The thousands of years of history of the Vietnamese people have had many periods of extremely brilliant development, but perhaps never before has the country's style and position been affirmed as strongly as now. The renovation process over the past 40 years has achieved very great and historic achievements, clearly changing the face of the country, significantly improving the material and spiritual life of the people. Along with the victory of the renovation process, in recent years, we have integrated in breadth, depth and height with most countries around the world, and have become Comprehensive Strategic Partners with 8 leading countries in the world . Our country has never had the foundation, potential, position and international prestige as it does today.
Obviously, the past journey has been a very glorious one, we have made a step forward to reach the national level. Reality has further proven that the Renovation policy and the open-door policy of international integration are extremely correct, and need to be continued to be implemented better. Renovation and opening are two strategic tasks to achieve the common goal of national development; are two issues that have a close relationship and promote each other; are two factors that create motivation for the Vietnamese people to break out and rise up. Renovation is the process of removing and dismantling obstacles, reorganizing society, liberating all capacities, mobilizing and effectively using all potentials to create internal strength as well as internal openness. Open-door integration is the reaching out, absorbing and filtering the beauty and goodness of humanity to beautify ourselves, turning the impossible into possible, multiplying existing strengths, absorbing extremely rich new resources on the basis of "knowing others, knowing ourselves" better.
But the larger the scope of innovation and integration, the more difficult and complicated the problems we need to solve. Innovation is a highly self-conscious process, a constant creation; if there is a lack of self-consciousness or creativity, the whole process will stagnate, lose its novelty, become barren, old, and backward. Opening up and integration also require will and determination, because it is essentially a fierce competition, a process of mutual influence, mutual dependence, and mutual transformation. With an objective and scientific political perspective, recognizing the world and domestic context, our Party has pointed out that on the way forward, we will encounter many great difficulties and challenges, intertwined, with a comprehensive impact and complex developments that cannot be ignored. That is:
The problem of falling further behind economically. In the process of integration and competition with the world, we clearly see the fact that our country can still fall further behind economically compared to many countries in the region and the world. This is manifested in a number of points: 1) We enter the "race" with a low starting point, reflected in the weak infrastructure of the economy, low science and technology level and intellectual level, low social labor productivity, and low per capita income. 2) The time is somewhat behind many countries. We are pushing forward to a step of industrialization and modernization of the country while many countries have passed this stage. 3) The competitive environment for capital and technology for developing countries is very fierce and fierce. Every country wants to find every advantage to attract investment from developed countries, so they have to accept certain losses.
Negative impacts of the market mechanism. We advocate building a multi-sector economy operating under the market mechanism, with State management in a socialist orientation. The multi-sector economy and the market mechanism have the positive aspects of promoting and liberating all social production capacity, stimulating the production and circulation of goods, and improving techniques. However, the market mechanism is like an untamed horse, spontaneously leading to negative phenomena such as polarization between rich and poor, pragmatic lifestyle chasing money..., which can cause great disruption to the economy and society. Therefore, we must find every measure to both take advantage of and promote its positive aspects, and at the same time prevent and limit its negative aspects.
Corruption, negativity, waste and bureaucracy. These are very painful issues for society. Bureaucracy leads to officials and state agencies being distant from the people, not understanding the aspirations of the people, and therefore the relationship between the Party and the people, between the State and the people is easily affected. Corruption, negativity and waste erode both the material and spiritual strength of the nation, reducing the people's trust in the State and the Party. To effectively carry out national renewal, our Party and our people are determined to fight against corruption, negativity, waste and bureaucracy.
The “peaceful evolution” plot of hostile forces. We now have diplomatic relations with most countries in the world. While our friends near and far are very sympathetic and actively help Vietnam build the country, there are still forces that want to continue to sabotage our country. Our people are united with all classes of people in the world, but are also determined to fight against hostile actions that obstruct our path forward.

The above mentioned difficulties and challenges are indeed enormous. However, on the journey of national renewal, Vietnam is also facing new opportunities and fundamental advantages. These are:
A new space. The new space of the world is an open space rich in diversity and nuance. The fundamental contradictions of the world still exist and develop, with deeper aspects and more drastic forms of expression such as war and conflict, but the international community still has similarities. The closeness of interests between different parts of the world, combined with the awareness of the responsibility of the whole world in solving global problems, have become favorable and positive factors for the atmosphere of cooperation and dialogue.
