During the 2020 - 2025 term, despite many difficulties and challenges, with the spirit of solidarity and high unity of the entire political system, cadres, party members and people of Tuyen Quang and Ha Giang provinces, they have achieved important results, with many outstanding marks; basically completing the goals set out in the resolutions of the Party Congresses of the two provinces. The leadership capacity and fighting strength of Party committees and organizations have been enhanced; the effectiveness and efficiency of state management in all fields have been enhanced; the strength of the great solidarity bloc of ethnic groups has been promoted. The policies and orientations for national development in the new era have been implemented synchronously and effectively. The implementation of breakthroughs, key tasks and key solutions set out by the Party Congresses of the two provinces has received focused leadership and direction.
In particular, the revolution in the organization and apparatus arrangement of the political system towards streamlining, compactness, strength, efficiency, effectiveness, and efficiency in the spirit and direction of the Central Government has been focused on and implemented synchronously and drastically by the entire political system. The focus is on completing the merger of administrative units of Tuyen Quang province and Ha Giang province; merging and reducing 206 commune-level administrative units, ending the operation of 18 district-level administrative units and party delegations, party executive committees, and establishing 2 new provincial-level party committees. Adhering to the regulations and instructions of the Central Government, Tuyen Quang will implement the 2-level local government model from July 1, 2025, ensuring that agencies, units, organizations, cadres, civil servants and public employees operate continuously and smoothly, without interruption of work, leaving vacant tasks, areas, fields and affecting the normal activities of agencies, units, organizations and society, people before, during and after the arrangement.
The economy continues to grow and has many improvements. For Tuyen Quang province: The average 5-year gross regional domestic product (GRDP) is 8.01%; the economic scale in 2025 is estimated at 55,162 billion VND, an increase of 1.6 times compared to 2020; the average gross regional domestic product per capita in 2025 is estimated at 66.68 million VND/year, an increase of 23.16 million VND compared to 2020. For Ha Giang province: The average annual gross regional domestic product (GRDP) is 5.9%; the economic scale in 2025 is estimated at 40,950 billion VND, an increase of 1.58 times compared to 2020; the average gross regional domestic product per capita in 2025 is estimated at 45.0 million VND/year, an increase of 15.2 million VND compared to 2020.
The potential and advantages of agricultural, forestry and tourism development have been promoted. In particular, agricultural, forestry and fishery production has had many positive changes in the direction of specialization, gradually linked to market demand. The average growth rate of agricultural, forestry and fishery production value over the past 5 years has increased quite well; food security has been ensured. The two provinces have effectively promoted the potential and advantages of the locality to develop and improve the quality and brand of some key and typical products (Shan Tuyet tea, high-quality specialty rice, oranges, grapefruits, etc.). The forestry economy has developed quite rapidly and steadily; the forest cover rate has been maintained at over 60%; the planted forest area, exploitation output and sustainable forest management certification (FSC) have been high, of which Tuyen Quang province has reached 89,031 hectares of planted forest (leading the country). New rural construction in the two provinces has achieved many important results, contributing to changing the face of rural areas and improving people's lives.
Tourism has gradually become an important economic sector of the two provinces. Tourism development is closely linked with the preservation and promotion of natural resource values, cultural heritage, history and cultural identity of ethnic groups. Tuyen Quang province has potential with more than 650 historical, revolutionary, cultural and scenic relics, of which 182 have been ranked nationally. The locality is considered a "revolutionary museum" of the whole country, the Tan Trao special national historical relic site is considered a "red address" on the journey back to the source. Meanwhile, Ha Giang with its majestic natural landscape is a tourist highlight for the land at the head of the Fatherland, combined with the uniqueness of the culture of indigenous peoples, creating the province's strength in experiential tourism, attracting a large number of international visitors. Tuyen Quang and Ha Giang are home to many ethnic minorities with rich and diverse cultural identities. Traditional festivals of ethnic groups and cultural tourism festivals, such as Phong Luu Khau Vai market festival, Khen Mong, Tam Giac Mach flower festival and Thanh Tuyen festival... have become unique and special tourism products. Ha Giang maintains and promotes the value of the title of member of the UNESCO Global Geopark Network of Dong Van Karst Plateau. Tuyen Quang tourism has been honored at the Asian tourism awards with the titles of Asia's leading emerging destination (2023), Asia's leading cultural destination (2024).
The merger of Tuyen Quang and Ha Giang provinces has helped to position a common tourism brand for the new Tuyen Quang province, not only a geographical connection but also a blend of resources, culture and development strategy, to create a tourist destination with great appeal in the region and on the tourism map of Vietnam.
