1- Organizing a scientific apparatus contributes to ensuring harmonious development, synchronous operation, and organic connection between organizations; thereby, contributing to improving the quality, effectiveness, and efficiency of organizations in the political system. Innovation in the organization of the political system must be associated with improving the quality of the staff, meeting the requirements of the new situation. Our Party and President Ho Chi Minh have pointed out: Cadres are the root of all work, the decisive factor in the success or failure of the revolution; cadre work is a "very important" issue, "the key of the key". Building a cadre team with sufficient qualities and capacity is an urgent task today to bring the country into a new era, the era of national development.

Strategic-level cadres hold key positions, have a decisive role in deciding and solving strategic issues of the Party, State, nation, and people; and have a great influence on all stages of the Party's cadre work. In the revolution of streamlining the organizational apparatus of the political system, the leading role of strategic-level cadres is especially important.

Under the leadership of the Central Executive Committee, the Politburo, the Secretariat, and directly by General Secretary To Lam, the innovation process continues to take place strongly and drastically. One of the focuses of the innovation process is streamlining the organizational apparatus. The General Secretary has thoroughly grasped: "Absolutely not allowing excuses, replacing or loosening the leadership of the Party", implementing revolutionary changes towards a "lean, compact, strong, effective, efficient, and effective" political system. The revolution in streamlining the organizational apparatus of the political system contributes to improving the leadership and governing capacity of the Party, the management effectiveness of the State, the operational efficiency of the Vietnam Fatherland Front and socio-political organizations...; minimizing waste and creating a dynamic apparatus that responds quickly to the development needs of society. Streamlining the organizational apparatus reflects a shift in leadership thinking, towards a more modern, transparent, and people- and business-friendly governance model. More importantly, reform helps minimize functional overlap, reduce unnecessary procedures, and focus on key issues. Optimizing the organizational structure will increase the responsiveness of the management system, promote transparency, and effectively prevent and combat corruption, negativity, and waste. Streamlining the organizational apparatus also creates conditions for transferring resources from ineffective areas to more effective areas, in more necessary areas, serving the country's development goals. Moreover, in the context of globalization and increasing competitive pressure, an effective, efficient, and effective organizational apparatus of the political system is a necessary factor to improve national competitiveness.

Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee, the streamlining of the organizational apparatus was seriously carried out, achieving important results. In his lecture at the Training course for cadres planning for members of the 14th Party Central Committee (October 31, 2024) at the Ho Chi Minh National Academy of Politics, General Secretary To Lam pointed out: “Currently, 70% of the budget is used to support the apparatus, while the work of arranging and perfecting the organization of the state administrative apparatus to be streamlined, operate effectively and efficiently, reduce focal points and intermediate levels is still inadequate, some parts are still cumbersome, overlapping between the legislative and executive branches, not really meeting the requirements of improving the effectiveness and efficiency of management. Some ministries and branches still take on the tasks of localities, leading to the existence of a mechanism of asking and giving, which easily gives rise to negativity and corruption. The work of streamlining the payroll associated with job positions, improving the quality and restructuring the team of cadres, civil servants and public employees is still lacking thoroughly. This is one of the reasons leading to hindering development, increasing administrative procedures, wasting time and effort of enterprises, citizens, missing the country's development opportunities" (1) .

General Secretary To Lam emphasized: “The new era, the era of the Vietnamese people's rise, is the era of development, the era of prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, on par with the great powers of the five continents. All people have a prosperous and happy life, have the opportunity to develop and get rich; contribute more and more to the peace, stability, development of the world, the happiness of humanity and global civilization. The destination of the rise era is a rich people, a strong country, a socialist society, on par with the great powers of the five continents. The top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income; strongly arouse the national spirit national spirit, self-reliance, self-confidence, self-reliance, national pride, aspiration to develop the country; closely combining national strength with the strength of the times. The time to start a new era is the 14th National Party Congress, from now on, all Vietnamese people, hundreds of millions of people as one, under the leadership of the Party, will unite, join forces, make the most of opportunities and advantages, push back risks and challenges, bring the country to comprehensive and strong development, breakthrough and take off" (2) . The new era of development, the era of national growth requires the organization of the political system to operate more effectively, efficiently and effectively. The General Secretary stated: Although the organization of the political system in our country has been innovated in some parts, it still basically follows the model designed decades ago, many issues are no longer suitable to new conditions, which is contrary to the law of development; creating a mentality of saying but not doing. More specifically, the organizational structure of the political system in our country is still cumbersome; the functions, tasks, and powers of organizations still overlap, leading to budget waste, causing inconvenience, unclear responsibilities, or encroachment, "making excuses and doing things on behalf of others".

