lagoon areas were previously leased by the Commune People's Committee to lagoon owners for aquaculture, however, the lease term has long expired and has not been extended. When there was information about reclaiming the lagoon area to serve projects in the Con Vanh sea area, the people in the village and commune all agreed and highly agreed, especially many households handed over the lagoon area to the commune to implement the project. We expect the projects to be soon implemented and put into operation, thereby creating a highlight, changing the Con Vanh area and developing local marine tourism.
There are still more than 63 hectares of lagoon land that have not been handed over.
Although the provincial, district and communal authorities have repeatedly propagandized, had dialogues and issued administrative sanctions, up to now, many individuals related to 8 lagoons with more than 63 hectares of aquaculture land in the Con Vanh area have not yet handed over the land to the locality. According to the survey maps of 2011, 2014 and cadastral measurements in 2023, the land area of more than 701,292m2 is identified as aquaculture land by the People's Committee of Nam Phu commune, leasing 70,925m2 to Mr. Tran Van Thuyet and Mr. Dinh Van Phuong ; leased 630,367.9m2 of lagoon to Mr. Pham Hoai Nam and Mr. Dinh Quang Nghi (Mr. Nghi died on July 15, 2020) to Mr. Pham Hoai Nam and Mr. Dinh Quang Nghi (Mr. Nghi died on July 15, 2020) for shrimp farming under the Ramsar program since 1991. During the contract implementation, Mr. Tran Van Thuyet, Dinh Van Phuong, Pham Hoai Nam, Dinh Quang Nghi and the heirs of Mr. Dinh Quang Nghi did not fulfill their commitments in the contract. From 2007 to present, they have not followed the approved technical design but only built embankments to raise aquatic products; have not directly used the lagoon area to follow the Ramsar model but have arbitrarily leased the lagoon to 7 other individuals for aquaculture. In March 2024, the People's Committee of Nam Phu commune made a record of administrative violations against 17 individuals, including the heirs of Mr. Dinh Quang Nghi and Mr. Pham Hoai Nam, for the act of appropriating 630,367.9m2 of agricultural land in rural areas (Nam Phu commune, Tien Hai district) since March 18, 2024 for aquaculture purposes. The Chairman of the Provincial People's Committee issued a decision to impose administrative sanctions on the heirs of Mr. Dinh Quang Nghi and Mr. Pham Hoai Nam, applying remedial measures to force the clearing of assets and return 630,367.9m2 of occupied agricultural land to the People's Committee of Nam Phu commune for management. The violators filed a complaint to the Provincial People's Committee, which organized a dialogue and issued decisions to resolve complaints (for the first time) against the heirs of Mr. Dinh Quang Nghi and Mr. Pham Hoai Nam. Five individuals related to the inheritance of Mr. Dinh Quang Nghi filed a complaint with the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment). In April 2025, the Ministry of Agriculture and Environment issued decisions to resolve complaints against the five individuals. In the decision, the Ministry of Agriculture and Environment recognized and upheld the content of the decisions of the Chairman of the Provincial People's Committee on resolving complaints (for the first time) against the five individuals mentioned above.
Enforcement if people do not hand over the lagoon land
Regarding more than 60 hectares of shrimp pond land under the Ramsar program in Nam Phu commune, on April 17, 2025, the Provincial People's Committee issued a plan to enforce the implementation of remedial measures for 14 individuals belonging to the line of succession of Mr. Dinh Quang Nghi and 5 individuals belonging to the line of succession of Mr. Tran Van Thuyet and Mr. Dinh Van Phuong. Implementing the plan of the Provincial People's Committee, the People's Committee of Tien Hai district developed a plan to enforce the law to ensure the strictness of the law for cases of non-voluntary compliance with the decision on administrative sanctions of the Chairman of the Provincial People's Committee.
According to Mr. Pham Ngoc Ke, Chairman of Tien Hai District People's Committee: The enforcement of remedial measures to enforce decisions on administrative sanctions in the field of land in Nam Phu commune aims to maintain legal discipline, social justice and contribute to the socio-economic development of the locality. Therefore, the district government hopes to receive the consensus and sharing of the people. Specialized agencies, localities and related units continue to coordinate in propaganda and mobilization, and at the same time prepare human resources, materials and means. If households still do not hand over the lagoon land, the authorities will carry out enforcement in accordance with the provisions of law.