Along with economic development, the cultural, social and human fields are concerned, cared for and invested in development. National defense is strengthened, security, social order and safety are maintained. Some potential issues of national security and religious security are focused on and directed by Party committees at all levels, resolutely and effectively handled; foreign affairs activities are promoted. Social security policies are fully and promptly implemented; poverty reduction work and policies for people with meritorious services are actively deployed. The material and spiritual life of the people is improved.
During the 2020 - 2025 term, resources for development investment were mobilized and used effectively. Decentralization and delegation of authority were promoted, investment capital was concentrated on key projects and works with high spillover, regional and inter-regional connectivity, fundamentally overcoming the situation of scattered and scattered investment. The breakthrough in infrastructure development, especially transport infrastructure of the two provinces, achieved important results, gradually removing "bottlenecks" in infrastructure, creating growth momentum, promoting socio-economic development. The putting into operation of the Tuyen Quang - Phu Tho expressway is an important milestone, shortening the distance between Tuyen Quang province and Hanoi capital and neighboring provinces, creating new development momentum. The infrastructure system of national highways, inter-commune roads, schools, medical stations, cultural houses, and markets was invested synchronously, creating new growth momentum, promoting regional connectivity and opening the door to trade and attracting investment.
In the context of many difficulties, the implementation of large-scale projects is an outstanding result of Tuyen Quang and Ha Giang provinces, affirming the correctness, timeliness, flexibility and creativity in the policies and decisions of the Party committees at all levels. The results achieved in the past term are of special importance, creating a premise for the new Tuyen Quang province to develop more quickly and sustainably, confidently and proudly walking with the whole country in a new era, an era of prosperity, civilization and happiness.
In addition to the achievements, Tuyen Quang province has to face many difficulties and challenges. The expansion of development space has increased the similarity between localities to promote unique potentials and advantages, but the intra-regional development is not uniform, there is still a lack of synchronization in infrastructure, the poverty rate is still high. The scale of production is still small, fragmented, lacking connectivity and has not fully exploited the advantages of each region. The quality of economic growth is not sustainable. The application of science, technology, innovation and digital transformation in industries and fields has not met requirements. Investment resources are still scattered, not really focused on models that can be replicated. Resources for tourism are not commensurate, the quality of tourism products and services, the restoration and promotion of cultural heritage values still have many shortcomings, especially for historical and revolutionary relics.
The effectiveness and efficiency of state management in some areas and fields are not good. The leadership, direction and management of some Party committees, authorities, agencies and units, especially the heads, are not proactive, close-minded, creative and flexible. Some leaders and managers still push, avoid, and do not fully and resolutely carry out assigned responsibilities and tasks. Although the grassroots cadre team has been supplemented, the structure is not reasonable and professional qualifications are limited. Foreign affairs activities associated with investment promotion and economic cooperation are not commensurate with the potential...
With a particularly important position in terms of national defense, security and foreign affairs, being a locality close to the extremely potential market of the world's second largest economy, China, Tuyen Quang province is facing a historic opportunity to promote the potential, unique advantages, and similarities of Tuyen Quang and Ha Giang provinces in the past to promote economic restructuring, optimize resources, and create a new development breakthrough. After the merger, Tuyen Quang province has a large administrative area, with an area of nearly 14,000 km 2 , a population of more than 2 million people, a terrain stretching from the midlands to the highlands, and a border with Yunnan and Guangxi provinces (China). This is a condition for Tuyen Quang to maximize the potential and advantages of localities in terms of natural conditions and human resources in socio-economic development. At the same time, it is necessary to rationally arrange labor resources, shift economic structure, strengthen state management, and ensure national defense and security.
Entering the 2025 - 2030 term, Tuyen Quang province sets out the following goals: Maintaining solidarity and unity; building a clean and strong Party and political system; firmly protecting national sovereignty and borders; promoting potential, advantages, resources, driving forces and new development space for rapid and sustainable development; ensuring social security, improving and comprehensively enhancing people's lives; striving to become a fairly developed, comprehensive, sustainable province with high average income by 2030 and striving to become a developed, high-income province by 2045; self-reliant and confident in the new era, prosperous and happy development.
To achieve the above goals, Tuyen Quang province has identified three breakthroughs: (1) Strong institutional breakthroughs, focusing on building institutions to promote economic development; improving the governance capacity of local governments at two levels; promoting the development of science, technology, innovation and digital transformation. (2) Continuing to make breakthroughs in socio-economic development planning, sector and field planning; building socio-economic infrastructure, especially transport infrastructure, technological infrastructure, urban infrastructure, industrial park and cluster infrastructure. (3) Comprehensively developing human resources, especially high-quality, highly qualified human resources; building a team of leaders and managers at all levels to meet development requirements. Improving the quality of education, health care, and sustainable poverty reduction. At the same time, focusing on implementing a number of solutions:
One is to maximize potential and advantages, mobilize all resources, and promote economic development.
