Integration from strategic vision
In the trend of globalization, Ninh Binh education is proactively “opening up” to the world through cooperation programs, international exchanges, teaching foreign languages according to new standards and applying technology in teaching and learning. With a strategic vision, Ninh Binh Education and Training Department determines that international integration is not only a trend, but also a driving force for sustainable development of local education.
Implementing the spirit of Resolution 59-NQ/TW of the Politburo on fundamental and comprehensive innovation of education, the Department of Education and Training of Ninh Binh has actively coordinated with many international organizations, prestigious universities and academies at home and abroad to expand learning and exchange opportunities for students and teachers.

From cooperation programs with the Australian Embassy, the German Development Cooperation Organization (GIZ), the American Institute of Education (IIE), to bilateral projects with provinces and cities of Korea, Japan, Singapore..., Ninh Binh is gradually building an open and deeply integrated learning environment.
One of the highlights is the implementation of the National Foreign Language Project, making English a bridge in communication and teaching activities. Hundreds of foreign language teachers are trained according to international standards; students participate in IELTS, TOEFL, Cambridge English exams, and many English Olympic competitions, "English Festival", "Speaking Contest"... creating a vibrant foreign language learning movement in secondary and high schools.
Not only that, many educational institutions have also promoted the model of bilingual classrooms and cross-border online learning. Classes connecting with foreign students via Zoom, Google Meet or Neukol platforms have become familiar activities, helping Ninh Binh students practice their foreign language skills in a real international environment.
Cross-border classrooms
Tran Bich San Secondary School (Nam Dinh, Ninh Binh) is a pioneer in implementing “cross-border connected classrooms” and cooperating with many international educational organizations. The school’s model has created a strong influence, contributing to enriching the picture of educational integration in Ninh Binh and the region.
Ms. Hoang Thi Minh Nguyet, Principal of the school, shared: “We identify international integration not as a side activity, but as a core task to improve the quality of education. The goal is to gradually make English a second language, helping students confidently access world knowledge.”
Accordingly, Tran Bich San Secondary School has signed a cooperation agreement with With the World organization (Japan), opening up opportunities for teachers and students to experience advanced educational models, multicultural exchanges and learn modern teaching methods.

During the 2024–2025 school year, the school hosted a series of cross-border online classes, connecting with students from Japan, South Korea, and China. The lively lessons, where students discussed culture, the environment, science and technology, helped them practice their foreign language and digital skills.
Ms. Nguyen Thi Thanh Hoa, Head of the school’s Foreign Language Department, said: “Online lessons help students not only practice English in a natural environment, but also develop their skills in collaboration, presentation, and use of technology. They are more proactive, confident, and clearly interested in learning.”
These experiences have brought double value: helping students improve their foreign languages, while expanding their digital skills and global thinking. Through international exchanges, students learn to respect differences, appreciate national culture, and know how to share and spread the image of friendly, studious Vietnamese people.
“Students not only learn knowledge but also learn how to live, cooperate and share. Integration helps students practice global thinking while still preserving Vietnamese identity – that is the greatest value that the school strives for,” affirmed Ms. Hoang Thi Minh Nguyet, the school’s principal.
From open policy to global citizen generation
In recent years, the Department of Education and Training of Ninh Binh has promoted the implementation of international cooperation and exchange programs, expanding learning opportunities and practicing foreign language skills for students. Along with that, the team of foreign language teachers and managers have been trained in modern teaching methods, increasing the application of technology in teaching and learning.
Many schools in the province have invested in building smart foreign language classrooms, STEM classrooms, electronic libraries and online classroom systems, creating a favorable platform for teachers and students to access global knowledge.
Thanks to that open policy, Ninh Binh students are increasingly confident and active in the international learning environment. Many students have participated in competitions, summer camps, regional and international student exchange programs, achieved encouraging results, and won scholarships to study abroad from prestigious schools around the world.
Nguyen Trung Duc, a student at Le Hong Phong High School for the Gifted (Nam Dinh, Ninh Binh), said: “Online lessons connecting with foreign students help me become more confident in using English and understand more about the cultures of other countries. I find that each lesson is not only about exchanging knowledge but also an opportunity to broaden my horizons, learn how to work and think globally.”
From these experiences, it can be seen that education today is no longer confined within the four walls of the classroom, but is opening up new horizons – where every student can become a global citizen.
In the context of deep international integration, Ninh Binh Education continues to aim to expand international cooperation associated with developing foreign language skills, digital skills and cultural integration for students. Cross-border online learning programs, international student exchanges and bilingual training will be promoted in the coming time, contributing to bringing world knowledge closer to local students.
