(Chinhphu.vn) - On October 28, the Central Committee of the Vietnam Fatherland Front solemnly organized the National Emulation Congress for the period 2025 - 2030.

Attending the Congress were Mr. Do Van Chien, Member of the Political Bureau, Secretary of the Central Committee of the Party, Secretary of the Party Committee of the Vietnam Fatherland Front and central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Central Emulation and Commendation Council; the Vice Chairmen - General Secretaries, Standing Deputy Heads of Agencies; Vice Chairmen of the Central Committee of the Vietnam Fatherland Front…

Notably, the Congress was attended by 200 exemplary delegates from various departments and units, representing nearly 600 officials, civil servants, and employees throughout the Central Committee of the Vietnam Fatherland Front.

Promoting the strength of unity, intelligence, and creativity in emulation movements.

In her opening remarks at the Congress, Vice President and Secretary General of the Central Committee of the Vietnam Fatherland Front, Nguyen Thi Thu Ha, affirmed that the Congress is of great significance, marking a special milestone after the merger and reorganization of political and social organizations under the direct control of the Vietnam Fatherland Front.

The Congress aims to evaluate the results of the patriotic emulation movement during the 2020-2025 period; honor and commend outstanding exemplary individuals, while drawing lessons learned, pointing out limitations and shortcomings; and determine the direction and tasks of emulation and reward work of the Central Committee of the Vietnam Fatherland Front for the 2025-2030 period.

According to Vice President and Secretary General Nguyen Thi Thu Ha, in recent years, the patriotic emulation movement of the Central Committee of the Vietnam Fatherland Front has been implemented practically and achieved many important results.

Officials, civil servants, and workers have continuously strived and advised on promoting propaganda, mobilization, and gathering of all strata of the people, strengthening social consensus, and promoting the strength of the great national unity.

Simultaneously, improve the quality and effectiveness of social supervision and criticism, implement democracy, and actively participate in building the Party and the State. Encourage all strata of the people to proactively participate in solving major social problems. Effectively implement campaigns and patriotic emulation movements such as "All people unite to build new rural areas and civilized urban areas," "The whole country joins hands for the poor," "eliminate temporary and dilapidated houses," calling on the business community and all strata of people at home and abroad to support trillions of dong to overcome the consequences of storms and floods... improve the effectiveness of people's diplomacy and work with Vietnamese people abroad; and at the same time advise on continuing to innovate the organizational structure, content and methods of operation, and improve the capacity of cadres of the Fatherland Front at all levels.

Vice Chairman and Secretary General Nguyen Thi Thu Ha affirmed that over the past five years, the emulation and reward work of the Central Committee of the Vietnam Fatherland Front has made new strides.

The patriotic emulation movement is implemented in conjunction with the fulfillment of the agency's political tasks, closely adhering to the Party's guidelines and policies, and the State's laws and regulations, fostering the strength of unity, intelligence, sense of responsibility, and creativity of the agency's officials, civil servants, and employees.

The awarding of commendations is becoming increasingly systematic, ensuring democracy, openness, transparency, and timeliness. It has motivated and honored outstanding collectives and individuals, thereby contributing to creating new momentum and improving the effectiveness of task performance throughout the agency.

"The National Emulation Congress is an opportunity for us to recognize and evaluate the achievements and results we have attained, to commend, honor, and spread the exemplary achievements of advanced and outstanding collectives and individuals. At the same time, the Congress is also a forum for us to discuss and agree on the goals, directions, tasks, and solutions for organizing emulation movements in the 2025-2030 period, aiming to improve the effectiveness of advising and organizing the implementation of the political tasks of the Central Committee of the Vietnam Fatherland Front according to the new model, making an important contribution to fulfilling the noble mission of the Vietnam Fatherland Front in the coming period," Vice Chairman and Secretary General Nguyen Thi Thu Ha suggested.

Following the reorganization, the Central Committee of the Vietnam Fatherland Front has 19 subordinate agencies.

From July 1, 2025, the organizational structure and operations of the Central Committee of the Vietnam Fatherland Front will be implemented in accordance with Decision 304-QĐ/TW dated June 10, 2025, of the Politburo on the functions and tasks of the Central Committee of the Vietnam Fatherland Front; and Decision 251-QĐ/TW dated January 24, 2025, of the Politburo on the functions, tasks, and organizational structure of the Party Committee of the Vietnam Fatherland Front and central mass organizations.

The Standing Committee and the Head of the agency have led and directed the departments and units to proactively and actively advise and assist the Committee, the Presidium, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, and the Executive Committees and Standing Committees of political and social organizations at the central level, ensuring the fulfillment of assigned functions and tasks. They have proactively researched and implemented the development of regulations and rules for the agency and units, contributing to the effective operation of the apparatus according to the new model.

