On March 28, 2025, Mr. Le Quang Huy, Chairman of the National Assembly's Committee on Science, Technology and Environment, along with a delegation from the Ministry of Science and Technology (MST), led by Deputy Minister Bui Hoang Phuong, held a working meeting with the Ministry of Science, Research and Innovation of the Czech Republic. This discussion took place within the framework of the official visit of the Vietnamese National Assembly's Committee on Science, Technology and Environment to the Czech Republic, aiming to promote cooperation between the two countries in the fields of science, technology, and innovation.

Scientific research and innovation collaboration

Both Vietnam and the Czech Republic deeply recognize that science, technology, and innovation play a crucial role in economic and social development and enhancing national competitiveness. The meeting not only addressed cooperation policies in research but also emphasized the role of innovation in creating economic value, achieving sustainable growth, and solving global challenges such as climate change, energy security, and high-tech development.

Deputy Minister Bui Hoang Phuong expressed particular interest in learning about and studying the policies and mechanisms for developing scientific research and innovation in the Czech Republic, with a focus on applying research results to practical production and business. The Deputy Minister emphasized that technology transfer and commercialization are crucial factors in increasing added value and promoting sustainable economic development.

The Deputy Minister also affirmed the importance of international cooperation programs, especially as Vietnam is actively implementing its national digital transformation strategy. Vietnam is focusing on developing foundational technologies such as artificial intelligence (AI), blockchain, and biotechnology; close cooperation with experienced countries like the Czech Republic will help promote the effective and sustainable application and development of these technologies.

Regarding the draft amendments to the Law on Research and Innovation and the evaluation criteria from 2017, Deputy Minister Bui Hoang Phuong requested the Czech Republic to share its experience to help Vietnam develop appropriate and highly applicable policies.

During the meeting, the Czech Ministry of Science, Research and Innovation stated that it is currently implementing a robust innovation research mechanism, with a particular focus on connecting research institutions and businesses. The Ministry is responsible for allocating resources to research and development programs and is striving to improve the legal framework to promote technology transfer from research institutes and universities to businesses.

The ministry also focuses on creating a favorable environment for building links between industry and research institutions, especially in areas with strong growth potential such as biotechnology, renewable energy, and information technology.

The Czech Republic has implemented policies to invest in applied research, including interdisciplinary research programs aimed at strengthening cooperation between universities, research institutes, and businesses, and optimizing the application of research results to practice.

A noteworthy point is that the Czech Republic has shared its research evaluation mechanism, implemented since 2017, with two main criteria: the level of practical application and the number of research papers published in reputable scientific journals. This mechanism helps ensure that research results are applied in practice, creating economic and social value. The evaluation results are compiled from three main sources: research institutes, funding agencies, and the Ministry of Science, Research and Innovation. This mechanism not only helps identify potential research projects but also promotes transparency and efficiency in the allocation of resources for research and development.

Potential areas of cooperation between Vietnam and the Czech Republic

During the meeting, the Czech Republic presented several prominent cooperation programs implemented by the Czech Ministry of Industry and Trade, focusing on advanced technologies such as AI, semiconductors, and quantum computing. In particular, biotechnology has long been a priority for the Czech Republic and is currently one of the key areas in the national research and innovation strategy.

The Vietnamese side also shared specific aspirations for learning from the Czech Republic's experience, particularly in establishing policy mechanisms to encourage business participation in research, creating open research platforms, and promoting technology transfer.

Later that same day, the delegation from the Ministry of Science and Technology, led by Deputy Minister Bui Hoang Phuong, held a working meeting with the House of Representatives of the Czech Republic.
