Minister Dao Ngoc Dung: Removing "bottlenecks" for development

(Dan Tri) - Minister Dao Ngoc Dung said that the 10th session of the 15th National Assembly will focus on removing "bottlenecks" for socio-economic development in the 2026-2030 period and the following years.

On September 25, Minister of Ethnic Minorities and Religions Dao Ngoc Dung and National Assembly deputies of Thanh Hoa province met with voters before the 10th session of the 15th National Assembly, in Nhu Thanh and Nong Cong communes, Thanh Hoa province.

At the conference, voters expressed their joy, excitement and consensus on the implementation of the policy of arranging and streamlining the apparatus, operating the two-level local government model and the State's support policies to all people in the recent past.

Voters highly agreed on the expected content and program of the 10th session of the 15th National Assembly, which will be held centrally in Hanoi .

In a frank and open spirit, voters made recommendations on a number of issues such as supplementing, recruiting, and paying benefits to officials, civil servants, and non-professional workers at the commune level who quit their jobs when arranging and operating the two-level local government; compensation and land recovery for projects, determining the origin and duration of land use; preferential treatment for wives or husbands of martyrs who marry other men or women, etc.

Speaking at the conference, Minister Dao Ngoc Dung shared that this voter contact session is very special when many provinces have merged, ended district-level activities, two-level local governments have come into operation, the whole country has entered a new era. Contacting voters at the commune level is also to be closer to the people, listening to their opinions more thoroughly.

Sharing difficulties with officials in the process of operating the new government, Minister Dao Ngoc Dung hopes that after the two-level government comes into operation, with many advantages, localities need to implement smoothly, effectively, and in line with the Central Government's desired goal of "streamlining, effectiveness, and efficiency".

Along with that, building a government that is closer to the people, more for the people, and more for the people; building a government that serves, creates, and develops.

Informing voters, Minister Dao Ngoc Dung said that this voter contact session is to report to voters on the work and content that the 10th session will decide and listen to people's recommendations to discuss important issues in the upcoming session.

According to the Minister, the 10th session will have historic decisions, such as considering amendments to 45 bills and resolutions; 13 groups of issues related to the economy and society; in addition, it will concretize the Party's major policies.

The Central Committee has issued an important Resolution on the "Four Pillars" on science, technology development, innovation and national digital transformation; breakthroughs in international integration in the new situation; law-making and enforcement; and breakthroughs in private economic development.

In the future, the Central Committee will have many other important Resolutions on science, education, health, culture... The National Assembly will enact laws to implement them.

“The issues that the National Assembly is considering and amending this time are urgent issues, focusing on the most difficult issues in the operation of two-level local governments, decisions that lay the foundation for the upcoming congress. In addition, there are issues related to land, bidding, prices, etc., thereby removing "bottlenecks" for socio-economic development in the 2026-2030 period and the following years," said the Minister.

Minister Dao Ngoc Dung emphasized that through the event celebrating the 80th anniversary of the August Revolution and National Day September 2, it shows the country's development, national achievements, national pride and people's responsibility.

According to the Minister, in recent times, the world has faced many difficulties, challenges and complexities. Despite many difficulties, Vietnam's economic growth rate is among the highest, therefore, to develop the economy, political and national stability must be achieved.

He also emphasized that Vietnam's goal of 8% economic growth is based on ensuring major balances of revenue and expenditure, monetary security, food security, energy security, stable labor, and improved people's lives...

“Previously, we set a target of eliminating temporary and dilapidated houses by 2030; basically there would be no more poor households according to current criteria. With a completely new approach, after more than a year of nationwide launching, more than 334,000 houses have been eliminated before the September 2 anniversary. This is the most important thing for people, only when they have a stable home can they have a career,” said Minister Dao Ngoc Dung.

According to the Minister, in the coming term, Vietnam will set a target of double-digit economic growth, unleashing all resources within the people. Education, health care, and social security must be highly focused, with all goals to serve the people. In addition, maintaining border and island security in the face of complex world developments.

Appreciating the opinions raised by voters at the conference, Minister Dao Ngoc Dung requested the Party Committee and government of Thanh Hoa province to pay attention to resolving issues raised by voters within their authority, and at the same time requested the National Assembly Delegation to synthesize and report to the National Assembly at the upcoming session.
