The congress identified the theme as "Continuing to strongly innovate thinking and action, raising the level of strategic advisory work; building a clean and strong exemplary Party organization; excellently completing the set goals and tasks."

The Congress' motto is: "Solidarity - Democracy - Discipline - Setting an example - Breakthrough - Development."

The Congress will carry out two contents: Summarizing the implementation of the Resolution for the 2020-2025 term, determining directions, goals, tasks and solutions for the 2025-2030 term; Discussing and contributing to the draft documents of the 14th National Congress of the Party./.