A drastic change on a global scale can create a clear change compared to the current quality of operations of the entire political system. The revolution in streamlining the organizational apparatus aims to maximize the effectiveness and efficiency of the operations of agencies and organizations in the political system. When arranging the organizational apparatus, it is necessary to properly resolve the relationship between organizations in the political system, ensuring party nature and legality. The principle is to ensure the leadership and governing role of the Party and the management role of the State. Experience in building a comprehensive model of the political system from many countries shows the decisive role of political leaders as well as leading intellectuals. A successful political system model is the product of the combination of determination, vision, progressive thinking and intelligence of political leaders and elite intellectuals.

The Resolution of the 7th Central Conference of the 12th Party Congress “On focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks” was issued to meet the urgent requirements of the Party's cadre work. The Resolution affirmed: “Cadres are the decisive factor for the success or failure of the revolution; cadre work is the “key” link in the work of building the Party and the political system. Building a contingent of cadres, especially at the strategic level, is a top priority task, a crucial work of the Party, which must be carried out regularly, cautiously, scientifically, closely and effectively. Investing in building a contingent of cadres is investing in long-term, sustainable development” (3) .

2- The team of strategic-level cadres plays an important role in the revolution of streamlining the organizational apparatus, to organize the apparatus "Slim - Lean - Strong - Effective - Efficient - Effective", specifically:

Firstly, the team of strategic-level cadres directly builds, perfects and plays a decisive role in organizing and implementing policies and decisions on streamlining the organizational apparatus to be lean, effective and efficient.

Second, in relation to organizations (party committees, party organizations; collective leadership of central agencies, local agencies, the Vietnam Fatherland Front, socio-political organizations, specialized agencies, units in the armed forces, business leaders...), strategic-level cadres are the leaders of the organization; make decisions on perfecting and arranging the apparatus of the political system; are the ones directly affected, strictly comply with the arrangement, perfecting and improving the quality of the organization, and at the same time are "bright, typical examples" in implementing regulations on streamlining the apparatus.

Third, strategic-level cadres are leaders and managers of cadres and party members in agencies and units; are "bridges" between the Party, the State, the Vietnam Fatherland Front and socio-political organizations with the people; are people who directly do ideological work and mass mobilization work to contribute to creating consensus and effectively implementing the arrangement of the apparatus.

The guiding spirit of the Central Executive Committee, the Politburo, the Secretariat, and General Secretary To Lam is to continue to focus on building and streamlining the organizational apparatus of the Party, the National Assembly, the Government, the Vietnam Fatherland Front, and socio-political organizations to operate effectively and efficiently; streamlining the organizational apparatus and organizing the Party's agencies, truly being the intellectual core, the "general staff", the vanguard leading state agencies; cutting down unnecessary intermediaries, and arranging the organization in a multi-sectoral and multi-field direction. Promoting decentralization and delegation of power in the direction of "locality decides, locality does, locality takes responsibility" associated with strengthening inspection and supervision, clearly defining responsibilities between the Central and local levels, between local authorities, between leaders, managers and civil servants, public employees, and workers. Perfecting the inspection and supervision mechanism, ensuring unity in leadership and management, promoting proactiveness and creativity, and enhancing local autonomy and self-reliance.

To continue effectively implementing the revolution in streamlining the organizational apparatus, building a team of cadres, especially a team of strategic-level cadres to meet the requirements of the new situation, the following issues need attention:

Firstly, strongly innovate the work of recruiting, appointing and evaluating officials in a clear and substantial direction.

During the recruitment process, it is necessary to organize the examination form well. The examination must ensure objectivity and transparency. To attract talents and high-quality human resources, there must be a breakthrough mechanism and a new model suitable to the local and unit realities. Proactively appoint leaders and managers through competitive examinations according to the Central's guidance. Focus on and promptly build and supplement plans to meet the requirements and tasks in the new situation; build staff planning according to the "dynamic" and "open" principles, implemented from the bottom up; take the planning of Party Committee positions as the basis for planning leadership and management positions; lower-level planning as the basis for higher-level planning. Staff arrangement must be based on the functions and tasks of the agency, unit, work requirements, and in accordance with the capacity of the staff. Carry out rotation and mobilization to create conditions for cadres in the planning area to be trained in practice, thereby evaluating, selecting and arranging cadres reasonably and effectively.

Innovate the work of evaluating cadres in a consistent, continuous, multi-dimensional manner, according to criteria, by products, through surveys, publicizing results and comparing with equivalent positions. Standardize and digitize cadre records and resumes as a basis for innovating the work of grasping, evaluating and assessing personnel in the direction of focusing on the qualities, capacities, prestige and development prospects of cadres. It is necessary to specify and quantify regulations on political qualities, ethics, lifestyle; intellectual capacity, leadership and management capacity, professional capacity. When evaluating cadres, it is necessary to base on the achievements, merits, dedication, seniority of cadres for the organization, for the job, for the locality; based on health conditions, age, level of training of cadres; based on comments and assessments of local people, cadres, civil servants, public employees, and workers at the workplace on the qualities and capacities of leaders and managers. Combining comments and assessments of local people where cadres live with comments and assessments of cadres, civil servants, public employees, and workers where cadres work will help competent Party committees and organizations have a comprehensive and accurate view of cadres.

