Baoquocte.vn. On the morning of October 18th, the People's Committee of Hai Ba Trung District, Hanoi City, held a ceremony to unveil a plaque commemorating the 70th anniversary of the Liberation of Hanoi (October 10, 1954 - October 10, 2024) for the Thien Quang Lake flower garden project.
Attending the plaque unveiling ceremony were the Deputy Secretary of the City Party Committee and Chairman of the City People's Council, Nguyen Ngoc Tuan, Head of the Steering Committee for Program No. 03-Ctr/TU dated March 17, 2021 of the City Party Committee; Deputy Secretary of the City Party Committee Nguyen Van Phong; members of the Standing Committee of the City Party Committee: Head of the City Party Committee's Propaganda Department Nguyen Doan Toan; Vice Chairman of the City People's Committee Duong Duc Tuan, along with leaders of Hai Ba Trung district.

Reporting at the plaque unveiling ceremony, Vice Chairman of the District People's Committee Nguyen Manh Hung stated that the project's investment plan was approved by the District People's Council in Resolution No. 58/NQ-HĐND dated December 15, 2022.
The project has an approved total investment of over 88.7 billion VND, of which construction costs are 67.1 billion VND, and officially commenced on February 5, 2024.
During the project implementation, many difficulties were encountered due to the need to address issues arising during the construction of technical infrastructure items to ensure the synchronized and integrated construction of all items.
In addition, in September 2024, Typhoon No. 3, accompanied by strong winds and heavy rain, affected the project's construction process.
As of October 7th, the project has been completed and handed over for use (120 days ahead of schedule), promptly meeting the needs of the people for cultural, sports, and health training spaces. It was completed just in time to celebrate the 70th anniversary of the liberation of Hanoi, bringing great significance to the socio-economic, cultural, and educational development of Hai Ba Trung district.
Speaking at the plaque unveiling ceremony, Chairman of the Hai Ba Trung District People's Committee Nguyen Quang Trung praised the efforts of the district's departments and agencies, Nguyen Du ward, contractors, and units involved in the project, as well as the consensus and support of the people during the project's implementation.
At the same time, he requested the Investment and Construction Project Management Board and the units involved in the project implementation to carry out the warranty process in accordance with regulations.
The Chairman of the People's Committee of Hai Ba Trung District assigned the People's Committee of Nguyen Du Ward to develop and implement a plan to ensure urban order, environmental sanitation, and maximize the effectiveness of post-investment projects; to mobilize and educate the people in the area to work together to maintain a bright, green, clean, beautiful, and civilized landscape; and assigned the district's departments and relevant units to accelerate the progress of implementing the projects for the restoration and renovation of the Quang Hoa Pagoda, Thien Quang Pagoda, and Phap Hoa Pagoda complex; and the project to renovate and upgrade Thong Nhat Park according to the assigned responsibilities and in accordance with the city's directives, ensuring quality and timeliness.
Speaking at the plaque unveiling ceremony, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said that, in implementing Program No. 03-Ctr/TU dated March 17, 2021, of the City Party Committee on "Urban beautification, urban development and urban economy of Hanoi city in the period 2021-2025," the renovation and upgrading of parks and gardens throughout Hanoi city is being focused on in a synchronous and modern direction and has achieved many positive results.
The Thiền Quang Lake Flower Garden construction project, officially inaugurated, is considered a highly significant undertaking. By creating open spaces with various themes and focal points for different activities, the project maximizes the value of the landscape and architecture with its greenery, and also promotes the cultural and historical values of the area, contributing to better service for residents and tourists visiting Hanoi and Hai Ba Trung district.
Mr. Duong Duc Tuan emphasized: "The completion of the overall renovation, upgrading, and beautification of Thien Quang Lake park and flower garden is very important. Combined with the renovation and upgrading of the Youth Palace, it creates a high-value spatial complex, connecting with Thong Nhat Park and the Tran Nhan Tong street pedestrian area to create a complete and high-quality overall space."
According to Vice Chairman of the Hanoi People's Committee Duong Duc Tuan, the completion of the project ahead of schedule and its commissioning further affirms the efforts, dedication, and responsibility of the entire political system and people of Hai Ba Trung district in implementing the goals and programs of the City Party Committee, the resolutions of the 17th City Party Congress, and the resolutions of the 26th Hai Ba Trung District Party Congress.

Mr. Duong Duc Tuan suggested that Hai Ba Trung district continue to research and strive to enhance the cultural value and landscape of the area, while focusing on implementing and completing investment projects such as: renovating, upgrading, and comprehensively beautifying Thong Nhat Park; restoring, repairing, and preserving the cluster of relics including Quang Hoa Pagoda, Thien Quang Pagoda, and Phap Hoa Pagoda, etc., to create a cultural space, a green space, friendly and welcoming, harmoniously connected with the pedestrian area of Tran Nhan Tong Street.
In particular, developing this area into a cultural, artistic, and community exchange center for Hai Ba Trung district in particular and Hanoi city in general will contribute to building a bright, green, clean, beautiful, civilized, modern, and distinctive Hanoi city.
At the ceremony, the Deputy Secretary of the City Party Committee and Chairman of the City People's Council, Nguyen Ngoc Tuan, presented the Decision recognizing the project with a plaque commemorating the 70th anniversary of the Liberation of Hanoi and offered flowers to congratulate Hai Ba Trung district.
On this occasion, Vice Chairman of the City People's Committee Duong Duc Tuan presented Certificates of Commendation from the Chairman of the City People's Committee to collectives and individuals who have achieved outstanding results in the implementation of the project.
