Audience running away from cannon fire: Request to learn from experience

On May 15, the Office of the Hue City People's Committee informed about the direction of Mr. Nguyen Van Phuong, Chairman of the City People's Committee regarding the cannon shooting incident at Hue Flag Tower.

Mr. Phuong requested the Hue Monuments Conservation Center and related units to learn from the above incident, ensure compliance with Government regulations on the management and use of fireworks, and develop plans to ensure safety, order, and fire prevention when organizing programs and events.

The Chairman of the Hue City People's Committee has requested the Hue Monuments Conservation Center to closely coordinate with the Department of Culture and Sports, the City Police, the Military Command and relevant units to review the event organization process, in order to ensure strict safety standards for all programs using fireworks or explosive devices.

Technicians and program managers need to be trained and improve their related skills, especially in coordination with the authorities before implementing the event.

Previously, Dan Tri reported that during the fireworks display on the evening of May 3 at the Hue Flag Tower, some shells flew over the Ho Thanh moat and fell into the audience area at Phu Van Lau, especially with the presence of children. Fortunately, no one was injured.

After the incident, the Department of Grassroots Culture, Family and Library requested to verify the information for handling according to current laws.

The reason for the incident was explained by the Hue Monuments Conservation Center as being due to the pyrotechnic effect not meeting technical requirements, and the specialized Z21 pyrotechnic material had not been ordered yet.

Viet Giang Company, the co-organizer, used an old pyrotechnic tube from the Hue Traditional Craft Festival 2023, which was waterlogged and ignited improperly after installation, causing the fire to veer off course towards the audience.

Viet Giang Company has accepted responsibility and committed to comply with technical standards in future performances to avoid similar incidents from happening again.
