The Minister of Education and Training has issued a telegram on proactively responding to storm No. 9, sent to the directors of the Department of Education and Training of provinces and cities from Lam Dong and further.

According to the National Center for Hydro-Meteorological Forecasting, as of 1 p.m. on September 21, 2025, the center of storm Ragasa was about 430 km east of Luzon Island (Philippines); the strongest wind near the center of the storm was level 14-15 (150-183 km/h), gusting above level 17.

The storm is forecast to move west-northwest at a speed of 15-20 km/h; in the next 24 hours it will continue to move west-northwest and is likely to strengthen; by 1:00 p.m. on September 22, it will be about 120 km north of Luzon Island, reaching super typhoon intensity of level 16-17, gusting above level 17.

This is a complex storm that is likely to directly affect most provinces and cities; heavy rain causes a very high risk of flash floods, landslides, and widespread flooding, especially in steep terrain and weak soil areas.
