After one year of operating the overall organizational model of the political system, the two-tiered local government model, Truong Long Hoa ward has gradually stabilized its organizational structure, improved operational efficiency, reformed administration, and served the people. With a spirit of unity and proactive innovation, the locality is effectively promoting the new organizational model, creating a foundation to boost socio-economic development, maintain national defense and security, and build an increasingly streamlined, effective, and efficient political system.

With a spirit of unity and proactive innovation, the locality is effectively utilizing the new organizational model, creating a foundation to promote socio-economic development, maintain national defense and security, and build an increasingly streamlined, effective, and efficient political system.

Promoting the two-tiered local government model has helped Truong Long Hoa ward achieve strong economic development.

Streamline the administrative apparatus and improve the efficiency of serving the people.

Truong Long Hoa Ward covers an area of ​​56.49 km², comprising 9 hamlets with a population of approximately 16,000 people. Located in the coastal area of ​​the Dinh An Economic Zone, with a coastline of about 13.5 km, it possesses significant potential for developing marine economy, fisheries, renewable energy, and marine ecotourism.

Comrade Nguyen Trong Nhan, Secretary of the Party Committee and Chairman of the People's Council of Truong Long Hoa Ward, said: Immediately after operating under the two-tiered local government model, the Ward Party Committee focused on consolidating the organizational structure towards a streamlined, efficient, and effective operation. The Ward Party Committee currently has 25 subordinate branches with 710 Party members. The total allocated staff is 294, and currently the ward has 276 cadres, civil servants, and public employees working in the Party, government, public service units, and health station sectors.

The arrangement and placement of personnel are aligned with their expertise, job positions, and practical requirements. Notably, when operating the new model, the Standing Committee of the Party Committee assigns tasks according to the "six clear principles": clear person, clear task, clear time, clear responsibility, clear output, and clear authority. This is considered an important solution to enhance individual responsibility and work efficiency.

Accordingly, after the reorganization, the Party bloc has 3 specialized agencies to provide advice and support; the government bloc has 3 specialized agencies, 1 public administrative service center, and 10 public service units. The Vietnam Fatherland Front and political and social organizations have been strengthened, ensuring stable operation.

Along with organizational restructuring, emphasis was placed on propaganda work and fostering consensus among cadres, Party members, and the people. In 2025, the ward organized over 1,150 events with more than 39,500 participants. In addition, 255 news articles were published on digital platforms and the local broadcasting system, attracting over 100,000 viewers.

The application of information technology in management and administration continues to be promoted, with the completion of digitization of 15,832 documents; 100% of officials and civil servants are equipped with computers for work; and the online conferencing system is synchronously connected. The rate of using digital systems in assigning and processing tasks has reached 100%.

Administrative reform efforts have shown positive progress. From July 1, 2025 to May 21, 2026, 10,340 administrative procedure applications were received, with online applications accounting for 99.9%. 10,306 applications were processed on time or ahead of schedule, achieving a rate of 99.67%. Processing times were reviewed and reduced for 16 administrative procedures across 12 sectors, saving citizens and businesses over 94 million VND.

According to the 2025 administrative reform assessment results, Truong Long Hoa ward ranked 15th out of 124 communes and wards in the province; it was assessed as being among the leading wards in the province in terms of quality of service to citizens on the National Public Service Portal.

Creating change from the ground up.

One of the highlights after one year of implementing the two-tiered local government model is the strong innovation in leadership and management methods. The ward Party Committee has issued 16 programs, 11 resolutions, 78 plans, and more than 1,200 official documents to concretize the policies and resolutions of the Central Government and the province. Inspection and supervision work has been carried out regularly, contributing to improving discipline and order throughout the entire political system.

Residents are satisfied when handling administrative procedures at the Truong Long Hoa Ward Public Administrative Service Center.

Digital transformation efforts have been widely implemented. The ward has upgraded its high-speed internet infrastructure to 500Mbps, and deployed a synchronized system of electronic documents, digital signatures, and operational management software. To date, 10,557 out of a total of 16,204,000 registered and activated level 2 electronic identity accounts in the ward, reaching 65.15%.

One of the highlights marking the success of the two-tiered local government model in Truong Long Hoa is the emergence of many good practices and innovative models that have been effectively implemented. Specifically, paperless meetings and conferences have been organized; instead of reading performance reports, meetings focus on discussing solutions to overcome difficulties and replicating effective models.

With the motto "do it right, do it accurately, do it thoroughly," the team of officials and civil servants has proactively shortened the time for processing documents to better serve the people. Twice a month, the Standing Committee of the Party Committee holds meetings with the branch secretaries, heads of people's committees, and heads of the Fatherland Front committees in each neighborhood to promptly address difficulties at the grassroots level. The work of receiving citizens and resolving complaints and denunciations is given attention. In 2025, the ward organized 108 citizen reception sessions; received 39 letters and resolved over 82% of them.

Nguyen Trong Nhan, Secretary of the Party Committee of Truong Long Hoa Ward, added that in the period 2026-2031, the ward will continue to promote administrative reform, digital transformation, improve the quality of the staff, streamline the apparatus, and enhance the quality of service to the people, contributing to building Truong Long Hoa Ward into an increasingly comprehensively developed area.

Speaking at the conference summarizing the overall organizational model of the political system and the two-tiered local government model, Vice Chairman of the Provincial People's Committee Nguyen Quynh Thien acknowledged and highly appreciated the efforts and determination of the Party Committee, government, Fatherland Front, political and social organizations, all cadres, Party members, and people in the ward.

Comrade Nguyen Quynh Thien stated that this is only the first step. The workload ahead is still immense, and the demands are increasingly high. All cadres, Party members, civil servants, and public employees of the ward need to continue to promote the spirit of unity, high responsibility, proactiveness, creativity, and the courage to think, act, and take responsibility for the common good; determined to build an effective and efficient government apparatus that serves the people even better. He expressed confidence that, with the determination of the entire political system and the consensus of the people, Truong Long Hoa ward will continue to develop rapidly and sustainably, becoming one of the exemplary localities in the province in implementing the two-tiered local government model.
