At the Forum, Mr. Truong Gia Binh, Chairman of FPT Corporation, shared that not long ago, he and the General Director of Japan's leading transportation corporation came to meet Prime Minister Pham Minh Chinh. Why did they want to meet the Prime Minister of Vietnam? Because Japan does not have enough long-distance drivers in Japan and around the world. They are looking for young Vietnamese people with health and youth to do this job. Prime Minister Pham Minh Chinh also asked them to invest in transportation for the electronics industry, a very developed industry in Vietnam today.

His second story is that last week, two leading Japanese financial and industrial groups, Sumitomo Corporation and SBI Holdings, decided to cooperate with FPT to build an artificial intelligence factory with NVIDIA in Japan to provide the most modern computers for artificial intelligence transformation in Japan.
From the two stories above, he proposed: "We have seen that there is close cooperation between Vietnam and Japan. What needs to be supplemented is the talented, young and ambitious human resources of Vietnam. FPT has 4,500 employees in Japan in 17 offices from Sapporo to Yakushima. However, the group does not want to cooperate only in the nature of business to business, FPT really wants to do better; really wants an expanded inter-governmental cooperation framework and FPT respectfully proposes that the two Prime Ministers support this important cooperation program."

T&T Group Deputy General Director Nguyen Thi Thanh Binh said that T&T Group is currently implementing many typical green energy projects with Japanese partners. Specifically, regarding offshore wind power, T&T and Marubeni Group (Japan) are cooperating to research and develop offshore wind power projects with a scale of 1,000-3,000 MW in the Gulf of Tonkin with the goal of being approved to invest about 1,000 MW by 2030, from 3,000-4,000 MW in the 2031-2035 period.
Regarding biomass power, T&T Group and Japanese partners including Erex and Sumitomo Forestry are proposing to invest in about 10 biomass power plant projects (total capacity of nearly 900 MW) in localities with abundant agricultural and forestry by-products, of which the first biomass power project that T&T is implementing in An Giang is expected to apply for support from the JCM mechanism. T&T Group and Erex and Sumitomo Forestry are also studying and proposing to convert coal-fired thermal power plants to co-firing biomass to gradually reduce carbon emissions.

In addition, T&T Group is also cooperating with a number of Japanese partners to implement the Direct Power Purchase Agreement (DPPA) of Sojitz, Itochu, and Marubeni. The above cooperation between T&T Group and Japanese enterprises demonstrates a strong commitment to promoting green growth, energy transition in Vietnam, and strengthening the Vietnam-Japan economic relationship. It can be seen that the potential for Vietnam-Japan energy cooperation is huge. Vietnam has abundant demand and resources to develop renewable energy, while Japan has advantages in technology and investment capital. This complementarity, along with strong support from the two governments, creates favorable conditions for both sides to promote many large-scale clean energy projects in the coming time, making an important contribution to the green growth and sustainable development goals of both countries.

For their part, representatives of several Japanese corporations highly appreciated Vietnam's efforts to improve the investment and business environment; thanked the Government, ministries, sectors and localities for their support in investment and business activities; committed to expanding long-term investment and business in Vietnam, focusing on strategic industrial sectors, green transformation, high technology, healthcare, infrastructure development, etc.

At the Forum, Japanese Prime Minister Ishiba Shigeru expressed his pleasure at attending this important event; at the same time, he stated that Vietnam is currently an attractive investment destination with great potential, young and abundant human resources. He expressed his impression of visiting Thang Long Industrial Park (Hanoi), feeling the diligence of Japanese enterprises operating here; Japan and Vietnam are closely linked and cooperating in the supply chain; at the same time, he stated that the instability of the current world situation is also an opportunity for the two countries to strengthen their close ties, develop high-tech industry, and increase resilience to external shocks. Japan will join hands with Vietnam to develop high-tech industry and train human resources. The Japanese Prime Minister welcomed Vietnam's focus on reform, promoting the industrialization and modernization process.

Prime Minister Ishiba Shigeru said that the two Prime Ministers of Japan and Vietnam agreed to upgrade bilateral economic relations within the framework of the Comprehensive Strategic Partnership; said that Japan will open a semiconductor engineering training program at the Vietnam-Japan University; accept 250 PhDs in the semiconductor human resource training strategy; in the coming time, Japan will help Vietnam in the field of carbon emission reduction; produce polycrystalline silicon for semiconductor production. Energy projects are being actively implemented by the two countries. Vietnam is one of the partners of the Asian Zero Net Emission Community (AZEC) and will lead the Asian energy transition. The Japanese Prime Minister believes that the potential for cooperation between the two countries is unlimited; Japan wishes to promote stronger cooperation with Vietnam, including public-private partnership, bringing lasting benefits to Vietnam. The Japanese and Vietnamese governments will continue to accompany this process.

