On the afternoon of September 22, at the Government Headquarters, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a meeting with leaders of a number of ministries and functional branches on the development of draft Decrees guiding Resolution No. 222/2025/QH15 of the National Assembly on the International Financial Center in Vietnam.

Concluding the meeting, the Deputy Prime Minister highly appreciated the ministries and functional branches for proactively implementing the Government's action plan, the Politburo 's conclusion, and the National Assembly's Resolution on the international financial center in Vietnam. However, compared to the plan, some contents are still slow, so the ministries need to speed up the progress. Regarding the drafts, the ministries have basically completed them, but there are still many contents that need to be adjusted. The Deputy Prime Minister requested that they be completed and thoroughly implemented the Politburo's directive to build an open legal corridor, with outstanding and predictable preferential policies, in line with international practices, creating favorable conditions for investors...

Ministries, departments and branches in charge of drafting the drafts shall take into account maximum comments, complete the draft documents, and send them to the Government Office for appraisal, including asking for opinions from Deputy Prime Ministers in charge of the fields in accordance with regulations, ensuring the quality of the drafts. After that, propose that the Government will hold a meeting for Government members to contribute comments and agree on the content before signing and promulgating; determined to sign and promulgate these Decrees in the first half of October 2025.

* On the same morning, Permanent Deputy Prime Minister Nguyen Hoa Binh, Head of the Steering Committee on resolving difficulties and problems of backlogged projects (Steering Committee 751) chaired a meeting of the Steering Committee with leaders of Party committees, agencies, and units to evaluate the results of task implementation in the past time and direct key tasks in the coming time, especially in completing the draft report to the Politburo.

Concluding the meeting, the Deputy Prime Minister emphasized that in recent times, the Government has implemented the Central Committee's conclusions, focusing on removing difficulties for many projects according to Conclusion No. 77-KL/TW of the Politburo, Resolution No. 170/2024/QH15 of the National Assembly on removing difficulties for projects; stating that this meeting aims to inform Party committees, agencies and units to have full information on this issue to advise the Politburo to decide on a very important policy. This is a very important task before reporting to the Politburo...

The Deputy Prime Minister requested the standing body of the Steering Committee to absorb the opinions of the agencies, complete the report to the Politburo; he believes that with a solid, scientific, very cautious approach, with back-and-forth exchanges, listening to the opinions of the agencies, the business community, and the people's recommendations, this policy will be successfully implemented, bringing resources of millions of billions of VND into the economy from now until the beginning of next year...

* On the morning of September 22, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to a report on the draft Decree guiding land and environmental policies in the International Financial Center in Vietnam.

Concluding the meeting, the Deputy Prime Minister emphasized that, up to this point, the two implementing localities, Ho Chi Minh City and Da Nang, have agreed that there are only a few technical points that need to be revised, so the decree can be issued after being accepted and finalized. Regarding the scope of regulation, the Deputy Prime Minister noted that some contents related to investment procedures related to the Investment Law need to be included in the amended content when amending the law, such as the auction, bidding, and investor selection processes. Therefore, the Deputy Prime Minister assigned the Ministry of Finance to accept and coordinate with ministries and branches to include them in appropriate documents. Issues in the financial sector will be included in the decree that the Ministry of Finance is in charge of drafting.

Agreeing with the opinion of the Ministry of Justice on the unique and outstanding mechanism of the international financial center, the Deputy Prime Minister said that if only referring to current laws, it will lose its uniqueness, so the Ministry of Agriculture and Environment needs to conduct more research to propose a superior mechanism. Regarding construction management policies, the Deputy Prime Minister assigned the Ministry of Construction to directly develop and propose regulations allowing investors to prepare economic-technical reports or design-technical-construction reports instead of having to go through many levels such as pre-feasibility and feasibility studies, in order to reduce procedures and comply with international practices. Regarding regulations on mortgaging land use rights at foreign banks, the Deputy Prime Minister requested compliance with current laws on land use rights and assets attached to land, etc.

* On the morning of September 22, in Hanoi, the Vietnam Paralympic Committee held a ceremony to celebrate its 30th anniversary (1995-2025). Deputy Prime Minister Mai Van Chinh attended. Also attending were representatives of ministries, departments, branches, central and local agencies, embassies, international organizations in Hanoi, and many coaches and athletes with disabilities from many generations.

Over the past 30 years, Vietnamese disabled sports have gone through a journey full of effort and pride. Speaking at the ceremony, the Deputy Prime Minister affirmed: “Disabled sports have brought glorious achievements in the international arena, and at the same time are the fire that warms the faith, fosters the will, and awakens the spiritual strength of millions of people. Disability is not a barrier, but can become the starting point of extraordinary journeys.”

In order for disabled sports to make further and stronger strides in the new period, the Deputy Prime Minister has clearly outlined a number of key orientations and tasks. It is necessary to strengthen the leadership of the Party and the State, and the synchronous coordination of all levels and sectors in implementing the strategy for developing physical education and sports associated with the work of disabled people. Continue to improve mechanisms and policies to ensure equality, fairness and timeliness in the treatment and reward regime, creating motivation for coaches and athletes to confidently contribute.

At the ceremony, many outstanding groups and individuals were awarded Certificates of Merit by the Ministry of Culture, Sports and Tourism. The Organizing Committee expressed gratitude to international organizations, businesses and sponsors who have accompanied and contributed to lighting up dreams and opening the door to integration for Vietnamese people with disabilities.
