We are determined to excellently fulfill the business targets and plans set out in Resolution No. 01/NQ-HĐTV dated January 6, 2025, of the Board of Members. This is the common goal for the entire system that Agribank sets for each of its officers, employees, and workers.

Agribank is determined to excellently fulfill its tasks and business plan for 2025, in chào mừng the Party congresses at all levels leading up to the 11th Congress of the Agribank Party Committee, term 2025 - 2030.

Accordingly, the entire system strictly adheres to the Party's guidelines and regulations, the State's policies and laws, and the regulations of the State Bank of Vietnam and Agribank regarding monetary, credit, and banking activities. At the same time, it continues to promote emulation to successfully achieve the goals in each stage of the Agribank Development Strategy to 2025, with a vision to 2030; the Information Technology Development Strategy for the period 2022-2026, with a vision to 2030; and effectively implements tasks and solutions to strive for the completion of the Agribank restructuring plan associated with handling bad debts in the period 2021-2025.

In particular, Agribank will focus on accelerating the implementation of the Digital Transformation Plan until 2025, with a vision to 2030, implementing the Non-Cash Payment Development Project, strengthening the security and safety of the information technology system at Agribank; enhancing communication efforts to convey cultural values and image, improving the value, reputation, and brand of Agribank; striving to achieve the title of "Good" or "Excellent" in fulfilling business tasks and plans, Agribank's emulation titles, and high-level titles from the State, Government , and State Bank of Vietnam.

With these units, Agribank is determined to fully and promptly implement the contents of the Resolutions of the Party Committee and the Board of Members of Agribank…; proactively advise on and implement solutions to improve financial capacity, management and risk management.

Specifically, continue to review, amend, supplement, and improve the mechanisms, operational procedures, and internal document systems to ensure consistency and compliance with legal regulations; develop and refine risk management tools and models in line with international practices; develop and assign appropriate and timely business plans for 2025, creating motivation for units to strive to excellently complete their business targets and plans, as well as those of Agribank; and proactively and flexibly manage the mechanisms for business planning and internal capital management.

In addition, the head office, representative offices, and affiliated units need to implement comprehensive solutions regarding salary policies and mechanisms, and improve the quality of human resources to meet the development requirements of the banking industry and international economic integration; actively cultivate knowledge and skills in digital technology and digital transformation for staff, especially those in the information technology field.

Agribank's leadership urged its branches and subsidiaries to change their mindset in customer relations, recognizing credit granting as a special form of service; proactively seeking and regularly advising on new and attractive policies to attract customers with effective business operations, feasible production and business projects, and consumption plans.

Furthermore, we will strengthen the implementation of solutions to reduce operating costs, simplify lending procedures, apply information technology and digital transformation, in order to best support businesses and people. At the same time, we will promote credit growth early in the year, focusing on priority sectors and traditional economic growth drivers. We will maximize human and financial resources, resolutely implement solutions to handle and recover bad debts and debts already written off, and resolutely ensure the bad debt ratio meets regulations; strengthen the development of linked products and services as a basis for service provision, strongly develop electronic payment transaction channels; exploit strengths in cross-selling products; reduce transaction time and improve processes, simplify procedures, and enhance service quality to meet the increasingly high demands of customers.

Enhance management and operational capabilities; tighten discipline, order, and work procedures; strengthen internal inspection and control; actively participate in local emulation movements, charitable activities, and social welfare programs; and promote the tradition of "mutual support and solidarity" among Agribank employees.

And the Trade Union and the Youth Union.

2025 is the final year of implementing the Agribank restructuring plan associated with handling bad debts for the period 2021-2025, the Resolution of the 10th Congress of the Agribank Party Committee, term 2020-2025, and serves as the basis for building the goals and targets of the 11th Congress of the Agribank Party Committee, term 2025-2030; therefore, the Trade Union and Youth Union organizations are considered the core forces to promote the achievement of the entire system's operational goals on schedule.

Therefore, the Trade Union and Youth Union need to closely coordinate with the Unit Head to fully implement the contents of the emulation campaign, mobilizing union members to enthusiastically participate in the emulation movement of the unit and Agribank. They should continue to maintain and improve the material and spiritual life, cultural and sports activities, and enhance solidarity within the unit; promptly understand the thoughts and aspirations of employees, proactively propose and coordinate with professional leaders to research and organize cultural, artistic, physical education, and sports activities, creating a vibrant emulation atmosphere throughout the unit.

Furthermore, it is essential to fully and effectively implement the emulation and reward work of the Trade Union and the Youth Union, honoring outstanding collectives and individuals and expanding the movement; enhancing the role of gathering and building a unified bloc, mobilizing resources and creativity, and encouraging workers to actively participate in and effectively implement emulation movements.
