Kinhtedothi - With a spirit of closely monitoring issues and following through on matters, the Hanoi City People's Council has closely supervised the implementation of promises and commitments made by departments and agencies after the questioning session. This close monitoring has contributed to urging units to complete their work on schedule.
Investment should be integrated with multi-functional cultural and entertainment zones.
According to Dam Van Huan, Head of the Urban Affairs Committee of the Hanoi City People's Council, one of the projects that has clearly revived after the questioning session at the City People's Council meeting is Ngoc Lam Flower Garden (or Ngoc Lam Park), located in Ngoc Lam ward, Long Bien district.
Previously, at the 10th session of the 16th Hanoi City People's Council, City People's Council representatives raised concerns about the Ngọc Lâm flower garden (Ngọc Lâm ward) being neglected, dilapidated, and littered with waste, causing environmental pollution and detracting from urban aesthetics. Representatives requested the Long Biên District People's Committee to propose solutions to renovate the Ngọc Lâm flower garden and utilize it effectively to create a shared living space for residents in the area.
Ngoc Lam Flower Garden was constructed in the 1960s. Since the establishment of Long Bien District, Ngoc Lam Flower Garden has been managed by the District Project Management Board, which carried out renovations and repairs in 2008 and 2011. For 10 years (2008-2018), the management, maintenance, and operation of the flower garden were carried out by Van Tue Trading, Investment and Technology Transfer Joint Stock Company under a socialized plan approved by the Long Bien District People's Committee.

Following the decentralization of post-investment management as stipulated in Decision 41/2016/QD-UBND of the Hanoi People's Committee, the Long Bien District People's Committee handed over the flower garden to a functional unit under the city for management and maintenance. Since then, the flower garden has not received any investment or repair, leading to the deterioration of many components and failing to meet the needs of the people.
In accordance with the Hanoi People's Committee's plan for the renovation, upgrading, and construction of parks and gardens in the city from 2021 to 2025, a key component is the assignment to the Long Bien District People's Committee to renovate Ngoc Lam flower garden using the district's budget. Simultaneously, based on public opinion, the district has decided to invest in the renovation of Ngoc Lam flower garden to improve urban aesthetics and create a space for local residents to engage in sports and recreational activities.
According to Bui Tri Duc, Vice Chairman of the People's Committee of Ngoc Lam Ward, Long Bien District, the Ngoc Lam flower garden renovation project covers a total area of approximately 24,130 square meters. Investment items include: renovating walking paths, children's playgrounds, a central square, recreational and sports equipment, lighting systems, and greenery... with a total investment of 13.8 billion VND. Before the renovation, the Ngoc Lam flower garden area was dilapidated, lacked environmental hygiene, and many facilities did not meet the needs of the people. Furthermore, due to neglect and low foot traffic, it had become a potential hotspot for security and order issues.
"Ngoc Lam Flower Garden has been comprehensively invested in with multi-functional cultural, sports, and entertainment zones, equipped with outdoor sports equipment and lighting. The project contributes to creating a public living space, meeting the cultural, physical exercise, sports, and entertainment needs of all segments of the population in Ngoc Lam ward and surrounding areas," said Mr. Bui Tri Duc.

Eliminate hotspots of security and public order instability.
Immediately after its completion and handover, the project transformed the urban landscape of the ward. The flower gardens were renovated to be spacious and clean, the walking paths and green spaces were upgraded with integrated lighting, and outdoor sports equipment was installed, creating a pleasant and clean environment for residents to participate in recreational activities and exercise, contributing to improved physical and mental well-being.
Evaluating the operation of Ngoc Lam flower garden after its renovation and reopening, Mr. Bui Tri Duc said that the garden's grounds have yielded many visible results. It has become a true recreational spot for people in the mornings and afternoons, with elderly people exercising and children playing.
To maintain and manage the park effectively, the Party Committee and People's Committee of Ngoc Lam Ward have directed the residential groups surrounding the flower garden to be responsible for disseminating information and mobilizing people to proactively preserve and regularly clean the environment. They also coordinate with maintenance units to trim trees and encourage residents to contribute money and labor to repair outdoor sports equipment.
Mr. Quach Van Trong, head of residential group No. 10, Ngoc Lam ward, said that the residential group has implemented many measures, participating with the youth union and outdoor clubs in cleaning the environment every Saturday morning; at the same time, they have assigned a team to repair damaged equipment and lubricate it to ensure that the equipment operates well, serving the needs of people for exercise and physical activity. In addition, the residential group also actively promotes awareness among residents to maintain the shared facilities to ensure quality and long-term enjoyment.

Standing and admiring the spacious garden with its shady green trees and convenient exercise equipment, Mr. Trong felt extremely pleased and satisfied.
"Previously, being near the bus and train stations, there were many social problems. After the renovation, people's awareness has improved, and everyone participates in campaigns and fights against social evils. Along with that, the cooperation of the police force and ward police... so it can be said that today, social evils in this area have almost disappeared," Mr. Quách Văn Trọng expressed.
Regarding the appearance and quality of the flower garden, which was previously dilapidated and unsightly with pets roaming freely and defecating indiscriminately, the problem has now been significantly reduced. According to the head of residential group No. 10, "the residential group is determined to address the issue of walking pets without muzzles and allowing them to defecate indiscriminately through various measures, including encouraging residents to report and inform the security teams for timely action. As a result, this problem has improved considerably."
According to Dam Van Huan, Head of the Urban Affairs Committee of the Hanoi People's Council, many parks that had been neglected for many years, such as Ngoc Lam Park (Ngoc Lam flower garden), which previously had many problems related to management, handling, and garbage collection, have been successfully renovated by the Long Bien District People's Committee following a questioning session of the Hanoi People's Council; or like Con Coc flower garden (Hoan Kiem District); and a series of parks and flower gardens in Hai Ba Trung District have been inaugurated through the monitoring and urging of progress by the Hanoi People's Council...
