Local Dialogue Round of Vietnam Private Sector Forum 2025 (VPSF 2025)

On the afternoon of August 20, in Hai Phong city, the 8th Local Dialogue Round of the Vietnam Private Economic Forum 2025 (VPSF 2025) continued to take place in the Red River Delta cluster with the participation of more than 200 delegates including central leaders, local authorities, experts, scientists and a large community of entrepreneurs and enterprises in the region and neighboring localities. VPSF 2025 is chaired by the Vietnam Young Entrepreneurs Association, with the attention and close direction of the Government and ministries and branches. The forum is designed as a key policy dialogue channel, creating a multi-dimensional exchange space between the private business community and state management agencies. Through the dialogue sessions, practical recommendations from the grassroots are listened to, responded to promptly, and gradually transformed into policy recommendations submitted to the Government, Prime Minister , ministries and branches, and localities.

After more than a month of implementing the Local Dialogue Round, the Organizing Committee has recorded thousands of specific recommendations from entrepreneurs and businesses, many of which were directly resolved by leaders of several ministries, branches and local authorities at the Dialogue Sessions, bringing confidence and excitement to entrepreneurs and businesses.

The choice of Hai Phong – a dynamic port city – as the host of the dialogue session is not only symbolic, but also demonstrates great expectations for the leading role of the entire region in creating national development momentum.

In the new context, the requirement for the business community is not only to quickly adapt to changes in the administrative management model but also to proactively take advantage of the opportunities opened up by the "four important resolutions" issued by the Politburo (including Resolutions 57, 59, 66 and 68). These Resolutions are considered a strategic corridor and at the same time a development command for the Vietnamese economy, in which the private economy is identified as the most important driving force of the national economy.

Speaking at the Dialogue Round, Vice Chairman of the City People's Committee Tran Van Quan said that from August 1, 2025, Hai Phong City has reduced by at least 50% the time to handle administrative procedures related to production and business activities of enterprises and people's lives within the scope and management functions, which are still in effect at the city and commune levels.

Hai Phong City has proposed a number of specific tasks and solutions with the expectation of promoting the development of the private economic sector, contributing to the strong growth of Hai Phong City, including: Researching and proposing a city budget mechanism to prioritize support for investment in the construction of Research Centers, technology incubators, science and technology business incubators, innovation and digital transformation of the city using the city's public investment capital. Developing a training program for leaders of small and medium-sized enterprises in the city. Consulting on the development of a Resolution of the City People's Council on policies to support the conversion of business households to operate under the enterprise model. Researching the application of the "green channel" mechanism for a number of administrative procedures related to investment, construction and land. Build a mechanism to connect and share information between the commercial banking system, social policy banks, tax, the city's extra-budgetary financial funds and relevant agencies to increase lending to small and medium enterprises and business households.

Along with issuing mechanisms and policies, Hai Phong city focuses on investing in strategic infrastructure: modern seaport and logistics systems, high-tech industrial parks, and orientations for green industry and smart urban development. This is the foundation for the business community, especially young entrepreneurs, to start businesses, innovate, connect and integrate deeply with the international community.

The Vice Chairman of the City People's Committee emphasized that the Hai Phong Young Entrepreneurs Association has demonstrated its pioneering role in recent times, gradually affirming its role and responsibility in participating in the construction and economic development of the city. Through the activities of the Association, it has contributed to solidarity, connection and support, and improving the competitiveness of member enterprises. The Hai Phong Young Entrepreneurs Association has devoted a lot of enthusiasm and finance to contributing to the city's social security work, for the life of the community. The role and positive contributions of the Hai Phong Young Entrepreneurs Association have been recognized and appreciated by Party committees and authorities at all levels, and have received increasing attention and support from authorities at all levels.

The Vice Chairman of the City People's Committee affirmed that Hai Phong City is committed to always accompanying, listening, and creating the most favorable conditions for businesses and entrepreneurs to develop. At the Dialogue Session, the presentations and direct dialogues focused on many key issues. Notable issues were the improvement of institutions and administrative procedures to ensure a transparent and favorable business environment; access to capital, land and human resources for private enterprises; the need to promote start-ups, innovation and digital transformation; orientations for the development of industry, high-tech agriculture, services and tourism; as well as issues of sustainable development, international integration and business culture associated with the spirit of connecting the business community. The opinions expressed not only reflect the rich reality of production and business activities but also demonstrate the aspiration to create a new, more synchronous and sustainable development environment for the private economy in the region.

The opinions and recommendations at the Dialogue Session will be analyzed, carefully researched, and synthesized by the Organizing Committee to be included in the Private Economic White Paper and the Joint Statement of the VPSF 2025 Forum, and submitted to the Government and Ministries and branches at the High-level Session scheduled to take place in September 2025.

On this occasion, the Executive Committee of the Hai Phong Young Entrepreneurs Association (new) after the merger between the Hai Phong Young Entrepreneurs Association and the Hai Duong Young Entrepreneurs Association was officially launched. This is a concrete step to meet the requirements of organizational innovation according to the new administrative boundaries, while consolidating the collective strength of the young entrepreneurs in this key economic region. Mr. Dang Viet Bach, Chairman of the Hai Phong Young Entrepreneurs Association (old), was elected as Chairman of the Hai Phong Young Entrepreneurs Association (new).
