
In its 2025-2030 term, the Party Committee of Dam Rong 4 commune has identified ensuring national defense and security, political stability, social order and safety, and consolidating national unity as particularly important tasks. According to Comrade Tran Phu Vinh, Secretary of the Party Committee, this is a fundamental factor that determines all development goals of the locality. With ethnic minorities accounting for over 90% of the population, Dam Rong 4 has prioritized maintaining stability in ethnic minority areas as its first key task. Immediately after the merger, the locality intensified the dissemination and implementation of the Party and State's policies on the development of ethnic minority areas; effectively implemented sustainable poverty reduction programs, and preserved and promoted traditional culture. The government also encouraged the people to change their mindset, exploit their potential, and combine support policies effectively to create momentum for progress.
Dam Rong 4 commune currently has nearly 33,000 hectares of forest (not including the area handed over by the Da Nhim Forest Management Board). These forests are not only the "green lungs" maintaining ecological balance, but also a natural barrier against natural disasters and a vital source of livelihood for thousands of ethnic minority households. According to the leaders of Dam Rong 4 commune, the people are deeply connected to the forest. They are born from the forest, grow up thanks to the forest, and return to the forest when they die. However, in the past, the idea that "the forest belongs to God" led many to mistakenly believe that it could be exploited at will. Currently, most ethnic minority people in the commune participate in contracted forest management and protection. In the Dung K'no area, where 95% of the population are K'ho people, they are protecting over 17,500 hectares of natural forest within the Lang Biang World Biosphere Reserve, with a forest cover rate of 90%. On average, each household manages nearly 28 hectares of forest.
Revenue from the forest environmental service payment policy has helped people stabilize their lives and raise their sense of responsibility towards the forest. Therefore, forest conservation remains a top priority for Dam Rong 4 commune. Preserving the forest also means preserving the cultural space of gong music, safeguarding raw materials for brocade weaving and rattan weaving, protecting mineral springs, and maintaining a clean climate – all crucial factors for developing ecotourism and establishing a large-scale sturgeon farming area in the future. When people are united in protecting the forest, they are also creating a strong "barrier," contributing to maintaining peace in their villages and in the entire Dam Rong 4 area.
According to Tran Phu Vinh, Secretary of the Party Committee of the commune, maintaining political stability and social order requires ensuring comprehensive and effective social security for the practical benefit of the people. The commune is focusing on widely disseminating the Party's guidelines and policies, and the State's laws; while simultaneously improving the quality of service to the people in all areas. The locality is also effectively mobilizing resources to care for and improve the health, stature, longevity, and quality of life of the people. At the same time, it is effectively implementing policies for war veterans, gratitude and repayment, gender equality, care for the elderly, people with disabilities, children, and other social insurance and security policies.
Despite facing numerous challenges, clearly identifying three specific "strategic offensives" has helped Dam Rong 4 pave the way for stability and gradual development.
