From a mere voting event to a strategic analysis tool

Established in 2014, the Top 10 Vietnamese Digital Technology Enterprises Program carries out the mission of selecting - honoring - connecting excellent, reputable enterprises with leading technology capabilities.

Over 11 years of organization, the Top 10 outstanding digital technology enterprises have selected and honored nearly 800 enterprises; published and introduced more than 100,000 printed publications in 3 languages (Vietnamese, English, Japanese) to business organizations in 100 countries and economies around the world in VINASA's international cooperation network, helping to connect enterprises with potential customers and partners, opening up many international cooperation opportunities.

In 2025, the program underwent a comprehensive renovation, transforming from a simple voting event into a strategic assessment and analysis tool. The birth of the Vietnam Digital Technology Enterprise Map 2025 and the VINASA Tech Map assessment system is the clearest proof of this renovation.

VINASA Tech Map is built on international standard methodology, refined to suit the reality and development orientation of Vietnam. The assessment system focuses on 10 criteria divided into two axes: Vision and Execution Ability - basic for every business.

Based on this system, 81 outstanding enterprises were honored in more than 169 categories, clearly classified into 4 strategic groups: Leadership, Strength, Exploration, and Specialized Advantage.

Mr. Nguyen Van Khoa - Chairman of VINASA spoke at the event.

Speaking at the award ceremony, Mr. Nguyen Van Khoa, Chairman of VINASA, said that this transparency of capacity brings great value: Helping businesses accurately position themselves, thereby establishing technology and market priorities. Helping customers and investors look up, compare and choose technology partners accurately, minimizing risks. Helping state management agencies have a clear picture of supply and demand, as a basis for effective development policy planning.

This is the first time that the selection and honoring of outstanding businesses is closely linked with the construction of the Digital Technology Business Map.

Notably, only 81 businesses that have been directly evaluated and authenticated by the Expert Council have been honored in the Top 10 digital technology businesses.

With the above innovations, after 8 months of implementation, the Top 10 Digital Technology Enterprises 2025 Program has attracted 107 registered enterprises with 220 profiles. Through the evaluation process according to the method of building the Vietnam Tech Map, 169 nominations from 81 typical enterprises have been verified, recognized and honored.

From there, these businesses are positioned on the map with 23 specific fields in 5 major field groups, including: (1) Technology and platform development; (2) Organizational and business management solutions; (3) Solutions serving socio-economic specialties; (4) Digital services; and (5) Digital technology startups.

According to data, the 81 enterprises that were authenticated, evaluated and recognized in this first phase recorded a total revenue of more than 160,000 billion VND (about 6.5 billion USD) in 2024, accounting for over 40% of the revenue of the entire software and IT services industry in Vietnam, with a total workforce of more than 132,000 engineers.

After the announcement and honoring ceremony, VINASA will publish in-depth reports for each field and the Top 10 Vietnamese Digital Technology Enterprises 2025 publication in 3 languages: Vietnamese, English and Japanese, released on the website top10ict.com and VINASA's website at www.vinasa.org.vn; and at the same time introduced to more than 5,000 agencies, organizations, and application enterprises nationwide and potential domestic and foreign partners in 100 countries and economies around the world.

Deputy Minister of Science and Technology Bui Hoang Phuong spoke at the event.

Speaking at the ceremony, Deputy Minister of Science and Technology Bui Hoang Phuong said that VINASA's launch of the Vietnam Digital Technology Enterprise Map is a very meaningful activity; it helps Vietnamese digital technology enterprises clearly identify their position on the Vietnam map, providing a panoramic picture of the capacity of Vietnam's digital technology industry.

To evaluate and create this Map, the Organizing Committee uses the VINASA Techmap evaluation method, built based on Gartner's Magic Quadrant method. The evaluation and positioning of enterprises are based on two axes: vision and execution.

The vision axis has 5 criteria: innovation, market strategy, ecosystem, sustainability, compatibility. The execution axis has 5 criteria: product quality, customer service, development strategy, market share, finance.

The method of scoring and positioning businesses on the map is carried out in the following steps: Independent scoring experts; Standardizing scores to ensure that the scoring experts' scores are converted to the same reference frame; Building a decision matrix; Determining weights; Using TOPSIS to position businesses on the map based on correlation with the positive and negative optimal scores of each evaluation axis.

When displayed according to each Map, specific groups will be formed. Leading Group: Enterprises that lead the market, have both long-term vision and good execution ability. Strength Group: Enterprises with strong implementation capacity, focusing on practical efficiency. Specialized Advantage Group: Enterprises with strengths in specific fields, developing in a specialized direction. Exploration Group: Innovative enterprises, focusing on new technology but execution ability is still developing.

Mr. Nguyen Van Khoa, Chairman of VINASA, commented: "The map is of special importance in helping businesses position themselves in their field of operation, compare with other businesses in the same industry, plan strategies, plans and development directions; help partners choose suitable suppliers and investment businesses; and help management agencies plan strategies, build industry development programs, and develop businesses more effectively."

The organizers also added that in the coming period, the Map will be continuously updated on the online platform. Enterprises can send periodic assessment data; experts will evaluate and the system will update the position on the map quickly.

Through this, customers and businesses can monitor visually - vividly - promptly: filter by field, position group, criteria, view capacity profile, products, certificates; schedule connections. This will be the 'information infrastructure' for the Vietnamese technology market - open, transparent and measurable.
