The 13th Congress set out the task: “Developing a large and strong team of entrepreneurs in terms of quantity and quality, with a spirit of dedication to the nation, progressive cultural and ethical standards, and good management and business skills…”. Following this policy, the Government calls on businesses to make full use of the opportunities brought about by the Fourth Industrial Revolution to promote the process of growth model innovation, economic restructuring associated with implementing strategic breakthroughs and modernizing the country, thereby striving to achieve the goal of green and sustainable growth.
The Party, State, Government and people are implementing three strategic breakthroughs: First is institutional breakthroughs to create the most favorable conditions, create an equal business environment, create opportunities, mechanisms and policies for businesses and entrepreneurs in the most effective way; second is building and developing strategic infrastructure to contribute to reducing costs, input costs, logistics costs, creating new development space, creating opportunities for businesses and entrepreneurs to develop; third is training high-quality human resources to contribute to improving productivity and quality of businesses and entrepreneurs.

The success and development of the business community is a measure of the success of the State's management and administration. The Government understands, shares, listens and will continue to have supportive solutions to remove difficulties, create maximum conditions for business development; continue to perfect policy mechanisms, reform administrative procedures, improve the investment and business environment - considering the removal of bottlenecks and barriers that cause difficulties for businesses as an important political task of all levels, sectors and localities.
Currently, we still have many bottlenecks, in which institutional bottlenecks are the bottlenecks of bottlenecks, as General Secretary To Lam said at the opening session of the 8th Session of the 15th National Assembly; we must focus on removing these bottlenecks in the most positive and effective way, and must value time and intelligence at this point to remove them as quickly as possible. We will not be able to achieve the development goals set for 2030 and 2045 if we do not achieve the target of double-digit growth each year in the coming decade. We must strive for double-digit growth in the coming decades to achieve the development goals set for 2030 and 2045.
In that spirit, I request the Ministry of Industry and Trade, as the focal agency in charge of implementing the Vietnam National Brand Program, to closely coordinate with ministries, branches and localities:
- Receive suggestions and recommendations from businesses, create favorable conditions and support for the business community. In particular, prioritize supporting businesses with products achieving National Brand status, to pioneer and participate more actively in the process of building and promoting the Vietnamese national brand, contributing to enhancing the image of Vietnam in the international arena.
- Continue to propose and advise on creating a favorable, transparent, and highly competitive legal environment in the region and globally; resolutely, persistently, and decisively eliminate the "ask - give" mechanism, harassment, and obstacles to business development; reduce and simplify administrative procedures, improve the investment and business environment; prioritize emerging industries and fields, remove difficulties for investment and business, and create conditions for business development.
- Promote activities to develop, expand and diversify export markets, diversify supply chains, support the connection of domestic and foreign enterprises, associated with supporting the construction, management and development of product brands, business, industry and national brands, thereby contributing to improving the competitiveness of the country, industry, enterprise and products.
