Announcing the results of the joint Cabinet meeting between the two Governments, the two Prime Ministers announced that Vietnam and Thailand have upgraded their bilateral relations to a Comprehensive Strategic Partnership.

In front of the press and the high-ranking delegations of the two countries, Prime Minister Pham Minh Chinh once again happily welcomed the Prime Minister of the Kingdom of Thailand Paetongtarn Shinawatra, along with the high-ranking delegation of the Royal Thai Government on their first official visit to Vietnam and the 4th Joint Cabinet Meeting between the two Governments; informed that the two Prime Ministers had successfully chaired the 4th Joint Cabinet Meeting between the two Governments and together agreed on many important strategic orientations, in which the two sides officially upgraded their relationship from Strategic Partnership to “Comprehensive Strategic Partnership”.
The Prime Minister said that Thailand was one of the first countries in ASEAN to establish diplomatic relations with Vietnam after Vietnam's reunification; the only country in which Vietnam established a joint Cabinet meeting mechanism, proposed by Thai Prime Minister Thaksin Shinawatra in 2004; the first country in ASEAN to establish a strategic partnership with Vietnam in 2013, under Thai Prime Minister Yingluck Shinawatra; and now the two countries have upgraded their relationship to a comprehensive strategic partnership.
According to the Prime Minister, the two countries' upgrading of relations to a Comprehensive Strategic Partnership will create a peaceful and stable environment for security and defense in the ASEAN region, the continent and the world in general; contribute to the rapid and sustainable socio-economic development of Vietnam and Thailand; and bring happiness and prosperity to the people of the two countries.
The two sides agreed to urgently develop an Action Program to implement the Vietnam - Thailand Comprehensive Strategic Partnership for the 2025-2030 period based on three key pillars, which are three launching pads to take the Vietnam - Thailand cooperation ship out to sea.
Within the first pillar - Partnership for Sustainable Peace, the two sides agreed to further deepen political, defense and security cooperation to maintain a peaceful, secure and stable environment in the two countries and in the region. Accordingly, the two sides will increase high-level contacts, first of all arranging for the visit to Vietnam by the King and Queen of Thailand and the visit to Thailand by General Secretary To Lam at an appropriate time.
At the same time, the two sides will strengthen cooperation mechanisms between the two countries, especially the joint Cabinet meeting mechanism and the Joint Committee on Vietnam-Thailand bilateral cooperation; in particular, they will organize annual meetings between the two Prime Ministers both within the bilateral and multilateral frameworks, and study upgrading the mechanisms of the Defense Policy Dialogue and the High-level Dialogue on Crime Prevention and Control and Security Issues to the Ministerial level.
The two sides agreed to promote and expand cooperation in the fields of maritime security and safety, defense industry, logistics, military medicine, search and rescue, border management, and exchanges between military branches and services; committed to strengthening cooperation in preventing and combating transnational crimes, especially drug trafficking, human trafficking and cybercrime; and reaffirmed the commitment not to allow any individual or organization to use the territory of one country to oppose the other.
The two sides agreed to strengthen coordination and exchange on regional and international issues of mutual concern, emphasizing the importance of maintaining ASEAN's solidarity, self-reliance, and unity in diversity, strongly promoting the Association's central role and maintaining peace, stability, security, safety and freedom of navigation in the East Sea on the basis of international law, especially the 1982 UNCLOS, and promoting the early adoption of an effective, substantive COC in accordance with international law.
The second pillar - Partnership for sustainable development, the two sides agreed to promote the connection of the two economies within the framework of the 3-connection strategy: connecting supply chains; connecting businesses and localities of the two countries; connecting sustainable growth strategies, green growth between the two countries.
On that basis, the two sides reached a high consensus on implementing 5 enhancements: Strengthening the facilitation of each other's import and export goods, striving to reach 25 billion USD in the coming time in a balanced and sustainable manner; Strengthening the creation of favorable conditions for enterprises of one country to access the market, expand investment in the other country, especially in potential areas such as clean energy, digital economy, green economy, innovation, high-tech agriculture.
