With the motto "Give a fishing rod instead of a fish," policy-based capital has been effectively implemented, creating momentum to help people in Ha Hoa district invest in production and business, create jobs, and increase income. Policy-based capital has become a solid "launching pad," accompanying the poor and other policy beneficiaries in the district to rise out of poverty sustainably.

Tu Hiep is a mountainous commune with nearly 300 poor and near-poor households; 77 households that have recently escaped poverty and 85 households that have recently escaped near-poverty. In 2024, due to the impact of typhoon No. 3, agricultural production in the commune suffered heavy losses, significantly affecting the lives of the people. To help poor and near-poor households and other policy beneficiaries in the commune to quickly stabilize their lives, the commune's poverty reduction steering committee has closely and decisively directed the entrusted policy credit organizations and the management boards to effectively carry out inspection and supervision before, during, and after loan disbursement. This has ensured capital safety and promptly detected and handled cases of households using funds for improper purposes. By the end of 2024, the outstanding policy credit balance in the commune reached over 63.5 billion VND, an increase of nearly 8.6 billion VND compared to the end of 2023.

Meeting Ms. Nguyen Thi Nhan in Zone 6, Tu Hiep commune, during the Tet gift-giving event for poor and near-poor households in the commune, we learned about her family's difficult circumstances. Their economy depends mainly on 2 hectares of acacia plantation. Due to a lack of capital, the acacia trees have not developed evenly, and the income from them is negligible. For many years, her family has been on the commune's list of poor and near-poor households.

Recognizing the legitimate need for capital from Ms. Nhan's family, in 2021 the local government coordinated with the Social Policy Bank of the district to facilitate a loan of 90 million VND for the family from the program for lending to households engaged in production and business in disadvantaged areas. With the capital, Ms. Nhan and her husband renovated the entire area of ​​barren hills, bringing in a new batch of acacia trees to plant and care for.

Ms. Nhan happily shared: “My acacia tree plantation is now in its fourth year and is thriving. At the foot of the hill, my husband and I dug a pond to raise fish, which provides short-term income to support long-term growth. With the policy loan at preferential interest rates, my family will work hard, repay the loan soon, and rise out of the list of near-poor households in the commune.”

Many poor households in rural areas of Ha Hoa district are struggling to find ways to develop their economy due to a lack of capital. However, with the attention of the local government, including support through policy-based credit loans, poor households and policy beneficiaries have been motivated to improve their lives. This "support" has actively encouraged people to think outside the box, invest in economic development, escape poverty, and stabilize their lives right in their homeland.

Policy-based funding has helped the people of Van Lang commune to develop production, increase income, and stabilize their lives.

To ensure that all loan needs are met, the District Social Policy Bank has signed entrustment contracts with 4 district-level political and social organizations, 78 entrusted organizations in communes and towns, and 326 savings and loan groups. The unit has established 20 transaction points at the People's Committees of communes and towns, which are maintained regularly on a fixed monthly schedule.

The bank regularly collaborates with associations and organizations in reviewing eligible borrowers to provide loans according to regulations; it also cooperates with media agencies to disseminate information through mass media and local websites so that people can promptly grasp preferential credit policies and programs.

Comrade Nguyen Van Hoa, Director of the Social Policy Bank branch in Ha Hoa district, said: “The unit always closely follows the direction and management of the government at all levels in striving to disburse preferential capital to poor households and other policy beneficiaries in the area in a timely manner. By the end of 2024, the branch had implemented 13 credit programs with a total outstanding loan balance in the district of nearly 586 billion VND, with nearly 12,600 customers being poor households and other policy beneficiaries with outstanding loans. Thanks to the proper use of capital and its effective implementation, thousands of poor households in the district have gradually overcome difficulties and achieved sustainable poverty alleviation.”
