Deputy Prime Minister Nguyen Chi Dung: Resolutely speed up the progress of APEC 2027 projects

The Deputy Prime Minister directed to thoroughly resolve difficulties to speed up the progress of projects and infrastructure works for the APEC 2027 Conference; required to do it correctly and sufficiently, but quickly, closely following instructions and ensuring progress.

On the afternoon of September 23, Deputy Prime Minister Nguyen Chi Dung and his delegation inspected and worked with An Giang province on the implementation of infrastructure projects serving the 2027 APEC Summit in Phu Quoc Special Zone.

An Giang Provincial Party Secretary Nguyen Tien Hai and leaders of relevant departments, branches, units, investors and leaders of Phu Quoc Special Zone received and worked with the delegation.

The Deputy Prime Minister and the working delegation inspected the construction sites of key projects and works such as: Phu Quoc International Airport, APEC Conference Center, Duong Dong 2 Lake and Cua Can Lake.

Working with leaders of An Giang province and investors, the Deputy Prime Minister directed to thoroughly resolve difficulties to speed up the progress of projects and infrastructure works serving the APEC 2027 Conference.

This is a particularly important political task; the province needs to be proactive and focus on implementing assigned tasks according to authority and regulations. The requirement is to do it correctly and sufficiently, but must do it quickly and closely follow the instructions to ensure overall progress, not to rely on or delay due to small problems; if encountering technical difficulties, it is necessary to immediately ask the ministries and branches for guidance.

The Deputy Prime Minister emphasized that the Party and State have issued mechanisms and policies; therefore, it is necessary to make the most of these mechanisms in implementing tasks.

Resolving the problems of mechanism and finance, the Deputy Prime Minister made decisions for a number of major projects.

Specifically, the APEC Avenue was divided into two independent component projects, including: Project 1 (1.6 km), invested entirely by the state budget (of which the central government supports 70%, the local government 30%); Project 2 (1.4 km) with the mechanism and support level of 70% as agreed. The unified metro project still maintains the old mechanism of 70% support.

For the Phu Quoc International Airport project, relevant ministries, agencies and units need to quickly complete procedures to ensure the transfer of infrastructure assets to investors. The handover time is before October 1, 2025 to ensure the airport expansion progress.

At the same time, urgently complete the asset valuation to agree on the payment level; the transfer must be "in original condition" and include all equipment, both human and material.

Investors must be responsible for carrying out procedures according to legal regulations to take over and operate Phu Quoc airport, ensuring normal business and flight safety.

Regarding the problems in site clearance and resettlement for projects and works, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to urgently report to the Government and at the same time gather common issues of the whole country, including Phu Quoc, An Giang province to advise on mechanisms and policies or issue a Resolution to handle this issue.

To overcome the remaining problems, the Deputy Prime Minister requested the province to quickly find investors for the remaining projects, including: wastewater projects, clean water projects and centers.

Ministries and branches must closely follow and review assigned tasks, closely coordinate with the province to guide and handle. The province must proactively coordinate with branches when problems arise to avoid delays.

The Deputy Prime Minister acknowledged the province's proposal to invest in coastal roads on Phu Quoc Island using the budget.

The province needs to recalculate the local balance, mobilization capacity, investment capacity in the 2026-2030 period and the ability to call for socialization. Then, work with the Ministry of Finance to consider the possibility of support. The Ministry of Finance will report to the Prime Minister to consider and decide on this issue.

Reported at the working session, among 21 projects and infrastructure works serving APEC 2027, up to now, the province has selected investors for 7 non-budget projects, approved and selected contractors for 8 public investment projects.

Among them, 5 projects have achieved and exceeded the set progress, including: Phu Quoc International Airport expansion investment project, Bai Dat Do Urban Area project, Nui Ong Quan Urban Area project, An Thoi underground infrastructure construction project, Duong Dong underground infrastructure construction project.

For 2 wastewater treatment plant projects that are selecting investors; urban metro line phase 1, APEC Conference Center, Duong Dong 2 Water Plant and approval of remaining public investment projects to be completed before October 10, 2025.

The implementation of projects and works in preparation for the APEC 2027 Conference encountered a number of difficulties and problems related to: Project investment procedures, land acquisition, site clearance, resettlement, procedures for selecting PPP investors, licensing of mineral exploitation for construction materials and prices of wastewater treatment services.../.
