The process is applied to urban railway stations in Hanoi, initially on two urban railway lines in Hanoi: Line 2A Cat Linh - Ha Dong and Line 3.1 Nhon - Hanoi Railway Station.
The subjects of application are Hanoi Railway One Member Co., Ltd. (HMC); Hanoi Traffic Management and Operation Center (TRAMOC) and passengers using the Urban Railway Line.
Ticket purchase and control procedures apply to the following cases: Single tickets without identification; Single tickets with identification and biometric identification; Timed tickets with identification and biometric identification; Timed tickets for discounted fare holders, with identification and biometric identification; control for the elderly using CCCD, with identification and biometric identification. Control of tickets issued by FMC (NFC physical card, Virtual card) of the City with identification and biometric identification.
The project will be implemented in 3 phases:
Phase 1: Verify and identify accounts for all tickets over time including daily tickets, weekly tickets, monthly tickets... Identification is done via CCCD, VNeID, or directly at the counter if you are a foreigner.
Passengers using this type of ticket will have to swipe their ticket at the control gate and then perform facial authentication at the control gate before entering the station.
Passengers can purchase single-trip tickets anytime, anywhere and use single-trip tickets to enter the station without requiring facial biometric authentication.
Using EMV cards to travel according to the Tap and Go model without the need for biometric authentication; Allowing the elderly to use chip-embedded ID cards and facial authentication to take the train without having to buy tickets; Ready to integrate with the city's interoperable electronic ticket system, thereby allowing people to use valid interoperable electronic tickets at ticket gates.
Phase 2: Encourage the purchase of single-pass tickets on the Hanoi Metro app and at kiosks and check tickets using facial biometric ticket checking methods.
If the City's interoperable electronic ticket system can collect and provide biometric data, the system will prioritize using this data to control interoperable electronic tickets at automatic ticket gates; provide an API platform for RAR to add ticket sales features via the VNeID application, allowing people to buy tickets directly on the VneID application.
Phase 3: Consider implementing measures to increase the rate of application of single-pass tickets and require biometric authentication when entering and exiting stations, gradually moving towards stopping the use of single-pass tickets;
If the interoperable electronic ticket system does not have facial biometric data, passengers will provide biometric data for the first time at the kiosk at the stations for interoperable electronic tickets over time.
For one-way electronic tickets, passengers must provide them before departure at the Kiosks;
Implement biometric ticket checks for all passengers over time. Pilot study to evaluate the feasibility of allowing foreign passengers to use their passports to pass through ticket gates;
Pilot study on the possibility of applying biometric ticket checking for passengers using single tickets, passengers using EMV cards, and e-wallets (according to the Tap and Go model) to evaluate the possibility and move towards applying biometric identification for all train passengers;
Research some technological solutions and propose to improve legal regulations (if necessary) to encourage and motivate passengers to use biometrics.
The City People's Committee assigned the Department of Construction to preside over and coordinate with the Departments of Finance, Science and Technology, City Police and relevant units to coordinate and guide Hanoi Railway One Member Co., Ltd. to properly implement the issued Procedures; regularly organize reviews of unreasonable contents (if any).