Although the initial implementation of the new organizational structure faced many difficulties and obstacles, after more than two months of implementation, most issues have been gradually resolved. Following the reorganization, the Central Committee of the Vietnam Fatherland Front comprises 19 subordinate units, including: 9 general advisory and support departments; 3 public service units; and 7 advisory and support departments of political and social organizations.

Currently, the Central Committee of the Vietnam Fatherland Front has 1,131 officials, civil servants, and employees, including 29 leaders of the Fatherland Front and political and social organizations at the central level.

With a spirit of innovation, the staff of the Central Committee of the Vietnam Fatherland Front have proposed many initiatives, experiences, and effective methods, building exemplary operational models in mass mobilization work.

The emulation movements and campaigns launched by the Vietnam Fatherland Front have received positive responses from the people, contributing to promoting socio -economic development and social welfare.

Over the past five years, the Vietnam Fatherland Front Committees at all levels have launched many practical emulation movements, suitable to the actual conditions of each locality, which have been supported and responded to by Party committees, governments, member organizations, and all strata of the people.

The Standing Committee, the Head of the agency, and the Agency's Emulation and Commendation Council have issued leadership and guidance documents on emulation and commendation activities such as: the content of emulation agreements, annual emulation registration documents, and specialized emulation campaigns to achieve accomplishments in chào mừng the election of deputies to the 15th National Assembly and deputies to the People's Councils at all levels for the 2021-2026 term; the work of preventing and controlling the COVID-19 epidemic and supporting the "COVID-19 Epidemic Prevention and Control Fund"; and the movement "Officials, civil servants, and public employees compete to implement workplace culture" associated with the implementation of Directive No. 05 of the Politburo "On promoting the study and emulation of Ho Chi Minh's thought, morality, and style".

In addition, regular and continuous dissemination and education efforts are being carried out to raise awareness among Party members, officials, civil servants, and workers about the importance of implementing workplace culture.

Officials, civil servants, and employees at the agency have demonstrated a high sense of responsibility, strictly adhering to administrative discipline and regulations; exhibiting a proactive and professional attitude in communication and conduct; and consistently cultivating and improving their ethics and lifestyle, continuing to promote the emulation movement and striving to successfully fulfill assigned tasks; the emulation movement launched by the Standing Committee of the Central Committee of the Vietnam Fatherland Front.

Accordingly, the departments and units under the Central Committee of the Vietnam Fatherland Front always focus on building the movement of "Unity, Creativity, Responsibility, and Effectiveness"; maintaining the standards of "Respecting the people - being close to the people - learning from the people - being responsible to the people". They promote administrative reform, applying information technology and digital transformation in the performance of professional tasks; and studying and following the ideology, ethics, and style of Ho Chi Minh.

Typically in 2025, the Social Work Department launched a special emulation campaign among its officials and Party members with the theme: "Unity, Steadfastness, Success" for three months from August 20th to November 10th, 2025, focusing on workplace civility, green and creative workspaces.

Many collectives and individuals have come up with initiatives to improve their work; models such as "Friday Learning and Sharing Day" and "Green, Clean, and Beautiful Workspace" include the Propaganda Department and the People's Foreign Affairs Department.

The awarding of commendations has focused on recognizing truly outstanding individuals in various fields, exemplary individuals and good deeds, advanced models, and new initiatives within the agency and the entire Vietnam Fatherland Front system.

The Vietnam Fatherland Front Committees at all levels have focused on using forms of commendation within their authority to reward and encourage those with outstanding achievements, while also paying more attention to rewarding those with exceptional achievements in emulation movements launched by various levels and sectors.

Over the past five years, the Central Committee of the Vietnam Fatherland Front has advised, reviewed, and recommended to the Central Committee of the Vietnam Fatherland Front, the Government, and the President the awarding of 103 high-ranking medals of various types, 235 Certificates of Merit from the Prime Minister, and 52 Emulation Flags to 155 collectives and individuals with outstanding achievements.

Simultaneously, 19,616 "For the Cause of National Unity" commemorative medals, 163 emulation flags, and 11,095 certificates of merit from the Central Committee of the Vietnam Fatherland Front were awarded to nearly 54,000 collectives and individuals who achieved outstanding results in Front work, emulation movements, and made many contributions to the community.

The work of publicizing, commending, and replicating advanced models, good practices, valuable experiences, and effective methods has contributed to motivating all sectors of the population to enthusiastically compete in effectively implementing the country's and the agency's/unit's socio-economic development programs.