New trends. Along with the trend of multipolarization of world order, the trend of regional integration, the trend of nations raising their awareness of independence, autonomy, self-reliance, fighting against foreign imposition and intervention, the trend of both cooperation and struggle in conditions of peaceful coexistence..., the world is increasingly going deeper into the process of globalization in many aspects of life, especially in the economic aspect. Never before has economic development in one part of the world had such a great and direct impact on other parts of the world. Cooperation and international division of labor have been and are the trend of the times. The level of cooperation, division of labor, and specialization is increasingly high. That situation creates great opportunities for countries to seek possibilities to participate in the process of international cooperation and division of labor.
New context of the region. The Asia-Pacific region, especially the East Asia-Pacific arc, is a dynamically developing region and will continue to develop at a high speed. The relations between Vietnam and all countries in and outside the region have new developments, which are very favorable conditions for the innovation process and development expectations of our country.
Along with the new opportunities and advantages brought about by the international situation, Vietnam has already had the basic capital to create a new situation, new strength and new acceleration. The new situation and new strength are the sum of the great and important achievements of the renovation process; the spectacular result of expansion and integration with the combined forces both inside and outside, creating momentum for the acceleration of national development. The new situation, new strength and new acceleration of Vietnam are further consolidated because the Communist Party of Vietnam is an intellectual party and is trusted by the whole nation, has the right direction, is united and unanimous; the Vietnamese people are industrious, intelligent, patriotic, have the mettle and strong revolutionary will, and believe in the leadership of the Party; potential and advantages in terms of geo-economic conditions, natural resources; especially the advantage of abundant labor resources, with relatively high cultural level. These are very basic factors that bring important resources to our country.
Grasping the above situation, our Party has determined the basic goals and tasks as follows: continuing to grasp the two strategic tasks of building socialism and defending the Fatherland, strengthening the building and rectification of the Party and the political system to be clean and strong in all aspects; promoting the strength of culture, people and the great national unity bloc combined with the strength of the times; promoting innovation, creativity, rapid and sustainable development of the country; striving to become a developing country with an upper middle income by 2030; and a developed country with a high income by 2045. These are solid premises for the country to enter a new era of development, a peaceful, independent, democratic, prosperous, happy Vietnam, steadily moving towards socialism.
Achieving that great goal and task is a new step forward on the path to socialism in our country. This is truly a strong and profound revolutionary step for the country to rise to the level of the world.
First, economic development accomplishes important goals.
The policy towards economic sectors of our Party and State aims to liberate production capacity, mobilize all internal and external resources to the maximum for industrialization, modernization, improve economic and social efficiency, and improve people's lives. Proactively innovate, develop and improve the efficiency of the state economy and cooperative economy, in which the state economy plays a leading role, and together with cooperative economy gradually becomes the foundation; establish, consolidate and enhance the mastery status of workers in social production, and increasingly achieve social justice; implement many forms of distribution, taking distribution based on labor results and economic efficiency as the main, while distributing based on the contribution of other resources to production and business results and distributing through social welfare; strengthen the effectiveness of the State's macro-management, fully exploit the positive role while overcoming, preventing and limiting the negative impacts of the market mechanism; maintain independence and sovereignty and protect national and ethnic interests in foreign economic relations.
Continue to innovate economic management mechanisms, synchronously build market mechanisms under State management in the direction of socialism.
Practice has increasingly demonstrated that commodity production is not a product of capitalism alone, not opposed to socialism, but a common development achievement of human civilization, objectively existing and necessary for the construction of a socialist-oriented market economy model. For our country's market economy, the market is both the basis and the object of planning. The plan is mainly directional; the market has a direct role in guiding economic units in choosing their fields of operation and business organization plans. Applying the market mechanism requires improving the State's management capacity, at the same time fully establishing the autonomy of economic units, in order to promote positive impacts while preventing and limiting the negative aspects of the market. The State manages the market by law, plans, policy mechanisms, economic leverage tools and by the material forces of the state economic sector. The State performs well the following functions: orienting development; directly invest in a number of areas to lead other economic sectors to develop together; establish a unified legal framework, with a suitable policy system to create a stable environment and development momentum, creating conditions for businesses to prosper; overcome and limit the negative aspects of the market mechanism; distribute and redistribute national income, manage public assets and inventory and control all socio-economic activities.
