On the occasion of Permanent Deputy Prime Minister Nguyen Hoa Binh's visit to the United Arab Emirates (UAE) from September 23 to 25, Nhan Dan Newspaper reporters had an interview with Vietnamese Ambassador to the UAE Nguyen Thanh Diep about the significance of the visit as well as the prospects of the Vietnam-UAE Comprehensive Partnership.
Reporter: From September 23 to 26, Permanent Deputy Prime Minister Nguyen Hoa Binh will pay a working visit to the United Arab Emirates (UAE). According to the Ambassador, what is the significance of this visit in promoting the Vietnam-UAE Comprehensive Partnership?
Ambassador Nguyen Thanh Diep: The visit to the UAE by Permanent Deputy Prime Minister Nguyen Hoa Binh is of great significance, contributing actively to implementing the foreign policy of the 13th National Party Congress on independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of relations between Vietnam and other countries; and enhancing the effectiveness of the Comprehensive Partnership with the UAE.
The visit will promote cooperation with the UAE, as well as relevant partners and organizations to implement the Action Plan for the construction of an international financial center in Vietnam issued under Decision No. 114/QD-BCĐTTTC dated August 1, 2025 of the Steering Committee for the international financial center in Vietnam. At the same time, it will contribute to promoting bilateral trade and investment cooperation; encourage UAE businesses to invest in Vietnam, especially in areas where the UAE has strengths and Vietnam has demand and potential such as finance-banking, science-technology, innovation, green economy , etc.
During the visit, the UAE affirmed to continue promoting the Comprehensive Partnership with Vietnam, attaching importance to the relationship with Vietnam, a dynamic economy with great potential in terms of market, young and high-quality human resources; taking advantage of Vietnam's role and support in strengthening relations with ASEAN; exchanging measures to promote and expand cooperation in the fields of politics-diplomacy, trade-investment, finance-banking; sharing experience in developing international and regional financial centers; creating favorable conditions for businesses of the two countries to invest and do business in Vietnam.

Reporter: Economy and trade are one of the priority areas in the Vietnam-UAE relationship. In October 2024, Vietnam and the UAE signed the Vietnam-UAE Comprehensive Economic Partnership Agreement. So, what does the Ambassador think about the potential for bilateral economic, trade and investment cooperation in the coming time?
Ambassador Nguyen Thanh Diep: The potential for bilateral economic, trade and investment cooperation in the coming time is huge, demonstrated through the following points:
Firstly , the Vietnam-UAE relationship is developing very positively, political trust is increasing, especially after Prime Minister Pham Minh Chinh officially visited the UAE in October 2024, the two countries upgraded their relationship to Comprehensive Partnership, signed the Vietnam-UAE Comprehensive Economic Partnership Agreement (Vietnam-UAE CEPA Agreement).
UAE leaders highly appreciate the relationship with Vietnam, considering Vietnam a dynamic market with great potential. Along with that, UAE businesses and people are increasingly interested in Vietnam. UAE's Emirates airline has just opened a direct flight from Dubai to Da Nang. In November 2025, UAE's Etihad airline will open a direct flight from Abu Dhabi to Hanoi, creating favorable conditions for tourism and trade between the UAE and Vietnam.
Second , in terms of trade, Vietnam's export goods to the UAE have many opportunities because the UAE is an open market, production cannot meet consumption; it is almost entirely dependent on imports to serve domestic demand and re-export. This is a market with high purchasing power, with an average income per capita of about 50,000 USD/year. The UAE is almost entirely dependent on import supply, especially for Vietnam's strong products such as agricultural, forestry and fishery products, wooden furniture, and processed foods.
In addition, the UAE is also an economy with a fairly open trade policy. Most imported goods are subject to tariffs of only 0 to 5%. Not only that, the UAE is also a member of the Gulf Cooperation Council (GCC), with an interconnected customs system. This means that when goods enter the UAE, they can easily access markets such as Saudi Arabia, Qatar, Kuwait, Oman and Bahrain without incurring additional taxes. The UAE is not only a large consumer market with high growth potential, but also a gateway for Vietnamese goods to expand to the entire Middle East region.
Third , in terms of investment, the UAE is an investor and also an attractive market for investment. The UAE has just established a Ministry of Investment in 2023 with the function of coordinating investment strategies, improving competitiveness and attracting investment. This creates opportunities for Vietnam to attract investment from the UAE, as well as investment in the UAE.

In fact, in recent times, more and more UAE businesses have come to Vietnam to seek opportunities for trade, investment and business cooperation. Typically, in May 2025, the Ajman Emirate Free Zone Government Delegation visited Ho Chi Minh City to strengthen relations between the two countries' economic communities and promote trade; the Jebel Ali Free Zone (JAFZA) Delegation attended the Vietnam Industrial and Manufacturing Fair (VIMF) 2025 and supported the organization of the Business Forum; the Vietnamese Embassy coordinated with the Abu Dhabi Chamber of Commerce and Industry to organize a delegation of more than 300 businesses in the UAE to attend the Investment and Trade Promotion Forum (April 2025) and most recently, G42 Group and Bloom Holding Multi-industry Group visited and sought investment opportunities in Vietnam.
Reporter: Ambassador , could you share some information about the Vietnamese community in the UAE? As a bridge of friendship, how has the Vietnamese community contributed to promoting bilateral cooperation between Vietnam and the UAE as well as helping to build Vietnam into a new era of national development, Ambassador?
Ambassador Nguyen Thanh Diep: Despite difficulties and challenges, such as differences in culture, language, religion, customs, practices, geographical distance, weather and climate, the community of more than 5,000 Vietnamese people in the UAE is growing positively, contributing significantly to enhancing Vietnam's position in the eyes of the people as well as the international community, actively contributing to the country's development in the new era - the era of national growth.

More and more Vietnamese people in the UAE are working in high-skilled fields such as technology, energy, aviation, education, university lecturers, etc. The network of Vietnamese intellectuals in the UAE is expanding. More and more Vietnamese restaurants are opening, highly appreciated by the local people and the international community in the UAE. Many Vietnamese students come to study in the UAE, achieve high academic achievements and receive scholarships from the UAE government. The values of Vietnamese people, culture, education, and cuisine are increasingly spreading in the UAE. The position of Vietnam is getting stronger and stronger.
The connection within the community is getting closer and closer. The Community Liaison Committee has worked with the Embassy to organize many meaningful programs, connecting people, and turning towards the homeland, such as Children's Day, Mid-Autumn Festival, Community Tet, sports and cultural events, I love Vietnamese classes, the "Vietnamese Children in the UAE with Uncle Ho" Contest... The spirit of mutual love and support is increasingly promoted.
