Over the past 65 years of construction and development, under the direct leadership of the Supreme People's Procuracy, the Provincial Party Committee, the supervision of the People's Council, in coordination with the People's Committee, the Fatherland Front, all levels and sectors, and the support of the people in the province; overcoming many difficulties and challenges, in any circumstances, generations of Thanh Hoa procuracy officials always uphold the spirit of responsibility, strive, and are absolutely loyal to the cause of the Party and the People; resolutely and persistently protect the socialist legal system, effectively serving the requirements of revolutionary tasks in each period.
From 1960 to 1975, the Thanh Hoa procuracy had only 16 comrades working at the provincial People's Procuracy, 1 to 3 comrades working at the district-level People's Procuracy, focusing on building and perfecting the organizational apparatus, while promoting the work of procuracy associated with serving local political tasks, contributing to ensuring political security, social order, protecting production, consolidating the solid rear, contributing to effectively supporting the southern battlefield.
From 1976 to 1986, after the South was completely liberated, the country was unified, the whole country moved towards socialism, crimes and law violations occurred in many areas, so during this period, the prosecution work of the Thanh Hoa Procuracy was increasingly improved, contributing positively to the fight against crime and maintaining order and discipline.
The period from 1987 to 2001, which was the period of transition from a centrally planned economy to a socialist-oriented market economy, had many impacts on social life, violations in key economic areas such as land, banking, import and export... arose. Thanh Hoa's procuracy had many innovations, closely following political tasks, focusing on improving the quality of law enforcement work, promptly detecting violations to issue many recommendations and protests requesting handling, remedying, and preventing violations, thereby recovering many lost and misappropriated state assets, contributing to strengthening economic management and social management according to the law.
The period from 2002 to 2010 marked a major change in functions and tasks. The People's Procuracy did not carry out the work of supervising compliance with the law in the administrative, economic and social fields (general supervision), focusing on the function of exercising the right to prosecute and supervising judicial activities. The People's Procuracy at two levels of Thanh Hoa province has implemented many innovative measures in the work of exercising the right to prosecute and supervising judicial activities, thereby affirming the role of the People's Procuracy in the fight against crime and law violations, preventing wrongful convictions and letting criminals escape.
In the period from 2011 to 2015, implementing the policy of the People's Procuracy sector "Innovation, quality, discipline, and orientation towards the grassroots", the People's Procuracy at two levels of Thanh Hoa province promptly and synchronously deployed many breakthrough solutions and created positive changes in all aspects of work, focusing on continuing to improve the quality of the practice of the right to prosecute and supervise judicial activities, promptly detecting violations in investigation, trial, and execution activities to issue recommendations and protests requesting handling and overcoming violations, ensuring the rule of law in judicial activities.
From 2016 to present, the People's Procuracy at two levels of Thanh Hoa province has achieved many outstanding achievements. Closely following the functions and tasks of the sector and the requirements of local political tasks, focusing on improving the overall quality of all stages of the prosecution work, especially strengthening the responsibility of prosecution in investigation activities, linking prosecution with investigation activities, meeting the 4S requirements of "earlier, closer, deeper, sharper", thereby all detected crimes are handled promptly, strictly, in accordance with the law, not allowing injustice or letting criminals escape. In particular, in recent years, the Thanh Hoa Procuracy has demonstrated its courage and high political determination in the fight against corruption and economic crimes and recovering lost and misappropriated assets in cases; has proactively coordinated closely with the prosecution agencies to speed up the investigation, prosecution, and timely and strict trial of many major corruption and economic cases that the public is interested in, with the spirit of "no forbidden zones, no exceptions, no matter who the person is", which has received high consensus and support from the Party Committee, the government, and the people.
Typically, the case of "Violating regulations on management and use of State assets causing loss and waste" (the Hac Thanh Tower case) has 11 defendants, including former Provincial Party Secretaries, Provincial People's Committee Chairmen and leaders of the Department of Finance; the case of "Abusing position and power while performing official duties" occurred at the Branch of the Land Registration Office of Sam Son City (old) with 42 defendants; the case of "Lack of responsibility causing serious consequences" occurred at the People's Committee of Quang Xuong District (old) with 11 defendants...
Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient", resolutions and conclusions of the Politburo, the Secretariat, the 13th Party Central Executive Committee and the direction of the Standing Committee of the Party Committee, the Chief Justice of the Supreme People's Procuracy, the Thanh Hoa Provincial People's Procuracy has organized to disseminate, deploy and reorganize 26 district-level People's Procuracies into 13 regional People's Procuracies and 11 professional departments to ensure high consensus throughout the sector, streamlined, effective, efficient, smooth operations, without interruption, without missing or overlooking work.
With the above achievements, after 65 years of construction and development, Thanh Hoa Provincial People's Procuracy has been awarded many emulation titles and noble prizes. Notably, from 2010 to present, Thanh Hoa Procuracy has always excellently fulfilled its tasks, and was awarded the Flag of Leading the Emulation Movement by the Supreme People's Procuracy, in which in 2013 and from 2016 to 2020, continuously from 2022 to 2024, it was awarded the Emulation Flag of the Government. In 2011, the President awarded the Second Class Labor Medal; in 2016, the President awarded the First Class Labor Medal; in 2023, the Party Committee of Thanh Hoa Provincial People's Procuracy was awarded a Certificate of Merit by the Prime Minister in the emulation movement "Studying and following the ideology, morality and lifestyle of Ho Chi Minh". At the 65th Anniversary of the People's Procuracy's Traditional Day, receiving the title of Labor Hero and the 7th Patriotic Emulation Congress of the People's Procuracy organized by the Supreme People's Procuracy in Hanoi on July 21, 2025, the Thanh Hoa Provincial People's Procuracy was honored as a typical advanced collective in the period of 2020-2025, being commended and honored.

In addition, the Thanh Hoa Procuracy has also built, fostered and replicated many outstanding advanced models. From 2010 to present, 14 collectives and 18 individuals have been honored to receive the Labor Medal of various ranks from the President; 3 individuals were awarded the title of National Emulation Fighter, 14 collectives and 19 individuals were awarded Certificates of Merit from the Prime Minister; 124 individuals were awarded the title of Emulation Fighter of the Procuracy; 2 individuals were recognized as exemplary prosecutors at the 2nd Conference to honor exemplary prosecutors of the Procuracy held in January 2013; 7 exemplary advanced individuals of the Procuracy in the period 2020-2025. Many collectives and individuals have been commended by the Chief Justice of the Supreme People's Procuracy, the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee, and the Chief Justice of the Provincial People's Procuracy for their outstanding achievements in performing their duties.
Happy, proud and respectful of the results achieved, of the worthy contributions of the Thanh Hoa Procuracy to the overall achievements of the whole industry and the province. In the coming time, together with the whole country, we will enter a new era - an era of prosperous and powerful development, with many new tasks, new requirements with greater and heavier responsibilities, but very glorious. With the motto "Solidarity, responsibility - discipline, integrity - courage, efficiency", clearly defining the viewpoint "Prosecution work is essentially political work", the entire Thanh Hoa Procuracy has been promoting the spirit of initiative, creativity, strong and comprehensive innovation to continue to create substantial changes, well implement the work of practicing the right to prosecute and supervise judicial activities with the spirit of 4S "earlier, closer, deeper, sharper". Promote the application of information technology and digital transformation in solving work, thereby creating breakthroughs in law enforcement, ensuring that the law is implemented fairly, strictly, promptly, effectively and efficiently. Continue to persistently and resolutely fight against economic crimes, corruption, drug crimes, counterfeit goods production and trading, usury, property extortion, criminal gangs operating in the style of "mafia"... ensuring the supremacy of the Constitution and the law, becoming the standard of conduct for all subjects in society, thereby promoting socio-economic development, science, technology, innovation, digital transformation... in the spirit of Resolution No. 66-NQ/TW dated April 30, 2025 and Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo.
