Kinhtedothi - After a day of urgent, focused, serious, democratic, and effective work, the special session - the 19th session of the Hanoi City People's Council, 16th term - successfully completed all the planned contents and programs.
Based on reports and submissions from the People's Committee of Hanoi City, and verification reports from the Standing Committees of the Hanoi City People's Council, the delegates focused on studying, discussing, and voting to approve 15 resolutions with a high percentage of consensus. Many of these resolutions contain important legal provisions that provide a crucial basis for the timely implementation of the Capital City Law and for effectively resolving obstacles and difficulties arising in the city's development.
Speaking at the closing session of the meeting, Deputy Secretary of the Hanoi City Party Committee and Chairman of the Hanoi City People's Council Nguyen Ngoc Tuan requested that, immediately after the meeting, the City People's Committee, all levels, sectors, localities, and units, according to their assigned functions, tasks, and powers, focus on urgently, decisively, and synchronously implementing solutions to ensure that the resolutions of the City People's Council are put into practice and achieve practical results.
In particular, the Chairman of the City People's Council noted that the City People's Committee should strengthen propaganda and thoroughly disseminate information to create consensus and high awareness in the implementation of resolutions on organizational structure and staffing; decentralization and delegation of authority; mechanisms for managing, exploiting, and using public assets; and other regulations on the construction, management, protection, and development of the Capital City, as these are new policies to implement the Law on the Capital City.
"The implementation process must adhere to the principles of 'synchronization, effectiveness, objectivity, openness, and transparency'; and at the same time, direct all levels and sectors to continue reviewing and evaluating the implementation to ensure it is appropriate to the city's conditions," said Chairman of the City People's Council Nguyen Ngoc Tuan.
In addition, continue to focus on directing the assigned agencies and units to urgently research, advise, and propose to the City People's Council and the City People's Committee to issue complete and timely resolutions and documents to implement the Law on the Capital City according to the plan, ensuring compliance with regulations and deadlines, with the highest quality.
Regarding the policy to support the restoration of production for certain crops and livestock affected by Typhoon No. 3 and the subsequent floods, the Chairman of the City People's Council requested the City People's Committee to direct all levels and sectors to urgently organize the implementation of support, ensuring timeliness, transparency, and accuracy in targeting beneficiaries and adhering to regulations, avoiding policy abuse; and to continue implementing comprehensive and effective solutions to quickly restore and develop agricultural production in the city.
"Regarding other thematic resolutions passed by the City People's Council at this session in the fields of planning and transportation, we request the City People's Committee to incorporate, finalize, issue, and develop a plan for implementation to ensure practicality, effectiveness, and compliance with regulations," emphasized Chairman of the City People's Council Nguyen Ngoc Tuan.
