From November 1, 2025, transfers of 500 million or more must be reported to the Anti-Money Laundering Department.
This content was issued by the State Bank in Circular 27/2025/TT-NHNN. Specifically, Article 9 of the Circular stipulates the regime of reporting electronic money transfer transactions to the Anti-Money Laundering Department using electronic data, including:
Domestic electronic money transfer transactions: Transactions with a value of VND 500 million or more or in foreign currency of equivalent value where all financial institutions participating in electronic money transfer transactions are in Vietnam.
International electronic money transfer transactions: Electronic money transfer transactions in which at least one participating financial institution is located outside of Vietnam and conducted in countries and territories outside of Vietnam with a value of 1,000 USD or more or equivalent in other foreign currencies.
However, if the reporting entity is an intermediary financial institution in an electronic money transfer transaction, it is not required to make the above report.
The report contents include: Information on the initiating and beneficiary financial institutions; Information on individual customers or organizations participating in electronic money transfers; information on transactions; other information as required by the Anti-Money Laundering Department from time to time...
Adjustments to identification documents when using cashless payment services from November 18, 2025
The State Bank of Vietnam amends and supplements a number of articles on the provision of non-cash payment services in Circular 30/2025/TT-NHNN, effective from November 18, 2025.
Accordingly, the identification documents used in this Circular for non-cash payments have changed compared to Clause 10, Article 3 of Circular 15/2024/TT-NHNN, including:
- Vietnamese citizens: Citizen identification card, ID card or electronic ID card (Old regulation: Removed ID card, ID certificate).
- Vietnamese people of undetermined nationality: Certificate of Vietnamese origin issued by a competent authority (Old regulation: Supplementing Certificate of Vietnamese origin).
- Foreigners residing in Vietnam: Passport or identity verification documents issued by competent foreign authorities, or documents according to entry visa, visa replacement documents, documents proving visa exemption, or electronic identity (via level 02 electronic identification account, if any).
Banks are allowed to receive gold bars from November 15, 2025
The State Bank amends the Circular on classification, packaging, and delivery of precious metals and gemstones in Circular No. 33/2025/TT-NHNN, effective from November 15, 2025.
One of the notable contents is the assignment of the right to deliver and receive gold bars to credit institutions. Specifically, Circular 33/2025/TT-NHNN has added the following provisions:
Credit institutions receive gold bars from customers, receiving by the piece.
Credit institutions deliver gold bars to customers, delivered by piece.
Thus, from November 15, 2025, credit institutions including banks are allowed to receive and deliver gold bars to customers.
