On September 8, the National Assembly's Committee for People's Aspirations and Supervision held its third plenary session to review the Government 's report on citizen reception and settlement of administrative complaints and denunciations in 2025.
Reporting on the work of receiving citizens and handling administrative complaints and denunciations in 2025, Deputy Inspector General of the Government Duong Quoc Huy said that in 2025, there were 261,566 people coming to state administrative agencies to make complaints, denunciations, recommendations, and reflections, a decrease of 28% compared to 2024.
In the work of handling complaints and denunciations, state administrative agencies at all levels have resolved 18,108/22,068 complaints and denunciations under their authority, reaching a rate of 82.1%, an increase of 0.6% compared to 2024.
The Government and the Prime Minister have directed ministries, branches and localities to review, handle and resolve 192/375 complaints, denunciations, petitions and reflections transferred by National Assembly deputies, National Assembly delegations and National Assembly agencies, reaching 51.2%.

In the preliminary examination, Deputy Chairman of the People's Aspirations and Supervision Committee Hoang Anh Cong stated that the Government's Report basically and fully reflected the results of citizen reception and settlement of administrative complaints and denunciations in 2025 of state administrative agencies, people's courts, people's procuracies, and the State Audit.
However, the auditing agency believes that the Government's report does not guarantee the time of data collection, and does not include complete data from ministries, branches, and People's Committees of provinces and cities that need to be reviewed, explained, and provided with information by the Government to ensure accuracy and objectivity when assessing the situation and implementation results and making recommendations and truly effective solutions to serve the leadership and direction of competent authorities and the supervision activities of elected bodies and elected representatives.

At the meeting, delegates suggested that the Government should assess how the implementation of the revolution in streamlining the apparatus and organization of two-level local governments has affected the work of receiving citizens, handling administrative complaints and denunciations; and analyze in depth the specific shortcomings and limitations in state management in each field such as land, financial investment, etc.
Vice Chairman of the National Assembly Tran Quang Phuong highly appreciated the work of receiving citizens and handling administrative complaints and denunciations, which all decreased in three criteria: the number of people decreased, the number of petitions and letters decreased, and the number of cases decreased.
Comrade Tran Quang Phuong emphasized that in the context of implementing the revolution in arranging and streamlining the apparatus and organization of local governments at two levels, the work of receiving citizens and resolving administrative complaints and denunciations has achieved many positive results. Notably, it is necessary to analyze more specifically the results of resolving 226 cases of prolonged complaints and denunciations that went beyond the level to the Central level under the direction of General Secretary To Lam.
Vice Chairman of the National Assembly Tran Quang Phuong also noted that it is necessary to analyze the existing problems and limitations in handling complaints and denunciations in areas where complaints and denunciations are likely to arise, especially in the fields of land and environment; at the same time, forecast the situation of complaints and denunciations in the coming time.
The Vice Chairman of the National Assembly requested agencies to continue to strictly implement Conclusion No. 107-KL/TW, dated December 24, 2024 of the Politburo on continuing to strengthen the Party's leadership in the work of receiving citizens and handling complaints, denunciations, petitions and reflections; and the provisions of the Constitution and laws in this field.
