For green and sustainable development

In the context of international economic integration and the complexities of climate change, economic development coupled with environmental protection has become an inevitable trend. Recognizing this importance, Tay Ninh province places special emphasis on improving its Provincial Green Index (PGI), viewing it as a crucial measure reflecting the local efforts in building a green and sustainable economy.

The province is calling on the community to work together to improve and enhance the provincial Green Index.

Avoid attracting massive investments.

The pressures from socio-economic development in Tay Ninh province are increasing the strain on the environment, causing water and air pollution, increased solid waste, and negative impacts on public health. Water pollution and solid waste management pose numerous challenges for the locality.

Furthermore, groundwater and soil resources are also under considerable pressure. In addition, climate change and increasingly complex natural disasters are causing numerous negative consequences for the environment.

In its economic development, Tay Ninh does not attract investment indiscriminately, prioritizing investors who use green, clean, environmentally friendly technologies with minimal impact to ensure rapid and sustainable development.

The province has directed relevant units to strengthen coordination and improve state management in environmental protection, minimizing pollution and its impact on the environment.

According to Mr. Duong Van Nam, representative of the Thuan Dao Industrial Park Management Board (Ben Luc commune), when put into operation, the unit always strictly complies with the legal regulations on the environment, prioritizing the acceptance of secondary units with green, clean, and advanced technologies.

In addition, Thuan Dao Industrial Park regularly disseminates regulations to secondary businesses so they can understand and proactively build a green environment and actively transform to meet development requirements.

Similarly, Le Anh Hong, representative of Anh Hong Industrial Park (Duc Lap commune), shared: Regarding green development, PGI (Provincial Competitiveness Index) is always a priority for businesses, and they cooperate in implementing it through specific activities: prioritizing attracting units with environmentally friendly technologies, building wastewater treatment systems that meet standards, and strengthening the role of businesses in community-oriented green development.

Throughout its development, Anh Hong Industrial Park has proactively coordinated with local authorities in implementation and aimed for the sustainable development of the province.

According to the Deputy Director of the Department of Agriculture and Environment, Nguyen Tan Thuan, based on the results achieved in previous years, the Provincial People's Committee has issued many plans to implement tasks and solutions to improve and enhance the PGI (Provincial Competitiveness Index). Departments, sectors, and localities are implementing comprehensive solutions to improve the component indicators of the PGI through promoting awareness campaigns to improve community understanding of environmental protection and response to the negative impacts of climate change, while also applying scientific and technological advancements to enhance the effectiveness of environmental management; strengthening the fight against environmental crimes, promptly detecting and handling violations of environmental protection regulations, aiming for green growth and sustainable development.

The province has received attention and support from international organizations and foreign partners investing in the development of technical infrastructure for the implementation of environmental protection tasks. As a result, its PGI ranking in 2024 rose to 6th place in the national PGI ranking, an increase of 6 places compared to 2023 and 22 places compared to 2022.

Mr. Nguyen Tan Thuan stated: In recent times, all levels of government, sectors, people, and businesses in the province have recognized the significance and importance of applying modern solutions and technologies to treat industrial solid waste and wastewater in production and business activities, thereby limiting emissions into the environment. However, some limitations remain: three industrial clusters have commenced operations but have not yet completed their centralized wastewater treatment systems.

Attracting investors to build solid waste treatment plants in the province is still slow, and the province has not yet ensured the ability to self-treat generated solid waste, still relying on Ho Chi Minh City for processing.

No specific roadmap and guidelines have been issued for businesses engaged in production, trade, and services that pose a risk of environmental pollution to apply the best existing techniques to at least one activity or production stage earlier than the prescribed schedule in order to receive incentives and support as stipulated;…

To contribute to the implementation of solutions to improve and enhance the PGI, aiming for green, harmonious, and sustainable development, the Ministry of Agriculture and Environment proposes several key solutions.

The province continues to promote and raise awareness about green growth and development, aiming to minimize greenhouse gas emissions to achieve a net-zero emission target by 2050. The locality is thoroughly addressing pollution hotspots and improving environmental quality; accelerating the completion of the centralized wastewater treatment system for three industrial clusters; encouraging existing businesses to adopt modern technologies to reduce emissions; and restricting investment projects in industries with a high risk of environmental pollution, prioritizing those with low emissions and environmentally friendly practices.

In addition, the province focuses on the management and treatment of solid household waste and urban wastewater; strengthening the capacity for collecting and treating solid household waste generated in the province, contributing to environmental protection. It also investigates and surveys the current state of production technologies, and develops a suitable roadmap for converting or replacing outdated technologies that emit large amounts of greenhouse gases with environmentally friendly technologies.
