VPUB – Ethnic Committee reviews reports and draft resolutions related to land issues

Dienbien.gov.vn – This afternoon (April 26), the Ethnic Committee, Provincial People's Council held a meeting to review the Report and Draft Resolution related to land issues to be submitted to the 12th session of the Provincial People's Council, term XV, 2021 - 2026. Comrade Mua Thanh Son, Head of the Ethnic Committee chaired the review session.

Comrade Lo Van Cuong, Vice Chairman of the Provincial People's Committee, gave his opinion at the review session.

At the session examining the report and draft Resolution, delegates examined: Deciding on the initial charter capital and additional charter capital allocated to the Land Development Fund of Dien Bien province; Approving the adjustment of the List of land plots for land allocation and lease through bidding to select investors to implement investment projects using land in Dien Bien province.

The Dien Bien Provincial Land Development Fund was established under Decision No. 517/QD-UBND dated April 11, 2016 of the Provincial People's Committee. The management and use of the Dien Bien Provincial Land Development Fund are implemented according to the Regulations issued together with Decision No. 36a/2017/QD-UBND dated December 11, 2017 of the Provincial People's Committee. However, up to now, the above Regulations have not specifically stipulated the initial charter capital for the fund's operations, as well as the additional charter capital provided to the Provincial Land Development Fund annually. In the context that the province is implementing many key projects, especially urban development investment projects to create land funds for auctioning land use rights, increasing revenue for the local budget and supplementing capital for the Provincial Land Development Fund annually. Therefore, amending and supplementing the regulations on the Fund's charter capital is necessary, in accordance with the implementation practice and the ability to balance the local budget annually.

The purpose is to establish a complete and synchronous legal framework, ensuring legality, consistency, compliance with relevant legal provisions and serving as a legal basis for the management and use of the province's Land Development Fund...

At the meeting, representatives of provincial leaders and leaders of departments and branches clarified some opinions of the Ethnic Committee on wording, Government regulations and related legal documents...

Concluding the conference, Comrade Mua Thanh Son, Head of the Ethnic Affairs Committee of the Provincial People's Council, requested the drafting agencies and units to fully absorb the delegates' comments and contributions, promptly complete the report and draft Resolution to submit at the 20th Session of the Provincial People's Council, term XV, 2021-2026./.