Speaking at the forum, Prime Minister Pham Minh Chinh welcomed and thanked Japanese Prime Minister Ishiba Shigeru for attending the Forum; affirming that this is an important event, a vivid demonstration of the Comprehensive Strategic Partnership between Vietnam and Japan entering a new stage of development with strategic trust, long-term vision and new cooperation motivations. This is also a space connecting national vision and business action, between strategic orientation and practical solutions. Prime Minister Pham Minh Chinh sincerely thanked the Japanese Prime Minister for his profound sentiments and speeches, demonstrating his strong commitment to strengthening the friendship and substantive cooperation between the two countries.

The Prime Minister welcomed the sincere and substantive sharing of Japanese and Vietnamese enterprises within the framework of the Forum; clearly demonstrating the desire for cooperation, creation and sustainable development between Vietnam and Japan. Regarding the relationship between the two countries, the Prime Minister stated that after more than 50 years of nurturing and building, with the joint efforts of both sides, the Vietnam-Japan relationship is developing strongly and substantially, becoming a model of a particularly good relationship with high political trust, increasingly similar interests, increasingly comprehensive areas of cooperation, and increasingly deep strategic trust. In particular, economic-trade-investment cooperation continues to play a pivotal role and is a bright spot in the relationship between the two countries: Japan is currently Vietnam's leading economic partner, the largest ODA provider and labor partner, the third largest investor, and the fourth largest trade and tourism partner of Vietnam.
As of March 2025, Japan currently has more than 5,500 valid projects in Vietnam with a total capital of nearly 78.6 billion USD, mainly focusing on manufacturing, processing, energy and high-tech industries. In the first quarter of 2025, investment capital from Japan increased by over 20%, a positive signal for a new phase of cooperation. On behalf of the Vietnamese Government, the Prime Minister highly appreciated and sincerely thanked Japanese enterprises for their practical and effective contributions to Vietnam's development and the friendly relations between the two countries.
In the context of the world facing many challenges as today, areas such as semiconductor industry, high technology, innovation, clean energy and green economy are the key to rapid and sustainable development. Vietnam identifies people as the center, science, technology and innovation as the driving force, international cooperation as a breakthrough. Accordingly, Vietnam commits to developing an innovation ecosystem, perfecting institutions, developing infrastructure, improving the quality of human resources, and strongly improving the business investment environment - towards a green, inclusive and sustainable economy.
Vietnam focuses on drastically and synchronously implementing many groups of solutions to improve the investment and business environment with the spirit of "3 smarts": "open institutions; transparent infrastructure; smart governance". At the same time, the policy is to create institutional breakthroughs with the spirit of "going early, being ahead, paving the way for development"; focusing on completing transparent infrastructure with the system of roads, high-speed railways, airports, international seaports; innovating smart governance thinking in the direction of "both strict management, creating development and maximizing resource mobilization".
The Prime Minister emphasized that entering the second year of the Vietnam-Japan Comprehensive Strategic Partnership, our two countries need to further promote cooperation in all areas, especially promoting the pioneering role of high technology, innovation, digital transformation, green transformation and the semiconductor industry. Accordingly, the Prime Minister proposed that the Japanese Government continue to accompany and increase support for Vietnam through ODA cooperation programs, especially in key areas such as strategic industry, high technology, digital transformation, green transformation and innovation.
Further promote cooperation and support for Vietnam in the fields of technology transfer, green finance, human resource training, semiconductor industry, artificial intelligence, international financial center, green transformation. In particular, the Prime Minister proposed that Japan continue to support the National Innovation Center (NIC) to promote its role as the core of Vietnam's innovation ecosystem. Encourage and facilitate Japanese enterprises to expand investment in Vietnam in the above-mentioned strategic areas, contributing to improving national competitiveness and deeply integrating into the global value chain.
The Prime Minister asked Japanese enterprises to continue to trust, stick together, cooperate closely, expand investment in Vietnam, and make more practical contributions to the prosperous development of the two countries; contributing to bringing a prosperous and happy life to the people. Pay attention to and promote the rapid implementation of key cooperation projects, especially in the fields of strategic infrastructure, key industries, and high technology. Support and create conditions for Vietnamese enterprises to participate more deeply and substantially in global supply chains.
The Prime Minister affirmed that the Vietnamese Government is committed to “3 guarantees” and “3 together” with the Japanese business community and investors. Accordingly, the “3 guarantees” include: Ensuring that the foreign-invested economic sector is an important part of the Vietnamese economy; Ensuring the legitimate and legal rights and interests of investors; Ensuring political stability, social order and safety; institutions, mechanisms and policies to attract investment. “3 together” include: Listening and understanding between businesses, the State and the people; Sharing visions and actions to cooperate and support each other for rapid and sustainable development; Working together, winning together, enjoying together, developing together; sharing joy, happiness and pride.
In the new development stage, the Prime Minister hopes and believes that, with the high political determination of the leaders of the two countries, with the companionship of businesses and international organizations in the spirit of "sincerity, affection, trust, mutual benefit", the two countries will together realize strategic orientations on the development of high-tech industries, green transformation and semiconductors, opening a new brilliant chapter in the Vietnam - Japan cooperation relationship, contributing to rapid and sustainable development in the region and the world.