In addition, the two sides will strengthen connectivity in transport and logistics infrastructure, especially the East-West economic corridor, to facilitate the movement of goods, services and people between the two countries and in the region; Strengthen cooperation in the application of science and technology, innovation and digital transformation, green transformation in various fields, towards a low-carbon economy and net zero emissions; Strengthen cooperation in labor, employment and social security, and promote the implementation of the agreement on recruiting Vietnamese workers to work in Thailand.
In the third key pillar - Partnership for a sustainable future, the two sides identified investment in the young generation, education, people-to-people exchange and culture as investment for a sustainable future of the two countries and two peoples.
In that spirit, the two sides agreed to further promote people-to-people exchanges, especially between the two countries' young generations; strengthen cooperation between training institutions, student exchanges, and scholarships; expand Vietnamese language centers in Thailand and Thai language centers in Vietnam; maximize the twinning framework between localities; encourage the opening of more direct flights between localities of the two countries; and promote the realization of the tourism connection initiative "06 countries - 01 destination".
The two sides pledged to create favorable conditions for citizens of one country to live, work and study in the other country, including the Vietnamese community living, studying and working in Thailand.
Prime Minister Pham Minh Chinh affirmed that with the upgrade to Comprehensive Strategic Partnership, the Vietnam - Thailand relationship has become a strong current in the great river of the region; believing that with the foundation of friendship, common vision and strategic trust, the Vietnam - Thailand relationship will continue to develop strongly, spreading positive values - not only for the people of the two countries but also for a peaceful, stable, cooperative and sustainably developed Southeast Asia.
Prime Minister of the Kingdom of Thailand Paetongtarn Shinawatra respectfully thanked Prime Minister Pham Minh Chinh and the Government of Vietnam for their warm and respectful welcome; expressed his honor to visit Vietnam for the first time and co-chair the joint Cabinet meeting between the two Governments.
Pleased that the two countries agreed to upgrade their relationship to a Comprehensive Strategic Partnership, demonstrating the importance that the two countries attach to each other, opening a new era in bilateral relations, especially in the context of the complicated and unpredictable developments in the world situation, the Thai Prime Minister said that the two Prime Ministers chaired a joint Cabinet meeting, discussed comprehensive cooperation and were very successful.
Agreeing with the contents that Prime Minister Pham Minh Chinh had informed, Prime Minister Paetongtarn Shinawatra said that the two sides agreed to increase high-level political visits and consultations. In the immediate future, Thailand will invite Prime Minister Pham Minh Chinh to attend the Mekong-Lancang Conference held in Thailand at the end of 2025 and activities to celebrate the 50th anniversary of Vietnam-Thailand relations in 2026.
The two sides agreed to strengthen security and defense cooperation, especially in preventing and combating drugs, online fraud and illegal fishing; share intelligence to prevent and combat transnational crimes; strengthen connectivity between the two economies to take advantage of each side's advantages and complement each other based on three pillars: supply chain, local economy, green economy, with the goal of soon bringing bilateral trade turnover to 25 billion USD.
According to the Thai Prime Minister, the two sides agreed to soon organize a meeting of the Vietnam-Thailand Joint Committee on Trade; create conditions for businesses of both sides to cooperate, invest and do business in each side; strongly promote transport connections between the two countries by air, road and sea, including opening a direct flight from Vietnam to Northeast Thailand; further promote tourism between the two countries, especially between Vietnam and Northeast Thailand, as well as the Singapore-Vietnam-Thailand sea tourism route.
The two sides agreed to promote cooperation in education and training, improve the quality of human resources, especially in the fields of STEM, AI, semiconductors, including replicating the cooperation model between Khon Kaen University and FPT University in training human resources in semiconductor technology. In particular, the two sides agreed to promote cooperation in the Mekong sub-region and ASEAN, and consolidate and promote ASEAN's central role in supporting peace in Myanmar...
