Lieutenant General Pham Cong Nguyen, Director of the Department of Legal Affairs and Administrative and Judicial Reform ( Ministry of Public Security ), and Major General Nguyen Thanh Tuan, Director of Hue City Police, co-chaired the workshop.
In his opening remarks at the workshop, Lieutenant General Pham Cong Nguyen, Director of the Department of Legal Affairs and Administrative and Judicial Reform, stated: Under the leadership of the Central Public Security Party Committee and the guidance of the Ministry of Public Security, legal work within the People's Public Security Force has achieved many important results. The work of advising, drafting, appraising, inspecting, and reviewing legal documents has been carried out systematically, rigorously, and progressively professionally. The legal system regarding security and order has been consolidated and perfected, making a significant contribution to improving the effectiveness and efficiency of state management and ensuring a complete legal basis for the operation of the People's Public Security Force.
Since the beginning of the 15th National Assembly term, the legal affairs force of the People's Public Security has advised on the drafting and submission to competent authorities of 556 legal documents. These include 18 laws and resolutions of the National Assembly, 1 resolution of the Standing Committee of the National Assembly, 56 decrees, 6 resolutions of the Government, 7 decisions of the Prime Minister, 9 joint circulars, and 459 circulars. At the 10th session of the 15th National Assembly, the Ministry of Public Security will submit to the National Assembly for consideration and approval 10 laws; 1 ordinance of the Standing Committee of the National Assembly and 1 resolution of the Government.
Besides the achievements, Lieutenant General Pham Cong Nguyen noted that legal work within the People's Police Force still has limitations. The seminar served as a scientific forum to provide an objective and comprehensive assessment of the current state of legal work within the People's Police Force; to analyze advantages, difficulties, and challenges; to clarify the requirements in the new situation; and to propose feasible and groundbreaking solutions to improve the quality of legal work, serving the building of a "clean, strong, regular, elite, and modern" People's Police Force.
At the workshop, delegates and representatives from police units and localities presented papers, exchanged experiences from practical work, and proposed tasks and solutions to improve the quality of legal work within the People's Police Force.
On the same day, the Department of Legal Affairs and Administrative and Judicial Reform (Ministry of Public Security) coordinated with the Hue City Police to inaugurate the 2025 training course for legal affairs and administrative and judicial reform officers of the People's Police.
The training course will take place from September 22nd to 25th. Participants will study and be briefed on topics including: Advisory work in the development and improvement of laws on security and order by the People's Public Security Force; Dissemination and education of law by the People's Public Security Force; Inspection, handling, review, and systematization of legal normative documents; Consolidation of legal normative documents and codification of the legal system…
