Ms. Mai Thi Anh, Director of the Legal Department, said: In the first 6 months of the year, the document drafting work of the Ministry of Education and Training achieved many positive results, clearly demonstrated through the rate of promulgation and submission of documents for promulgation.
Specifically, as of July 14, the total number of documents issued and submitted for issuance out of the total number of documents for the whole year of 2025 reached 41%; the total number of documents issued and submitted for issuance out of the total number of documents in the first 6 months of 2025 reached 79.62% - both higher than the same period in previous years.
This shows a clear change in the progress and efficiency of the work of the units under the Ministry, in addition to the positive impact on adjusting the document drafting process.
The drafting process strictly followed the provisions of the Law on Promulgation of Legal Documents, ensuring constitutionality, legality and consistency in the legal system. The documents were issued in accordance with the Party and State's guidelines and policies, supporting the implementation of strategic tasks.

In recent times, especially in the first 6 months of 2025, the Ministry of Education and Training has often mobilized a team of experts, scientists , and officials with in-depth knowledge of related fields to participate in drafting. This helps the documents to be of high quality and close to reality. Organizing to collect wide opinions from professional agencies, social organizations, and individuals ensures the comprehensiveness and feasibility of the regulations.
Draft documents are often published on the Ministry and Government 's electronic information portals to solicit comments, creating conditions for people, businesses and organizations to participate. This process helps increase transparency and publicity, while limiting errors and inadequacies in the content of the documents.
Legal documents are developed based on a thorough study of practical issues, ensuring that they are consistent with the socio-economic conditions of each period. The participation of relevant ministries/sectors in the drafting process helps to harmonize regulations and avoid conflicts and overlaps. Documents are drafted in the spirit of reform, closely following changes in practice and social needs, especially in key areas such as education, digital economy, and digital transformation.
Basically, the work of reviewing and inspecting legal documents has been focused on by the units, achieving some results. Some units have been very proactive in reviewing when requested by competent authorities, such as the Department of Financial Planning, the Department of Teachers and Education Management Staff, etc.
In addition to the achieved results, the representative of the Legal Department also pointed out the shortcomings, limitations and causes of the shortcomings and limitations in the work of drafting documents; proposed work for the last 6 months of the year.

No mistakes; no confusion, no panic, no loss of purpose
At the conference, leaders of units under the Ministry reported on the results and plans for implementing the task of drafting legal documents under their authority; and made proposals and recommendations to ensure the effectiveness of this work.
Assessing that the institutional work of the Ministry of Education and Training in the first 6 months of the year has achieved important results, Deputy Minister Nguyen Van Phuc focused on the implementation of tasks for the last 6 months of the year. Accordingly, with a huge workload, units need to make every effort and be urgent to be able to complete the tasks well.
Particularly emphasizing Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 140/NQ-CP promulgating the Government's Action Program to implement Resolution No. 66-NQ/TW; Decision No. 1647/QD-BGDDT promulgating the Ministry of Education and Training's Action Program to implement Resolution No. 66-NQ/TW, Resolution No. 66-NQ/TW, the Deputy Minister requested units to be proactive and have plans to implement these extremely important documents.

Along with that, pay attention to reviewing and developing legal documents related to the group of tasks of science and technology, digital transformation, administrative reform, and implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
The Deputy Minister also thoroughly grasped some contents to ensure the quality of legal documents. These include preventing local interests and group interests; heads of units are directly responsible for reviewing legal documents, ensuring no contradictions or overlaps; paying attention to administrative procedures in legal documents...

Expressing agreement with the report of the Legal Department, Deputy Minister Le Tan Dung emphasized the special importance of legal work and said that this is a job that requires expertise, skills, experience and dedication.
To complete the large volume in the last 6 months of the year, the Deputy Minister noted the role of heads of units; spending maximum time on this work; proactively consulting experts and related ministries; researching practices, assessing impacts; proactively and promptly updating adjustments after receiving them. The Deputy Minister also said that it is necessary to continue to strengthen coordination and the spirit of the common task. Heads of units review assigned work to have appropriate and scientific implementation plans.

Sharing the same positive assessment and recognition of the results achieved in the past 6 months, in the coming time, Deputy Minister Nguyen Thi Kim Chi suggested continuing to review outdated documents that need to be replaced and adjusted; further strengthening the sense of responsibility of leaders and experts of units in institutional work and law-making. This is a very difficult job, requiring appropriate support mechanisms and policies for personnel performing this task...
Speaking at the conference, Minister Nguyen Kim Son said: Never before have we faced so many issues of adjusting the legal basis for developing education and training as at this time.
In addition to the regular work in legal affairs, there is the task of preparing a series of decrees and circulars to implement the newly passed Law on Teachers; amending 3 laws (Law on Education, Law on Higher Education, Law on Vocational Education), followed by many documents, decrees and circulars that need to be prepared. “4 laws in 1 year, this is an unprecedented task,” the Minister shared.





Acknowledging the results of the Ministry's document drafting work in the past 6 months, the Minister especially noted a number of major tasks that require the focus of human resources, time, material resources, and direction in the coming time, namely: amending 3 Laws (Law on Education, Law on Higher Education, Law on Vocational Education); National target program on modernization and improvement of education and training quality for the period 2026 - 2035; implementing tasks when the Resolution on modernization and breakthrough in education and training development is issued. Along with that, completely completing the remaining documents...
In implementing the work, the Minister requested a review to ensure that no work content is left out, missed, or lacking; no confusion, panic, or loss of goals... The approach is that the plans are "dynamic" and constantly updated, so it is necessary to determine the spirit that work will arise frequently. Therefore, it is necessary to try to focus on completing and finishing the work being done to be ready to take on new tasks.
Along with that, further strengthen internal and external coordination in a close, smooth, and flexible manner; especially coordination with ministries, branches, and National Assembly Committees... Speed up the reception and explanation of all parties.
Regarding communication work, the Minister emphasized that the focus from now until the end of the year is to communicate about the law, build laws and implement the Politburo's Resolution, creating social consensus.