Along with organizing development space suitable for the new administrative unit, the 2-level local government model, Tuyen Quang focuses on directing the organization of establishment and implementation of adjustments to the Tuyen Quang Provincial Planning and plans and development plans for sectors and fields associated with economic development towards green growth, preserving identity and sustainability. The province identifies 5 development pillars as: (i) Transport infrastructure; (ii) Identity tourism with a variety of high-quality services, building the Tuyen Quang tourism brand as a safe, attractive, unique and sustainable destination; (iii) Branded agricultural and specialty chains; (iv) Border gate economy, border trade; (v) Strengthening cooperation and linkage in economic development with the provinces in the Northern midlands and mountainous region, the Red River Delta, with Yunnan and Guangxi provinces, China.
Continue to mobilize and integrate resources, speed up construction progress, and soon complete and put into use important works and projects of the province, focusing on: Tuyen Quang - Ha Giang Expressway (phase 1); focus on completing phase 2 of Tuyen Quang - Ha Giang Expressway to Thanh Thuy international border gate; promote investment in the route connecting Hanoi - Lao Cai Expressway with Ha Giang (CT.12) and key works and projects, inter-regional connections, breakthroughs, wide scope of influence on the economy and society.
Exploiting potentials and advantages, developing tourism into an important economic sector of the province. Building and developing a tourism brand in a professional, quality, and effective direction, imbued with the traditional cultural identity of Tuyen Quang people, becoming a safe, attractive, unique destination, a leading regional cultural destination in Asia. Building Tan Trao National Special Monument, Dong Van Karst Plateau Global Geopark and Na Hang - Lam Binh Nature Reserve National Special Scenic Area into national tourist areas; Lung Cu Flagpole as a unique tourism product to conquer the destination of the Fatherland's headland; Ma Pi Leng and Nho Que River to become centers of eco-tourism, community tourism, discovery tourism, and experience with high brand and competitiveness. Closely linking tourism development with the conservation and promotion of natural resource values, cultural heritage, history and cultural identity of ethnic groups.
Promote industrial development, focusing on processing, manufacturing and energy industries in the direction of circular economy, green growth and environmental friendliness. Strongly shift the rural economic structure towards green, ecological, circular, and value chain. At the same time, promote administrative reform, improve the investment and business environment, create favorable conditions for economic sectors to develop. Promote science, technology, innovation, digital transformation, and green transformation in the private economy according to Resolution No. 68-NQ/TW, dated May 4, 2025, of the Politburo.
Second, improve the quality of cultural and social work; build human resources. Tuyen Quang people meet the requirements of comprehensive and sustainable development.
To develop Tuyen Quang rapidly and sustainably, contributing worthily to the common cause of the country in the new era, the Provincial Party Committee focuses on comprehensively developing Tuyen Quang people in terms of ethics, personality, intelligence, physical strength, aesthetics, creativity, life skills and professional skills; improving the capacity to adapt and integrate in the context of digital transformation and knowledge economy. Strongly arousing the spirit of patriotism, autonomy, self-reliance, self-strengthening; pride and confidence; promoting revolutionary traditions, fostering the aspiration to build a prosperous, civilized and happy country of Tuyen Quang people.
Effectively implement Resolution No. 71-NQ/TW, dated August 22, 2025, of the Politburo, on breakthroughs in education and training development; National target program on modernization, improving the quality of education and training in the province. In particular, strive to complete specific goals, such as universalizing preschool education for children from 3 to 5 years old; paying attention to nutrition care for preschool children and primary school students in ethnic minority and mountainous areas, border areas; prioritizing the construction of primary and secondary boarding schools in border communes. Build Tan Trao University to meet university education standards, become a center for training high-quality human resources, scientific research, and technology transfer of the province and the region; Tuyen Quang Technical and Technology Vocational College to become a high-quality technical vocational training facility of the province.
Improve the quality of health care and protection for the people, build green - clean - beautiful, safe and civilized medical facilities, aiming to provide comprehensive care for patients. Implement well policies to ensure progress, social justice, rapid and sustainable poverty reduction, contributing to the successful implementation of the country's goal of basically no poor households by 2030.
Third, promote the development and application of science and technology, promote innovation and digital transformation.
