Continuously testing the entire route, but people in Ho Chi Minh City are still waiting, not knowing when they will be able to ride the metro.
Many items awaiting fire safety acceptance
Regarding the detailed progress of the project, the representative of the Urban Railway Management Board (MAUR) said that yesterday (March 14), the investor and the SCC Joint Venture Contractor signed an agreement to hand over the Operation Center (OCC) building of metro line No. 1 (Ben Thanh - Suoi Tien). The OCC building has an area of nearly 3000m2 , located in the Long Binh Depot area, Thu Duc City, and was built to manage passenger transport services for metro line No. 1.
Following the Operation Center building, MAUR will coordinate with the project contractors to conduct inspection and acceptance, receive partial handover, and continue to inspect, accept and receive handover of technical buildings in the depot area such as: main workshop, infrastructure workshop... in April.
Metro Line 1 will not be commercially operational in July.
Next, in May, the inspection and handover of the underground stations of the City Theater and Ba Son will be carried out; the inspection and acceptance of the elevated stations along the route will be carried out in June. It is expected that the elevated stations will be completed and handed over in July. However, before the acceptance and handover, these items will have to be inspected for fire prevention and fighting by the Fire Prevention and Fighting and Rescue Department of the Ministry of Public Security .
In parallel with the process of handing over each part of the project to meet the above operating schedule, MAUR is currently actively coordinating with management agencies and specialized agencies to conduct inspections and acceptance of fire prevention and environmental protection. At the same time, conduct file assessments and develop scenarios to assess system safety when conducting safe train operation tests in normal situations and hypothetical situations with incidents such as fire, explosion, and power outage at locations in underground tunnels as well as at stations or elevated sections.
The signing of the agreement to hand over the OCC building is to prepare for the operation and exploitation of metro line 1 in 2024.
Test results are also waiting for the "nod" from the consultant.
According to the investor, the testing of the systems and the belt running on the entire route are being carried out continuously day and night, along with the training of personnel to serve the operation. The testing and safety assessment of the system will be carried out by an independent consulting unit (BVT Consulting Joint Venture of France) according to strict European and Japanese standards and regulations of the Vietnam Railway Law. Therefore, the final operation will also depend on the safety assessment results of the hypothetical scenarios.
In addition, currently, the operation, dispatching and maintenance personnel have completed basic and advanced theoretical training, simulation training in Japan as well as Vietnam, and are preparing for practical training on trains. However, the practical training on the use of the project's equipment is highly dependent on the implementation progress of the general consultant NJPT and the contractor Hitachi.
Currently, the consultant and contractor have not yet agreed on the method of handing over the equipment and trains used for training, leading to delays in this work. MAUR has been continuously meeting with the parties to come up with solutions for the early handover of some trains of the project for training, expected to start in April. Accordingly, the training work can be completed by the end of June. After the training is completed, the trial operation (Trial Run) is the step of testing the entire line carried out by the personnel of HURC1 Company. This is also the final testing step carried out simultaneously with the process of assessing and granting system safety certification by the Railway Department; acceptance by the State Inspection Council on construction acceptance work.
"These works are scheduled to start in early July and last for about 2 months. However, this progress still depends on the consensus on understanding and solutions in using equipment and trains between the general consultant NJPT - contractor Hitachi and the final system safety assessment results of the independent consultant" - MAUR leader pointed out.
After many years of waiting, after much excitement, Ho Chi Minh City residents once again had their time to experience the urban railway delayed when metro line 1 postponed its commercial operation right before G-hour.
