Comments on the draft Law on Education and Law on Higher Education

On October 9, the Ministry of Education and Training held a seminar to contribute ideas to perfect the draft Law amending and supplementing a number of articles of the Law on Education and the Law on Higher Education (amended).

In his opening speech, Deputy Minister of Education and Training Nguyen Van Phuc said: Implementing Resolution No. 77/2025/UBTVQH15 of the National Assembly Standing Committee on adjusting the Law and Ordinance Development Program in 2025, the Ministry of Education and Training was assigned to preside over the drafting of the Law Project amending and supplementing a number of articles of the Law on Education and the Law Project on Higher Education (amended).

To carry out this task, the Ministry of Education and Training has actively and proactively coordinated with relevant agencies to develop two draft laws to ensure submission to the National Assembly for approval at the October 2025 session.

The process of drafting the two Law projects was carried out in accordance with the procedures of the Law on Promulgation of Legal Documents. The draft Law was widely consulted with ministries, branches, localities, and educational institutions across the country.

Deputy Minister of Education and Training Nguyen Van Phuc delivered the opening speech.

The Ministry of Education and Training has also organized many seminars, workshops, and conferences to collect opinions from experts, scientists, managers, and teachers on the draft of these Laws.

On August 22, 2025, the Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development. The Resolution is of great significance, clearly demonstrating the determination to strongly innovate in thinking and institutions, aiming to modernize the country's education system, meeting development requirements in the new period.

Based on the guiding viewpoints, tasks and solutions of Resolution No. 71, the Ministry of Education and Training has reviewed, completed and revised two draft laws to institutionalize the Resolution's direction, creating a corridor to promote the comprehensive development of education and training.

At the seminar, delegates focused on giving comments on important contents to institutionalize viewpoints and guidelines on breakthroughs in education and training development in the two draft laws. In addition, delegates gave comments on the draft laws for the Ministry of Education and Training to study and complete.

Through the Seminar, dedicated and responsible opinions will contribute significantly to the completion of the two Draft Laws, ensuring feasibility, consistency and suitability with the practical requirements of educational innovation in the coming period.
