Vinh Long accelerates efforts to promote science and technology, innovation, and digital transformation to achieve breakthrough growth.

On February 2nd, 2026, the Vinh Long Provincial Party Committee held a conference to summarize the activities of the Steering Committee for implementing Resolution No. 57-NQ/TW dated December 22nd, 2024 of the Politburo on breakthroughs in national science and technology development, innovation and digital transformation (S&T, innovation & digital transformation) in 2025 and to deploy directions and tasks for 2026.

Overview of the Conference.

In his directive speech at the conference, Vinh Long Provincial Party Secretary Tran Van Lau requested that the Provincial Steering Committee for the implementation of Resolution No. 57-NQ/TW, along with Party committees and authorities at all levels from the province to the grassroots, continue to promote the dissemination and understanding of the Resolution, creating a clear transformation in the interconnected and synchronized digital transformation of the entire political system and digital transformation in key sectors and fields of the economy. This is one of the key tasks to continue effectively implementing Resolution No. 57-NQ/TW in 2026. During the implementation process, all levels and sectors need to pay attention to factors that directly impact productivity, costs, time, service quality, and market expansion capacity.

The Steering Committee, along with Party committees and authorities at all levels, should focus on promoting research and advising on the improvement of mechanisms and policies for the development of science and technology, innovation, and digital transformation, closely linking research with application and the market; it is necessary to promote cooperation between the State, universities, and businesses, and to promote the commercialization of research results, the development of technology enterprises, innovative startups, smart cities, and innovation centers in a way that produces tangible products, is effective, and has the potential for scalability.

Secretary of the Vinh Long Provincial Party Committee Tran Van Lau emphasized that the Steering Committee and all levels of Party committees and authorities need to mobilize social resources; in which the State plays a facilitating role, perfecting institutions, removing barriers, and leading market development. Sectors and localities should proactively identify priority areas, focus on improving technological levels, and promote technology transfer, especially in manufacturing, processing, and production industries… thereby creating new growth drivers for the province based on science and technology, innovation, and digital transformation.

In addition, departments, agencies, and localities regularly update data, ensuring that the data is "accurate, complete, clean, and active," synchronized, and unified across shared systems; review the current state of infrastructure and equipment serving digital transformation at the commune level - where work is directly handled for citizens - as a basis for building a roadmap for investment in upgrading and improving the quality of online public services and digitizing records.

Departments, sectors, and localities should focus on building "digital transformation human resources" through training and development based on job positions and task requirements, promoting the role of community digital technology teams, and fostering the "Digital Literacy Movement" to enhance digital skills for people, especially in rural areas of the province.

In implementing Resolution No. 57, Vinh Long province has proactively disseminated, concretized, and synchronously organized the implementation of tasks as directed by the Central Government.

Initial results recorded in the Local Innovation Index (PII) for 2025 reached 38.93 points, ranking 17th out of 34 localities nationwide, and 3rd out of 6 provinces and cities in the Mekong Delta region.

Simultaneously, implementing the set of indicators for serving citizens and businesses according to Decision No. 766/QD-TTg, by December 17, 2025, the province improved to 92.16/100 points, ranking 14th out of 34 provinces and cities. In 2025, the entire province received 1,273 feedback and suggestions on administrative regulations, processed and publicly disclosed 1,219 cases; the Smart Vinh Long application recorded more than 460 on-site reports.

The province is also promoting the application of information technology and digital transformation in various fields, especially healthcare, education, commerce, and agriculture. By November 4, 2025, the entire province will have 1,173,463 cases of integrated electronic health records on VNeID, reaching 27.77% of the permanent population; more than 92,500 people will have received training through the "Digital Literacy Movement"; and 100% of OCOP products will be listed on e-commerce platforms…

By 2025, the province will implement and manage 160 science and technology projects, strengthening domestic and international cooperation to promote scientific research, innovation, and digital transformation, contributing to enhancing competitiveness and serving the sustainable socio-economic development of the locality.

From guiding principles to practical results, Vinh Long is demonstrating a systematic and synchronized approach in implementing Resolution No. 57-NQ/TW. Taking science and technology, innovation, and digital transformation as pillars of development is expected to create new momentum, contributing to the promotion of the province's socio-economic growth in 2026 and subsequent years.