Second, build a strong enough and substantial enough mechanism to encourage and protect cadres who "have innovative thinking, dare to think, dare to do, dare to break through, and dare to take responsibility for the common interest".

Continue to build and perfect the system of regulations and rules on scientific, synchronous and unified personnel work. Build and perfect the legal system in conjunction with improving the effectiveness and efficiency of law enforcement and improving the quality of all stages in personnel work. Build an effective process of protecting cadres, both ensuring the leadership of the Party and encouraging cadres and party members to dare to think, dare to do, dare to make breakthroughs for the common good. Accordingly, it is necessary to implement lifelong learning, as the article of General Secretary To Lam suggests: “Only when we promote lifelong learning can we... create a team of brave cadres who correctly perceive objective laws, proactively think and master their thoughts, dare to speak up about issues arising from practice, from vivid life, from the demands of innovation and the legitimate demands and aspirations of the people; have determination, dare to take responsibility for the results of work, fields and sectors that they are in charge of, dare to admit mistakes, correct mistakes, and take responsibility before the people and the Party” (4) .

Building a mechanism to encourage and protect cadres must be closely linked to building the responsibility of Party committees, Party organizations, and leaders. Building a healthy working environment, paying attention to implementing policies well, creating conditions for cadres to strive and practice with peace of mind. Party committees, Party organizations, and heads of agencies and units must simplify the process for policies, reduce administrative procedures, and shorten waiting times to create an environment and maximum space for innovation while still ensuring compliance with regulations.

Third, resolutely screen and remove from work those who do not have sufficient qualities, capacity, and prestige.

Resolutely, regularly, comprehensively and synchronously deploy inspection, supervision and party discipline work to serve the implementation of political tasks, the work of building and rectifying a clean and strong Party. Focus on inspecting and supervising party organizations, leaders and key officials in places where violations are likely to occur, where there are many outstanding concerns and public concerns; promptly, resolutely, thoroughly, synchronously and strictly handle violating party organizations and party members. Closely combine active prevention with proactive detection, strict and timely handling of corruption, waste and negative acts. Focus on supervising the cultivation, training of ethics, lifestyle and setting examples of leaders, leaders, managers, officials, party members and civil servants in the political system. Perfect the mechanism to promote the role of the people in participating in Party building and building a clean and strong political system; Promote the supervisory role of the Vietnam Fatherland Front and socio-political organizations and listen to people's opinions to detect, inspect and supervise effectively. Tighten discipline, innovate working style and manners of Party committees, Party organizations, agencies, units and localities; strengthen discipline education, discipline enforcement and integrity in performing public duties. When evaluating, work results, satisfaction and trust of the people must be taken as important criteria to evaluate the quality of the organizational apparatus and the quality of cadres and Party members. Clearly stipulate the declaration, inspection and verification of income and assets of leaders and managers at all levels, ensuring publicity and transparency. Agencies with the authority to control assets and income in accordance with Party regulations and State laws must control the assets and income of cadres, civil servants and public employees, especially those with positions and powers; have appropriate measures to grasp and handle promptly.

These contents were expressed in the closing speech of the 12th Central Conference of the 13th tenure by General Secretary To Lam (5) .

Fourth, focus on training and fostering personnel planned for the Central Executive Committee, Party committees, and standing committees of Party committees at all levels; ensure the selection of Central Executive Committees, Party committees, and standing committees of Party committees at all levels, especially leaders with leadership capacity, with enough "heart - vision - mind", and talents to be able to shoulder the great and glorious revolutionary cause.

Focus on building a reasonable structure of strategic-level cadres, ensuring a continuous and steady transition between generations of cadres. Build a mechanism to detect and select early and from afar exemplary and excellent cadres who have been trained, nurtured, trained, and tested through practice, have outstanding achievements, and have real development prospects to be included in the strategic-level cadre planning source. Strictly implement regulations on controlling power and preventing and combating corruption and negativity in cadre work. Strictly and synchronously handle Party regulations with State laws.

For current and planned cadres, it is necessary to seriously carry out training and update knowledge according to the regulations of the Central Government. Develop annual plans for training, fostering, rotation, secondment... for cadres. Innovate training and fostering methods, linking theory with practice; increase surveys of good practices and creative models of localities and units to learn from experience, thereby applying them to practical leadership and management. Strengthen inspection and supervision work, innovate ways of evaluating the learning, cultivation and training results of cadres in a practical direction./.
