Abandoned flower garden is "revived"

Synchronous investment with multi-functional cultural and entertainment zones

According to the assessment of Head of the Urban Committee of the Hanoi People's Council Dam Van Huan, one of the projects that has clearly revived after the question and answer session at the City People's Council meeting is Ngoc Lam Flower Garden (or Ngoc Lam Park), located in Ngoc Lam ward, Long Bien district.

Previously, at the 10th Session of the Hanoi People's Council, term XVI, the People's Council delegates reported the situation of Ngoc Lam flower garden (Ngoc Lam ward) being abandoned, degraded, and the accumulation of waste causing environmental pollution and loss of urban beauty. The delegates requested the People's Committee of Long Bien district to propose solutions to renovate Ngoc Lam flower garden, exploit it effectively to create a common living space for local people.

Ngoc Lam flower garden was invested and built in the 1960s of the last century. Since the establishment of Long Bien district, Ngoc Lam flower garden has been managed by the District Project Management Board and has renovated and repaired the flower garden in 2008 and 2011. In 10 years (2008 - 2018), the management, maintenance and exploitation of the flower garden were carried out by Van Tue Investment and Technology Transfer Trading Joint Stock Company according to the socialization plan approved by the People's Committee of Long Bien district.

After being renovated, Ngoc Lam Flower Garden has become a resting place for people.

Implementing the decentralization of post-investment management in Decision 41/2016/QD-UBND of Hanoi People's Committee, Long Bien District People's Committee has handed over the flower garden to the functional unit of the city for management, maintenance and upkeep. Since then, the flower garden has not received investment and repair attention, leading to many items being degraded and not meeting the needs of serving the people.

Implementing the plan of the Hanoi People's Committee on renovating, upgrading and building new parks and flower gardens in the city in the period of 2021 - 2025, in which the important content is to assign the People's Committee of Long Bien district to renovate Ngoc Lam flower garden with the district budget. At the same time, based on the opinions of the people, the district has a policy of investing in renovating Ngoc Lam flower garden to beautify the urban area, create landscapes and spaces for local people to participate in sports and entertainment activities.

Vice Chairman of the People's Committee of Ngoc Lam Ward, Long Bien District Bui Tri Duc said that the project to renovate Ngoc Lam flower garden has a total land area of ​​about 24,130 square meters. Investment items include: renovating the walking path system, children's playground, square, sports equipment, lighting system, trees... with a total investment of 13.8 billion VND. Before being invested in and repaired, the Ngoc Lam flower garden area was degraded, did not ensure environmental hygiene, many items did not meet the needs of serving the people. At the same time, due to being abandoned and few people passing by, this place became a gathering place with the risk of losing security and order.

"Ngoc Lam flower garden is invested synchronously with cultural, sports, entertainment and multi-purpose areas, installing outdoor sports equipment and lighting. The project contributes to creating a public living space, meeting the needs of cultural activities, physical exercise, sports, entertainment and recreation of all classes of people in Ngoc Lam ward and neighboring areas" - Mr. Bui Tri Duc said.

Eliminate unstable security and order hotspots

Immediately after completion, the project was put into use, changing the urban face of the ward. The flower garden was invested in a clean and beautiful way, the walking path system and lighting trees were invested synchronously; the outdoor sports equipment system was installed, creating a clean and airy space for people to participate in recreational activities and exercise, contributing to improving physical and spiritual life.

Evaluating the activities of Ngoc Lam flower garden after being renovated, repaired and put into use, Mr. Bui Tri Duc said that the flower garden has been exploited with many visible results. This place has become a true entertainment and recreation spot for people in the morning and afternoon, the elderly can exercise; children can participate in the fun...

To maintain and manage the park effectively, the Party Committee and People's Committee of Ngoc Lam Ward have thoroughly instructed the residential groups around the flower garden to be responsible for propagating and mobilizing people to proactively preserve and regularly clean the environment. Coordinate with maintenance units to maintain and trim trees, mobilize people to contribute money and effort to repair outdoor sports equipment...

Mr. Quach Van Trong, Head of Residential Group No. 10, Ngoc Lam Ward, said that the residential group has applied many measures, joining with the youth union and outdoor clubs to clean the environment every Saturday morning; at the same time, assigning a specialized team to repair damaged tools, lubricate them to ensure they operate well, serving the needs of people for exercise and physical training. In addition, the residential group also actively propagates so that all people in the area are aware of preserving public works to ensure quality and long-term enjoyment.

As the head of residential group number 10 and also a local resident, Mr. Quach Van Trong feels excited about the revival of the flower garden that had been abandoned for quite a long time.

Standing and looking at the spacious flower garden with shady green trees and convenient exercise equipment, Mr. Trong felt extremely excited and satisfied.

"Previously, there were many social evils near the bus station and train station. After the renovation, people's awareness was raised and everyone joined in campaigns to fight against social evils. Along with that, the combination of the police force, ward police... so it can be said that up to now, social evils in this area are almost gone" - Mr. Quach Van Trong expressed.

Regarding the appearance and quality of the flower garden, which was previously degraded and shabby with pets roaming freely and defecating indiscriminately, is now much less so. According to the head of residential group No. 10, "the residential group is determined to solve the problem of pets being walked without muzzles and defecating indiscriminately by many measures, including mobilizing people to report and inform the public order teams for timely handling, thanks to which this phenomenon has been greatly improved."

 

Head of the Urban Committee of the Hanoi People's Council Dam Van Huan commented that recently, many memorial parks that have existed for many years, such as Ngoc Lam Park (Ngoc Lam flower garden), which previously had many problems related to management, treatment, and garbage collection, have been well improved by the People's Committee of Long Bien district through the questioning session of the City People's Council; or like Con Coc flower garden (Hoan Kiem district); a series of parks and flower gardens in Hai Ba Trung district were inaugurated through the supervision and progress urging of the City People's Council...
