The 1st Provincial Party Congress of Tuyen Quang: Aspiration for development in the new era

These days, from the central streets to the villages in remote, isolated and border areas of Tuyen Quang province, flags, banners and streamers are brightly decorated to welcome the 1st Congress of the Tuyen Quang Provincial Party Committee, term 2025-2030.

This is the first Congress after the merger of Ha Giang and Tuyen Quang provinces, a major political event, demonstrating the will, belief and aspirations of nearly 1.9 million ethnic people in the province towards the future.

From the miracle of eliminating temporary housing to the aspiration to rise up

During the 2020-2025 term, despite facing many unprecedented difficulties, from the COVID-19 pandemic to natural disasters, storms and floods... especially the Yagi storm that caused heavy damage, Tuyen Quang still steadfastly moved forward, achieving many comprehensive results in all fields.

Secretary of Tuyen Quang Provincial Party Committee Hau A Lenh affirmed: “We have made efforts to overcome all challenges and flexibly adjusted the growth scenario to both overcome the consequences and maintain the development momentum. In particular, the province has completed most of the basic targets, creating a solid foundation for the new development stage.”

A “miraculous” mark is the program to eliminate temporary and dilapidated houses. In just 5 years, the whole province has supported nearly 40,000 houses, including 15,000 houses for poor households and families in difficult circumstances under the program launched by the Prime Minister. The solid roofs that have sprung up in the highland border areas not only mean a place to live but also light up the belief in the leadership of the Party and State.

Mr. Nguyen Van Son, Chairman of the People's Council of Tuyen Quang province shared: "We consider the removal of temporary and dilapidated houses as a political responsibility and a vivid symbol of solidarity. This is not only a material project but also a project of the people's hearts, demonstrating the aspiration to rise up, determined not to leave anyone behind."

At the same time, many key infrastructure projects were started and completed, notably the Phu Tho-Tuyen Quang expressway, which opened the door to connect with the capital and the provinces in the region. The system of inter-commune roads, schools, medical stations, markets, cultural houses, etc. were invested synchronously, creating a foundation for socio-economic development and improving the quality of people's lives.

Three strategic breakthroughs open the way for rapid and sustainable development

Entering a new term with an expanded provincial scale: Area of nearly 13,800km², population of nearly 1.9 million people, Tuyen Quang faces both opportunities and challenges. Prominent issues such as high poverty rate, unsynchronized infrastructure, small-scale production, lack of grassroots cadres and uneven quality still require the decisive participation of the entire political system.

In the draft resolution submitted to the Congress, the Tuyen Quang Provincial Party Committee determined the goal of becoming a fairly developed province in the Northern midland and mountainous region by 2030, with a Gross Regional Domestic Product (GRDP) of 170,000 billion VND, an average income per capita of 95 million VND/year, the proportion of digital economy reaching 20% of GRDP, attracting 6 million tourists and budget revenue reaching 12,000 billion VND.

In addition, Tuyen Quang sets a target of total social investment capital reaching 75,000 billion VND, average labor productivity reaching over 213 million VND/worker, the rate of trained workers reaching 72%, of which 30% of workers have degrees and certificates. The poverty rate decreases by an average of 3-4%/year.

To achieve these goals, first of all, Tuyen Quang province focuses on developing infrastructure systems, especially strategic transport infrastructure.

Provincial Party Secretary Hau A Lenh emphasized: Tuyen Quang is determined to complete the expressway system connecting Phu Tho-Tuyen Quang Thanh Thuy International Border Gate with a length of 165km. This is a vital axis ensuring smooth connection with Hanoi and the northern mountainous provinces, opening up new development space.

Along with the expressway, the province is upgrading and expanding national highways, provincial roads, urban infrastructure and digital infrastructure, creating a solid foundation for rapid and sustainable development. Along with infrastructure, the province also pays special attention to developing high-quality human resources.

Tuyen Quang focuses on training and fostering cadres to serve key sectors such as tourism, industry, health, and education; at the same time, improving labor quality to meet the requirements of industrial parks and economic zones, creating stable jobs and increasing income for people.

Party building and the political system are always considered the key foundation. Provincial Party Secretary Hau A Lenh said that the province will link Party cell activities with digital transformation, administrative reform in the Party, improve leadership capacity, and ensure that each cadre and Party member is truly exemplary, dedicated, and devoted to the people.

Mr. Duong Ngoc Duc, Secretary of Lung Cu Commune Party Committee, affirmed that local Party committees and authorities are always aware of their responsibilities in implementing resolutions.

In the mountainous commune at the northernmost point of the country, although conditions are still difficult, with clear policies and appropriately allocated resources, people's lives will increasingly improve.

In the economic development orientation for the period 2025-2030, Tuyen Quang focuses on promoting digital economy, green economy, circular economy; maximizing the potential of forests, hydropower, minerals, tourism and border gate economy; at the same time opening up a new growth model based on science-technology, innovation and international integration.

Tuyen Quang will focus on regional connectivity, developing processing industry, increasing the value of agricultural products, and at the same time making tourism a key economic sector, associated with preserving culture and historical heritage.

New faith on the journey to 2030

A new highlight of the 1st Congress, term 2025-2030, Tuyen Quang Provincial Party Committee simultaneously built resolutions and action programs, covering all areas of economy, culture-society, national defense-security, foreign affairs, and Party building.

Each program has clearly defined objectives, outputs, completion time and implementation resources. This helps the province to be more proactive in planning and timing, dedicating the next 4 years to implementing, checking, monitoring, ensuring the resolution is soon put into practice.

The miracles achieved during the past term: From eliminating tens of thousands of temporary houses, opening highways, to improving people's quality of life... are the solid foundation for Tuyen Quang to confidently step into the future.

In the joy of the great festival, the whole province is moving towards a common goal: Building Tuyen Quang to develop rapidly and sustainably, becoming a fairly well-rounded province, worthy of the position of the Capital of the Liberated Zone, the heroic Capital of Resistance./.
