On the afternoon of September 22, continuing the 49th Session, the National Assembly Standing Committee gave opinions on reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee.
Presenting the review report, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung said that the Committee on Law and Justice and the National Assembly's agencies basically agreed with the Report of the Government, the Supreme People's Court , and the Supreme People's Procuracy.
In 2025, despite facing many difficulties and challenges, under the centralized and unified leadership of the Party, the determination, consensus and responsibility of the entire political system, the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies have completed an exceptionally large amount of work related to legislative work and law-making in a very short period of time, promptly institutionalizing the Party's policies and guidelines, creating a synchronous legal corridor, meeting the requirements of national development in the new era.

Basically agree with the tasks, solutions and recommendations stated in the Report of the Government, the Supreme People's Court, the Supreme People's Procuracy, the National Assembly's Committee on Law and Justice and the National Assembly's agencies, requesting the Government, the Supreme People's Court, the Supreme People's Procuracy, ministries, branches and localities to continue to make efforts, urgently, promote maximum responsibility, focus on researching and applying synchronous and creative solutions to further improve the quality and effectiveness of law-making and enforcement work.
Among them is ensuring the progress and quality of promulgating documents detailing laws, ordinances and resolutions approved by the National Assembly and the National Assembly Standing Committee so that these policies can soon come into life and promptly meet the requirements of national development in the new era.
Specifically, the National Assembly Standing Committee continues to pay attention to and direct the development of the Project on Legislative Orientation for the 16th National Assembly term to be submitted to competent authorities for decision in order to promptly institutionalize the Resolution and documents of the 14th National Congress of the Party, continue to concretize the Party's policies and guidelines, and perfect the legal system to meet the requirements of national development in the new era. The Nationalities Council and the National Assembly Committees closely coordinate with relevant agencies and organizations in the process of developing draft laws, ordinances, and resolutions; strengthen the supervision of law enforcement; and focus on improving the quality of supervision of legal documents.
The National Assembly's Committee on Law and Justice and the National Assembly's agencies recommend that the Government, the Prime Minister, ministries, branches and localities focus on: Thoroughly overcoming the existing problems and limitations identified in the past in the work of building and organizing law enforcement, especially the situation of overlapping, conflicting laws, lack of feasibility, lack of stability, having to be amended and supplemented in a short time, many times; minimizing the situation of proposing to add to the Legislative Program close to the time of organizing the National Assembly session, the National Assembly Standing Committee session; limiting the submission of draft laws and resolutions to the National Assembly according to shortened procedures; focusing on thoroughly handling the situation of slowness and debt in issuing detailed regulations; legal documents with contradictory, overlapping and illegal content discovered through inspection and review work.
At the same time, supplement the assessment and results of the implementation of Regulation No. 178-QD/TW; supplement reports on contents related to the consideration and issuance of documents to resolve or authorize the issuance of documents to resolve arising issues under the authority of the National Assembly when arranging the state apparatus, building a 2-level local government, promoting decentralization and delegation of power according to the provisions of Resolution No. 190/2025/QH15 of the National Assembly, the Law on Organization of the Government and the Law on Organization of Local Government.
The Supreme People's Court and the Supreme People's Procuracy focus on researching and proposing amendments and supplements to procedural laws, promptly institutionalizing the Party's guidelines and policies, and promptly issuing detailed regulations within their authority.

Appreciating the reports of the agencies as well as the review opinions of the National Assembly's Committee on Law and Justice, speaking at the meeting, National Assembly Chairman Tran Thanh Man suggested that the reports should include an assessment of the implementation results of Regulation No. 178-QD/TW of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work; consider issuing documents to resolve and authorize the issuance of documents to resolve issues arising under the authority of the National Assembly when rearranging the apparatus and building two-level local governments in the past time.
Evaluating the reports that frankly pointed out the shortcomings and limitations, National Assembly Chairman Tran Thanh Man suggested that it is necessary to pay more attention to clarifying the causes and responsibilities of competent authorities for the shortcomings and limitations that have been pointed out.
The National Assembly Chairman noted that the volume of legal documents, including detailed legal documents and implementation instructions in the coming time, is especially large, and it is necessary to continue to innovate thinking in law-making to complete the large volume of work.
At the same time, it is necessary to implement a two-level local government model; strengthen decentralization and delegation of power; continue to apply science, technology, innovation, and digital transformation in agencies to ensure quality and save time and human resources.
The National Assembly Chairman requested to urgently review and promptly issue documents, handle difficult and complicated legal issues, and complete the amendment and supplementation of legal documents by the deadline of March 1, 2027 as required by the Law on Organization of Local Government and related laws and resolutions.
In addition, the Government, the Supreme People's Court, the Supreme People's Procuracy, ministries, branches and localities need to urgently and responsibly further improve the quality and effectiveness of law-making and enforcement work in accordance with the spirit of Resolution No. 66-NQ/TW of the Politburo and Resolution No. 197/2025/QH15 of the National Assembly to improve quality, while also ensuring the progress of promulgating legal documents.
The Nationalities Council and the National Assembly Committees continue to closely coordinate with relevant agencies and organizations in the process of drafting laws, ordinances and resolutions; strengthen supervision of law enforcement; focus on improving the quality of supervision of legal documents./.