Second, take care of cultural and social issues.
Our Party identifies culture as the spiritual foundation of society, a driving force for socio-economic development, and at the same time the goal of socialism. The core task of culture is to contribute to building Vietnamese people who are comprehensively developed in terms of politics, ideology, morality, soul, emotions, lifestyle, with good personality and strong character. All activities in the cultural field aim to build and develop an advanced culture, imbued with national identity, while absorbing the quintessence of human culture. While opening up relations with the outside world, always implement the motto "integrate but do not dissolve" - open but do not lose yourself, resolutely fight against hybrid and toxic culture.
The social policy system that we are implementing and continuing to improve is based on the Party's major viewpoints; economic growth must be closely linked to social progress and equity in each step and throughout the development process. Social equity is reflected in both the rational distribution of means of production and the distribution of production results, as well as in job creation and conditions for capacity development of all members of the community; encouraging legal enrichment along with poverty reduction, remembering the source of water, and repaying gratitude. The important issue facing social work is fighting crime, corruption, smuggling, and pushing back social evils. Finding the right cause of each evil; synchronously implementing educational, economic, administrative and legal measures to effectively prevent and combat it.
Third, promote socialist democracy and build the Socialist Republic of Vietnam of the people, by the people, for the people.
Building socialist democracy is both the goal and the driving force for social development, demonstrating the close relationship between the Party, the State and the people. Building a democratic society in which cadres, party members and civil servants are truly servants of the people. All policies of the Party and laws of the State reflect the will and legitimate interests of the people, the nation and the people.
We advocate building a socialist rule-of-law state of the people, by the people, for the people, based on the alliance of the working class with the peasantry and the intellectual class, led by the Communist Party. The power of the State is unified, with the division and coordination among State agencies in the exercise of legislative, executive and judicial powers. Implement the principle of democratic centralism in the organization and operation of the State. Strengthen the socialist legal system, build a Vietnamese rule-of-law state that manages society by law, in accordance with the law, while attaching importance to education to improve socialist ethics. Strengthen the Party's leadership role over the State.
Fourth, building the Party to meet the requirements of the new era.
In our country, only the Communist Party of Vietnam - the Party founded and trained by President Ho Chi Minh, the experienced vanguard of the working class and also of the whole nation, the loyal representative of the interests of the working class, the working people and the whole nation, armed with Marxism-Leninism, Ho Chi Minh Thought and the fine traditions of the nation, gathering in its ranks millions of children of the nation, closely attached to the people - is the only force capable of leading the successful construction of socialism and firmly defending the Fatherland.
To undertake the great tasks in the new period, the Party must continue to innovate, self-rectify, further improve its leadership capacity and fighting strength, overcome shortcomings, negative manifestations and weaknesses; truly be the Party of wisdom, the Party of faith, the Party of civilized morality, worthy of the position and role assigned by the nation and country.
The special context of the world and the country has not only created promising new prospects for Vietnam's renovation, but also posed new, extremely great and heavy tasks. Advantages and difficulties, opportunities and risks are intertwined and affect the direction of the country's development. The issue is to proactively seize opportunities, actively participate in the process of cooperation and international division of labor, promote existing advantages and seek comparative advantages to rise up, develop quickly and firmly, take advantage of existing strengths and forces, create new strengths and forces; at the same time, always be alert, resolutely repel and overcome risks, including newly arising risks, ensuring stable and correct development.
Based on this situation, we can firmly believe that Vietnam has entered a new era of growth, firmly following the chosen path, has enough strength and intelligence to move forward with the world, move forward with the times, and definitely achieve the goal of peace, independence, democracy, prosperity, and steady progress towards socialism.
