Vinh Te aspires to become a city of unique cultural heritage.

Vinh Te is a border ward located at the beginning of the Chau Doc - Can Tho - Soc Trang expressway, connecting to the Tinh Bien and Khanh Binh international border gates and featuring the Vinh Te canal. This provides favorable conditions for exchange, tourism development, and economic growth. The ward is also famous for the Mount Sam National Tourist Area, especially the Via Ba Chua Xu Mount Sam Festival - a representative intangible cultural heritage of humanity, creating a foundation for tourism development.

Vinh Te Ward was formed by merging three units: Nui Sam Ward, Vinh Te Commune, and Vinh Chau Commune of the former Chau Doc City. Currently, the ward has a natural area of ​​over 64 ^km² and a population of 40,222 people. During the 2020-2025 term, the potential and strengths in trade, services, and tourism will continue to be developed; tourism will play a leading role in the economy . The Via Ba Chua Xu Nui Sam Festival contributes to attracting and retaining tourists. In the past five years, more than 5 million tourists have visited annually, achieving 116% of the target set in the congress resolution two years ahead of schedule.

The momentum from the previous term has spurred the locality to set new, "bold" but achievable goals. In addition to building a clean and strong Party organization and political system; improving the effectiveness and efficiency of local governance; promoting democracy and the strength of national unity; and ensuring solid national defense, security, order, and social safety, the ward's Party committee is determined to mobilize all resources and effectively exploit its cultural and historical potential and advantages to build the ward into a unique cultural heritage urban area.

The main targets set include: total state budget revenue over 5 years (revenue from the local economy) of 17 billion VND, an average annual growth rate of the gross regional product (GRDP) of 10%, total social investment of 1,500 billion VND, a total of 26 million tourists visiting the ward from 2026 to 2030, average tourist spending of 600,000 VND/person by 2030, and no more poor households according to the multidimensional poverty standard by 2030…

“We have set out 10 key tasks. These include focusing on developing socio-economic infrastructure and urban infrastructure, prioritizing investment in key projects to create momentum for development. We strive to complete several key projects during the 2026-2030 term, such as: the Mount Sam Cultural Park (including an 81m high Buddha statue); the ring road around the Mount Sam Cultural Park; upgrading and constructing new inner-city roads; the road connecting the starting point of the Chau Doc - Can Tho - Soc Trang expressway to the Tinh Bien and Khanh Binh border gates (the section passing through the ward), and the ward's administrative center,” informed Comrade Trang Cong Cuong, Secretary of the Vinh Te Ward Party Committee.

In addition, Vinh Te ward focuses on arranging, adjusting, and effectively managing residential spaces, prioritizing the relocation of housing in areas along the canal and around the Ba Chua Xu Temple on Sam Mountain to ensure safety and compliance with planning, while simultaneously creating room for urban development and projects related to heritage, ecotourism, and culture. The goal is to complete at least one model resettlement area in the new term, adapting to climate change and suitable to the local natural characteristics.

In particular, the locality focuses on developing its economy in the direction of tourism, trade, services, and urban agriculture. Spiritual tourism is chosen as the main focus, with research and development of community tourism, effective exploitation of border tourism potential, e-commerce, and high-tech applied agriculture. Efforts to attract investment are being strengthened in all sectors of tourism, urban development, trade, services, agriculture, and industrial clusters. The goal is to attract at least one investment project with a capital investment of over 100 billion VND by 2030. The focus is on building a civilized, cultural, friendly, and safe tourism environment in Vinh Te ward to promote sustainable tourism development.

Comrade Trang Cong Cuong further emphasized: “The Party Committee of the ward will focus on preserving and promoting the value of cultural and historical heritage, with a focus on the Via Ba Chua Xu Festival at Sam Mountain, unique cultural and religious sites and landmarks, associated with the development of cultural and spiritual tourism, creating a unique identity for Vinh Te town; building a tourism culture, and working with the province to fulfill commitments with UNESCO on promoting and transmitting the values ​​of the Via Ba Chua Xu Festival.”

The Party Committee of Vinh Te Ward has set forth three breakthroughs for the 2025-2030 term. Firstly, reforming administrative procedures, promoting digital transformation, applying modern science and technology, and improving the capacity, efficiency, effectiveness, and efficiency of local management and governance. Secondly, developing human resources to serve tourism development, building a civilized, cultured, friendly, and safe tourism environment in Vinh Te Ward to meet the development goals of the locality. Thirdly, mobilizing all social resources to invest in infrastructure, preserving and promoting cultural heritage values, creating momentum for socio-economic development, and developing a unique cultural heritage urban area.