Continue to seriously implement the guiding viewpoints, goals, tasks and solutions in Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo, on breakthroughs in science and technology development, innovation and national digital transformation. Allocate and use resources reasonably and effectively, identifying this as both a goal and an important driving force for the province to develop faster and more sustainably in the coming period.
Focus on building and perfecting mechanisms and policies to create a favorable environment for research, development, application and transfer of science, technology, and innovation, suitable to local conditions. Promote the application of science and technology to increase labor productivity, improve productivity and quality of products, crops, and livestock suitable to the province's conditions. Focus on developing human resources in science, technology, and digital technology, especially for grassroots cadres, civil servants, public employees, small and medium enterprises, and ethnic minorities. Prioritize state budget allocation for research programs, technological innovation, development of typical products and technological products to serve the goal of rapid, sustainable and comprehensive development.
Fourth, effectively manage and use resources, protect the environment, and proactively adapt to climate change.
Synchronously and effectively implement mechanisms, policies and plans on management, use of resources, environmental protection, nature conservation and biodiversity; proactively adapt to climate change. Continue to implement the National Disaster Prevention and Control Program in the province; zoning risks for each type of disaster in the area and identifying priority areas for prevention and control of each type of disaster. Pay attention to developing a master plan, stably arranging people out of flash flood and landslide risk areas. Strengthen forecasting, grasp weather developments, check safety conditions for hydropower projects; dam safety, downstream areas of dams; prepare disaster prevention and control plans.
Fifth, strengthen national defense and security; improve the effectiveness of foreign affairs activities.
As a mountainous and border province, Tuyen Quang pays special attention to ensuring national defense, border and domestic security, firmly protecting national territorial sovereignty, effectively resolving ethnic and religious issues in the area. Promote and further improve comprehensive, effective and substantive economic diplomacy on the basis of potential, strengths, focus and priority development of breakthroughs and key tasks of the province to increase the attraction of resources to serve the sustainable development of the locality.
Sixth, build a strong government that operates effectively and efficiently; improve the quality of judicial work.
Effectively implement the two-level local government organization model, ensure smooth, effective and efficient operation, serve the people and businesses, and meet the requirements of tasks in the new situation. Promote decentralization, authorization, coordination, inspection and supervision; promote the proactive, creative and self-responsible role of localities, agencies and units; develop and implement mechanisms and regulations on autonomy and self-responsibility according to the motto: "locality decides, locality does, locality is responsible". Continue to perfect the functions, tasks, powers, organizational apparatus, payroll, and working relationships between government levels. Build a team of cadres, civil servants and public employees with appropriate structure and quantity, meeting standards, qualities, capacity, and being truly professional and honest. At the same time, effectively implement Resolution No. 66-NQ/TW, dated April 30, 2025, of the Politburo, on innovation in law-making and enforcement in the province.
Seventh, continue to innovate the content and methods of operation of the Fatherland Front and socio-political organizations, and strengthen the strength of great national unity.
Continue to innovate the content and methods of operation, promote the core political role of the Vietnam Fatherland Front and socio-political organizations, social organizations, and socio-professional organizations in promoting people's mastery, gathering and promoting all resources, people's creativity and the strength of great national unity in carrying out the political tasks of the province.
Perform well the functions of social supervision and criticism; participate in Party and government building; promote the role of prestigious people among ethnic minorities and religious organizations. Promote the restructuring of the internal apparatus of agencies and units towards streamlining, reducing direct contacts, reducing intermediate levels and the number of deputies, ensuring smooth and effective operation.
Strengthening the consolidation and building of grassroots party organizations and improving the quality of party members. Strongly innovating the work of cadres. Continuing to innovate and improve the quality and effectiveness of the Party's inspection, supervision and discipline work, shifting from "passive" to "proactive". Resolutely and persistently fighting, preventing and repelling corruption, waste and negativity. Improving the fighting spirit of party committees and organizations at all levels, promoting the exemplary, resolute, and consistent actions of leaders. Innovating the leadership methods of party committees and organizations at all levels, especially the development and promulgation of Party policies and resolutions to ensure practicality, brevity, feasibility and action-oriented implementation.
The important results achieved in the 2020 - 2025 term have demonstrated the high political determination and aspirations of the Party Committee and people of all ethnic groups in Tuyen Quang province in the new era of development of the country. With the tradition of the revolutionary homeland, with the right direction and strong aspirations for development, Tuyen Quang province is determined to break through, establish new development achievements, successfully implement the goals and tasks set out in the Resolution of the Congress, worthy of being the revolutionary homeland, the Capital of the liberated zone, the Capital of the resistance./.
